The Carers’ Centre is a rapidly changing, innovative and exciting organisation responding to carers’ needs.

We are seeking a flexible and hardworking Senior Carers’ Wellbeing Officer to manage our wellbeing service for carers, including supervision of staff and volunteers, managing and delivering a programme of events and activities and developing new services.

You will be carer aware, experienced at organising events and have excellent planning and prioritising skills.

37 hours per week

£25,250 +5% pension

JOB TITLE:Senior Wellbeing Officer – Maternity Cover

RESPONSIBLE TO:Senior Development Manager

RESPONSIBLE FOR:Wellbeing Team

Aims of the post
To line manage the Wellbeing Team to ensure breaks, training and employment support, counselling, peer support groups and other emotional support offers are provided in line with our contractual requirements and that the Carers’ Centre is viewed by professionals and the public as a high quality organisation.

To work with the Volunteer Coordinator to identify opportunities for volunteering within the Wellbeing Team and supporting volunteers who are recruited.

To split your time between line managing, strategic planning and direct service provision.

To contribute to the organisation’s annual commitments made to carers and funders.

The post-holder will provide:

Line Management

Employment and Training Officer to be line managed to develop high quality services for carers and to ensure funder requirements are met.

Bath University social work student to be managed through their placement within the Wellbeing team (ends Jan 2016)

To input in to the workplan of the business support team to ensure the smooth administration of the breaks programme, counselling programme, and other emotional support services.

Planning

To develop and manage the Breaks Team’s business plans with the Senior Development Officer to ensure high quality services for carers are delivered and funder requirements are met.

Carers’ Breaks

Develop high quality breaks programmes within budget with the Senior Business Support Officer and Senior Young Carers’ Officer in time for the publishing of quarterly newsletters for adults and young carers, meeting the Marketing and Communications Officer’s publishing timetable. This programme will be developed in consultation with carers to ensure that is meets their needs, and reporting back to carers to show how we have listened to them.

Develop training and employment support programmes with the Employment and Support Officer in time for the publishing of quarterly newsletters for adults and young carers, meeting the Marketing & Communications Officer’s publishing timetable.

Develop high quality relationships with breaks providers to ensure best value for money and high quality breaks for carers. This includes managing the relationships with key providers such as B&NES Council, who provide the Community Activator Service, and the Wellbeing College in B&NES for which you will sit on the Steering Committee.

Review and implement a fair use policy for the breaks provision.
Ensure you and your team, sessional workers and/or volunteers attend breaks to welcome and support carers.

Record keeping

Work with the Senior Business Support Officer to ensure Charitylog or electronic alternatives develop to provide efficient recording mechanisms for the breaks team.

Ensure you and your team use Charitylog (database) or develop electronic alternatives to record interactions with each carer in accordance with the Data Protection Act and all relevant internal procedures.

Develop and use outcome tools to measure the difference made to each carer. Use tools to monitor and evaluate all services, including contributing to the writing of internal and external evaluation reports.

Administration

Work with the Senior Business Support Officer to ensure the smooth administration of the breaks service.
Allocate administrative tasks of processing bookings and cancellation, phoning carers, sending breaks confirmation letters, arranging volunteer transport and replacement care, meeting and greeting, generating attendance registers for breaks providers, supporting staff and funders.

Fundraising

Work with the Senior Management Team and fundraiser to increase funding for break, training, employment and counselling services with an agreed target for the breaks team.

General

Ensure that you and the team deliver against a workplan, as agreed with their line-manager and contribute to the annual commitments made to carers and funders.

Ensure that you and the team adhere to the Carers’ Charter and provide professional, carer-focused information, advice and support service.

Ensure that you and the team encourage carers to provide feedback on Carers’ Centre’s services and to become actively involved in shaping future delivery.

Ensure that you and the team share and adopt good practice within the Carers Trust network.

Ensure that you and the team to work within the Carers’ Centre’s policy framework.
Work with the Marketing & Communications Officer to engage carers to share the difference the Carers’ Centre has made to their lives through the breaks team.

To undertake any other duties required, in consultation with the line-manager, as are consistent with the responsibilities of this post.

Qualifications
Level 4 Qualification or above or relevant experience or willingness to gain.
Willingness to undertake training and development opportunities as required.
Experience/knowledge
A minimum of two years’ experience planning and delivering a significant programme of activities directly to service users or the general public.
Proven experience of managing a success engagement programme aimed at service users, professionals and/or the general public.
Experience of managing a significant budget and financial control.
A good understanding of the needs and issues faced by carers.
Experience of monitoring and evaluating projects and services.
Skills
Ability to analyse results and produce accurate reports.
Ability to listen to feedback, understand carers’ needs and respond appropriately.
Ability to build strong relationships at all levels with a range of stakeholders, including funders.
Ability to evaluate and improve performance, plan, implement and manage change.

An overview of Bath and North East Somerset Carers’ Centre

The origins of the Carers’ Centre date back to 1986 and the then Volunteer Bureau, which provided volunteering opportunities in the local area. In 1994 a carers’ support project was started and by 1999 this had become the sole purpose of the organisation, as national and local legislation began to formally recognise family carers.

In 1996, the Care Network was established as a company limited by guarantee. In 2005 the Care Network was accepted as a member of the then Princess Royal Trust for Carers (now Carers Trust).

Since 2010 we have been known as Bath and North East Somerset Carers’ Centre and remain a key network partner of the Carers Trust.

Area of benefit
We support carers of all ages in and around the area covered by the unitary authority of Bath and North East Somerset (B&NES) which has a population of around 171,000 people with approximately half living in the city of Bath and the rest in the smaller towns of Keynsham, Midsomer Norton, Radstock and the surrounding villages. According to the 2011 census there are over 17,000 adult carers in our area.

Governance
The Carers’ Centre is a registered charity and company limited by guarantee governed by a Memorandum and Articles of Association and managed by a Board of Trustees who are also the Directors of the Company.

This Management Committee and its sub committees meet every quarter. In addition there is also a wider membership of interested people whose views and experiences help shape the work of the Carers’ Centre.

Funding
Around 60% of our funding comes from commissioned services by Bath & North East Somerset Council and the local Clinical Commissioning Group. The remainder of our funding comes from the Big Lottery, grant making Trusts and from the public.

Where we are
We have two Carers’ Centre buildings – one in Radstock and one in central Bath. We share both buildings with partner organisations, such as Crossroads Care.

Both buildings have free parking and are on regular bus routes.
