Questions received from Chicago Title

Question: Please clarify the structure of the transaction contemplated item “C” and “F” on the attached.

Am I correct that this quote applies to a sale transaction where an owner’s policy would be issued along with a concurrent CLTA loan policy insuring a note & TD?

Answer:Item’s “C” and “F” should have stated Owner’s Residential Rate rather than Lender’s Rate. (See revised pages 17 and 18)

A new program is being developed by the County to purchase homes, rehab them, then sell them to low income families. The phase where County purchases the homes is what is asked to be quoted in “C” and “F”.

ADDITIONAL SPECIFICATIONS

In accordance with instructions on page 11 of the RFQ, bidders are instructed to indicate their compliance or non-compliance with the specification and if those services will be performed within the required time period. Compliance is to be noted by marking “Yes” on the line provided to the right of the specification. Non-compliance is to be indicated by marking “No” on the line. Exceptions may be explained on a separate page entitled “Exceptions”. Each exception must appropriately reference the specification by Page Number, Name, and Item Number. The bidder’s response to CountySpecifications must be submitted as a part of his/her quotation.

“Comply” or “Not Comply”
1. / It is the County’s intent to contract with multiple companies in the event one title company can not meet appropriate deadlines or has performance issues the County may open order with alternate company.
2. / Failure to provide requested preliminary title report within 5 business days of request will result in cancellation of order and same order placed with alternate company, with no cancellation fee to County.
3. / Failure to correct loan documents after 2 attempts will result in cancellation of order and same order placed with alternate company, with no cancellation fee to County.
4. / Failure to provide conformed copy of recorded trust deed within 7 business days of recordation will result in cancellation of order and same order placed with alternate company, with no cancellation fee to County.
5. / Failure to provide Title policies within 45 business days of close of escrow will result in reduction of future orders with vendor.

Historically, the volume of completed escrows has been approximately 20 per year. However, potentially there may be an additional 30 sale escrows required per year.
