THE PRINCIPAL AND ACADEMY MANAGERS WILL TAKE RESPONSIBILITY TO PLAN AND ACTION A TERMLY FULL EVACUATION OF THE SITE TO ENSURE ALL ACADEMY USERS ARE FAMILIAR WITH THE PROCEDURE AS DOCUMENTED IN THIS POLICY.

INFORMATION

  • This procedure is to be used in conjunction with Charlton Park Academy Health and Safety Policies and emergency Planning
  • The Principal and Senior Managers have shared contact numbers for use in emergencies.
  • It is the responsibility of Charlton Park Academy managers to deliver the following procedure to all academy staff and academy users at regular intervals throughput the school year
  • It is the duty of all staff and academy usersto familiarise themselves to action in the event of a fire or other emergency need for evacuation.
  • Staff absent from academy or workplace are to identify the potential need for delegation of their duties
  • Staff receiving visitors/contract workers into the academy are to ensure that they are accompanied at all times for direction during evacuation thus following the academy’s Visitors Procedure.

Visitors’ attendance to be confirmed to admin staff for roll call

  • Fire assembly points are:

•Main car park and internal side road

•Main Playground

•Rainbow House rear exit to school playground and rear exit into Charlton Park (out of academy hours only)

  • FB1staff keys issued for internal access to secure/padlock gate system
  • FB11 keys are distributed for perimeter gate access and to Green Emergency Storage boxes in both front car park and rear playground
  • Contents of Green Emergency Box to include:

oEmergency contact chart and phone numbers

oAll signing in registers from reception area

oMegaphone

oHigh visibility jackets

oSupply of protective foil blankets for the use of vulnerable persons in the car park

o1staid bag

1.ON DISCOVERING A FIRE/ON THE SOUND OF THE FIRE ALARM

•Use any nearby alarm call point to activate alarm system.

•Phone for the emergency services if safe to do so (academy phone(9)999

•Assist persons in your care to leave the building in a calm orderly manner via the nearest fire exit

•Only attempt to extinguish the fire if safe to do so and trained/confident in the use of the equipment

•Take any available coats/foil blankets etc. for weather protection

•Make a visual check/sweep before leaving the area for any straying students

•Turn appliances off and shut doors when leaving the area if safe to do so

•Leave the building via the nearest exit to the outside area

•Assemble at the nearest fire assembly points at either:

oREAR PLAYGROUND ASSEMBLY POINTS

oFRONT CAR PARK ASSEMBLY POINT

•Distribute between assembly points avoiding roaming and overcrowding at any one point

•Support students and all persons to remain calm and controlled

•Keep clear of traffic areas and follow Senior Managers and Fire Marshal direction (wearing Hi Viz)

•Report to the fire controllers/marshals that:

oYou and the relevant persons for whom you are responsible are accounted for

oIdentify any persons not accounted for

oAny information you have about the location/status and further issues regarding the fire.

oALL PERSONS MUST VACATE THE BUILDING ON THE SOUND OF THE ALARM AND ARE NOT TO RETURN UNTIL AN ALL CLEAR SIGNAL IS GIVEN VIA THE SENIOR MANAGERS RESPONSIBLE FOR FIRE CONTROL.

THE FIRE ALRM SHOULD REMAIN ACTIVE FOR A MINIMUM OF 5 MINS TO ALLOW A FULL EVACUATION

2. STUDENTS REFUSING/UNABLE TO LEAVE THE BUILDING

•Some students may become distressed on the sound of the alarm and present challenging or negative behaviour resulting in difficulties evacuating them from the building

•Staff supporting such students are to actively encourage them to leave the building calling for help as needed

•Other evacuating staff to inform senior managers immediately of any students/staff remaining in the building to action further support

• Admin roll call staff to be informed of any persons still in the building

•Students to have a Personal Emergency Evacuation Plan (PEEPs) documenting possible risks and hazards in place with positive intervention control measures to support the students evacuation

•Plans are to include behaviour management strategies demonstrating tactics and reward systems that support student compliance to evacuate while remaining sensitive to their needs

•Fire drills will offer opportunities to action and evaluate behaviour management plans

•Staff supporting such students are to be informed of the PEEPs outcomes and be in compliance with the recommendations

3. ROLES AND RESPONSIBILITIES

The Fire Team consists of: Principal Mark Dale Emberton, Deputy Principal Lorraine Slee, Lead Admin Officer Nina Randall Webb, Senior Managers Rachel Dunlop and others, Premises staff Phil Guyot and others, Admin Staff and Fire Marshals (see current list at the end of the procedure)

The Fire Team coordinate and action the Fire Procedure during emergency evacuation.

The senior members of the fire team hold FB11 Keys which allows access to the outside Green Emergency Boxes and the academy perimeter gates. (list at the end of this procedure

Senior Admin Officer ensures all Green Emergency Box fire resources are maintained and current delegating to identified staff (currently Sue Butler).

All Walkie talkies are held on charge in reception and are collected for use on evacuation by staff present

1a. PREMISES STAFF

Premises staff are trained in the management of the fire alarm system

A member of the premises team will be on site at any one time during the academy day to manage an activated alarm.

Contact with senior managers will be via walkie talkie system set to Channel 1

•Premises team will assume the fire controller role to:

❖Contact the fire brigade when fire is present

❖Manage the activated alarm system

❖Identify source of alarm from fire alarm unit when safe to do so

❖Cancel the alarm when the cause of the alarm is established and no fire is identified

•Contact Deputy Principals to:

❖ confirm fire status and emergency services called

Or

❖ Confirm and silencing false alarms

Deliver the all clear status to senior managers at fire assembly points for them to announce return to the building

❖Remain in liaison with senior managers for further action

•CONTRACT WORKERS: The Premises Manager (designated to other premises staff in their absence) is responsible to ensure that all contract workers on site are aware of the academy fire procedures and are accounted for on the roll call registers

2a. PRINCIPAL/DEPUTY PRINCIPAL

•The principal/deputy head will assume overall control of events following evacuation in liaison with senior managers/fire controllers/emergency services

•Deputy principal evacuates to rear playground when possible to lead procedures.

•Responsibility delegated to senior managers in their absence

•Support effective whole academy evacuation and crowd monitoring encouraging calm and order from the assembled staff and students

•Liaise with admin staff responsible for registration and other senior managers for roll call information and update of current situation

•Confirm calling of emergency services when necessary

•Coordinate first aid support as necessary

Additional duties:

Front Car Park:

Lead Manager: Mark Dale Emberton.Designated to Nina Randall Webb/Jo Zarb in their absence

•Ensure access to Green Emergency Box from Front car park bank area. (FB11 Key for access)

•Collect and wear hi viz jacket from admin staff

•Collect walkie talkie for communication with lead manager in the playground area and premises staff

•Collect megaphone for information announcements and crowd control

•Ensure entrance to the site is clear for emergency services access (designated to identified fire marshal for monitoring)

Direct visitors to remove their cars from the site when possible

•Receive emergency services to the site and deliver roll call information including unaccounted for persons or those still in the building

•When the emergency services declare a non return to the building the LB Greenwich Emergency Team are to be contacted for further support. 020 8854 8888 (24 hour cover)

•Refer to the schools emergency further evacuation plan (Safeguarding Committee)

Playground Area:

Lead Manager: Lorraine Slee

Designated to Rachel Dunlop/other senior managers in absence

•Assemble in rear playground and direct collection of Evacuation Resources from the Green Emergency Box (FB11 key)

•Collect and wear hi viz jacket

•Collect walkie talkie tuning into number1 setting for communication with lead manager in the Front Car Park and premises staff

•Collect megaphone for information announcements and crowd control

•Confirm roll call taken by Admin Staff and persons not accounted for

•In the event of a false alarm take direction from the fire controllers (premises staff) to confirm no fire

• Announce the all clear and return to academy using the megaphone (Admin Staff)

•If there is no possible return to the building, liaise with front car park senior managers for further direction

•Implement academy’s Emergency Plan held by Senior Admin Officer (in progress)

3a .SENIOR MANAGERS

To liaise and assist Principal/Deputy Principals to support fire evacuation and action fire procedure

•To assume responsibility to carry out the fire procedure in the absence of Principal/Deputy Principals

•Liaise with fire controllers for information, assessment and further action

•Wear hi viz jackets and support effective evacuation and crowd monitoring

4a. TEACHERS/GROUP LEADERS

It is the teachers/group leaders responsibility to deliver the roll call numbers to the admin staff

•Remain with the group with whom they have made their exit and not to return to their own class

•Direct staff to support students to remain calm and attending in an orderly manner

•Identify any medical health or other issues needing immediate support to the medical team or senior managers

•Take a roll call of staff and students within the group identifying any persons not accounted for

•Report final roll call for the group to the admin staff or fire marshals for accounting as soon as known

•Only return to own class groups once the roll call has been taken and re-entry is not possible, ensuring a responsible staff member is delegated and sufficient group cover in place

5a. SUPPORT STAFF

•Assist persons in your care to leave the building in a calm orderly manner

•Call for assistance if needed

•Leave the building via the nearest exit to the outside area

•Take any available coats/foil blankets etc. for added protection

•Support and follow the direction of your teacher or group leader awaiting further direction

•Once outside continue to support students to remain calm and orderly within their class/group

•Do not leave your class/group unless directed to do so

•Identify immediately any students or staff missing from your class/group to the teacher or lead person

•Give attention to further information directions

6a. ADMIN STAFF:

Responsible for receiving and registering roll call ofstudents/staff/visitors/contractors and all others in the outside assembly areas.

Fire marshals will be used to back up and support registration as necessary

Admin staff number 1. (downstairs office staff and Nina Randall Webb) deputising to Safeguarding or other senior manager

Student and class based staff roll call

•Wear Hi Viz jackets

•Collect SIMS registers for roll call if available

•Bus registers to be used if SIMS registration not available

•Exit thru to academy’s front car park area

•Direct admin staff present to Green Emergency Box (front car park loading bank area) using FB11 key to obtain and activate roll call procedures.

•Turn on Walkie Talkie to Channel 1 setting for contact with Premises manager and Lead Person in playground

•Receive class teachers/group leaders confirmation of roll call numbers

•Register each class/group roll call

•Record all non-accounted for students/staff informing senior managers of those still in the building

•Remain at post to liaise with Principals and Senior Managers for further action

7a. Admin staff number 2. Susan Butler /Kay Wallace/Reception Staff)

•Exit via front car park

•Wear Hi Viz jackets

•Collect registration records from Green Emergency Box

•Register all persons assembled in front car park including visitors and contractors.

•Record all non-accounted for persons informing senior managers of those possibly still in the building

•Remain at post to liaise with Principals and Senior Managers for further action

All other Admin Staff on site during emergency evacuation will identify themselves to support their colleagues in registration

8a. RECEPTION STAFF

Will collect walkie talkie from chargers in reception area delivering to senior managers in front car park (Channel 1)

Registering roll call of students/staff/visitors/contractors and all others in the front car park

•Wear Hi Viz jacket

•Collect signing in registers from reception area and exit

•Assemble at Green Emergency Box in front car park bank area.

•Receive and register all students/staff/visitors/contractors and all others in attendance of the front car park and internal side road

•Record non accounted for persons

•Report completed roll call to Senior Manager when present

•Liaise with premises staff to identify fire status and unaccounted staff

•Summon fire marshals to support these duties as necessary

9a. FIRE MARSHALS

Fire marshals will assume the following responsibilities from any part of the academy premises by identifying themselves to senior managers and roll call staff.

Fire marshals may be redirected to support low numbers at playground or car park sites as necessary.

On the sound of the alarm:

•Collect and wear Hi Viz jacket

•Direct staff and students to exit via the nearest fire exit leading to an outside area

•Making a rapid final sweep of the area closing doors and windows if safe to do so

•Direct evacuees to the fire assembly points in an orderly manner, avoiding roaming and overcrowding at any one point

•Report your attendance to admin staff offering further assistance

•Move between different assembly points identifying and supporting issues arising

•Report roll call numbers to admin staff for those groups unable to leave students

•Stay in communication with Senior Managers for further action

•Distribute any foil blankets or available protective clothing as needed

•Remain calm and reassure staff and students as far as possible

FireMarshalls (in Front Car Park)

•Wear Hi Viz jackets for identification to senior managers and all present

•Fire marshals in the front car park to direct evacuees to assembly points and away from main entrance in expectation of emergency vehicles

•1 fire marshal to monitor front gate to receive emergency vehicles

•Prohibit any other persons or vehicles from entering the site using cones provided until all clear has been given

•Ensure green chain link gates are unlocked (FB1key system) for access

•Make themselves known to senior managers

•Fire Marshals in the Playground area

•As above and to identify themselves to the Senior managers offering further support

10a. MEDICAL STAFF (NHS)

•Will collect an emergency grab bag/grab bag including medical resources and student emergency care details

•Leave by their nearest exit to the outside area and on to the academy playground assembly point

•Identify themselves to Senior Managers to support student and staff health needs as necessary

•Liaise with class teachers to support students with complex health needs

•Await further direction from senior managers
