Resolution on Significant Political Developments in Asia

We, the Members ofthe Asian Parliamentary Assembly,

Inspired bythe principles and valuesenshrined in the Charter ofthe APA;

Reaffirmingitscommitmentto thepromotion of freedom,democracy, peaceand security at regionalandgloballevels;

Promoting, asanAPA principalpolicy, theresorttopoliticalmeansanddiplomatic solutions,includingparliamentarydiplomacy,forresolvinginternaland international conflicts,instead ofviolent and military course ofactions;

Expressing the utmost concern on the passing JASTA Law by the US Congress in September 2016, which is in direct violation of the UN Convention on Jurisdictional Immunity of Statesand theirProperty.

Consideringterrorismandviolentextremismasseriouscommonconcernsforall Member Parliaments, threatening thesecurity andwell-being ofhuman societies;

BeingConcernedwiththesituation inYemen, callfornationalandpoliticalsolutions tothecrisis andwarnsagainstthe escalationoftensionsbyterroristgroupslikeal- Qaeda which could swirl the countryinto chronicviolence and instability;

  1. Deploremassivedestructionandindiscriminatekillingofinnocentciviliansin Syriaand Iraqandurgethe internationalcommunitytohelpSyrian andIraqi peoplesto confront themenace ofterrorism;
  2. Urgethegovernmentalauthorities aswellasallcivilianopposition frontsand entities inSyria toexpedite theirengagementinconstructivedialogueandmutual compromisewithaview toachievingpoliticalsolutionsto theirdisputes;putting anendtointernalarmedconflicts;safeguardingindependence, national sovereignty, unityand territorialintegrityofSyria;andguaranteeingcivilrights and freedoms including fair and freeelections;
  3. CallUponallrelevantpartiestoestablisheffectivemechanismstoensurepeace andstability intheKoreanPeninsula,adheretoprinciples of internationallaw includingtheprincipleofpeacefulsettlementofdisputes,andavoidanyaction that might provoke tension and destabilize regional and international peace and security;
  4. Express concerns on the growing potentials for conflict in Kashmir and urge the concerned states to observe utmost restraints and abide by the respective resolutions of the United Nations concerning the situation in Kashmir.
  5. SupporttheJointComprehensivePlanofAction(JCPOA)betweentheIslamic Republicof Iranand E3/EU+3(Germany, England,France/EuropeanUnion+ UnitedStates,China,Russia)as endorsedby the UnitedNationsSecurity Council Resolution 2231andacknowledgethefulfillmentofundertakingsby theIslamic RepublicofIranundertheplan asverifiedby theInternationalAtomicEnergy Agency(IAEA), and urgeotherpartiesto fully implement their commitments under the JCPOA.which include thecompleteremovalof all sanctionsof theUnitedNations Security Council,as wellasmultilateraland nationalsanctionsrelatedtoIran'snuclear programand in upholding its rights under the Non-Proliferation Treaty (NPT);
  6. Call Upon the US Government and Congress to retrieve from JASTA Law.
  7. DecidetoofferAPAGoodOfficesforpeacefulsettlementofdisputesthrough mediation; conciliation; and negotiation in Asia utilizing its unparalleled capacitiesinparliamentarydiplomacy,throughitsTroika-Plusmechanism or otherwise, wheneverrequested by parties.
