REQUEST FOR PROPOSALS(RFP) FOR ADMINISTRATIVE SERVICES FOR THE MANAGEMENT OF THE CITY OF BUNNELL’S

STATE ENERGY PROGRAM (SEP) GRANT PROJECT

TheCity of Bunnell hereby requests proposal packages from qualified individuals or firms to provide grant oversight and management services for an American Recovery and Reinvestment Act (ARRA) of 2009 State Energy Program (SEP) project number ARS030 funded through the Florida Energy and Climate Commission.

The project includes the replacement of twenty one (21) pumps located at the City’s Water Plant and Wastewater Treatment Plant.

The City has been awarded a SEP grant in the amount of $99,235.00, therefore, procurement and contracting will follow procedures outlined in 10 CFR 600.

Grant Management Services will include keeping financial records for the project, insuring procurements are carried out properly, insuring federal labor requirements,including the Davis Bacon Act,Buy American Provisions and other ARRA related requirements of the funding agency are adhered to.

The evaluation criteria that will be utilized in the selection of the administrator are as follows:

team has been managing federally funded projects that require

Davis-Bacon compliance for communities in Florida.

Respondents are required to submit an original and seven (7) copies in a sealed envelope marked “SEALED PROPOSAL FOR ADMINISTRATIVE SERVICES FOR ARRA SEP GRANT”. Proposals must be received by 4:00 p.m. on June17, 2011, at the City of Bunnell, City Hall, Attention: Mr. Dan Davis, City Clerk. The mailing address is: P.O. Box 756, Bunnell, Florida 32110-0756. The sealed proposals will be publicly opened at 4:00 p.m. on June17, 2011 at the City of Bunnell, City Hall. Companies will be ranked and contract will be awarded contingent on approval from the Governor’s Energy Office at the BunnellCity Council Meeting on July11, 2011.

All sub-grants and contracts awarded by the City of Bunnell in conjunction with the Governor’s Energy Office SEP Grant, including small purchases, shallcontain the following provisions as applicable:Compliance with the Davis-Bacon Act, as amended (40 U.S.C. 276a toa-7),Compliance with the Buy American Act (41 U.S.C. 10a-10c), Compliance withSection 106 of the National Historic Preservation Act of 1966, as amended (16 U.S.C. 470),EO 11593 (identification and protection of historic properties), and compliance with the Archaeological andHistoric Preservation Act of 1974 (16 U.S.C. 469a-1 et seq.).

The City of Bunnell reserves the right to reject any and all proposals, to waive any informalities or irregularities the proposal process and to award the contract(s) in the best interest of the City.

Administrative service contract(s) may be subject to grant/loan award and release of funds by the funding agency.
