TITLE:Regional Head of Supply Chain

CHILD SAFEGUARDING:
Level 3: the post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.
ROLE PURPOSE:
As a key member of the Regional Operation team, you will be supporting the developing and implementing Save the ChildrenInternational’s strategic approach to Supply Chain in the Middle East & Eurasia Region and identifying and building the capacity of Supply Chain staff within the region.
You will work with Country Offices (CO’s) to build their Supply Chain and operational capacity to plan and manage their Supply Chains, fleets and assets efficiently and effectively, ensuring that programmes can meet their commitments and be accountable to beneficiaries and donors. You will be providing technical advice and support to Country logistics managers and Focal points on all aspects of Supply Chain and operational programme delivery, in order to gain efficiencies and reduce operational costs and improve the quality and timeliness of projects.
Also, You will be a key member of the global logistics working group, supporting critical projects that are bringing about transformational change in our country-level operations.
SCOPE OF ROLE:
Reports to: Deputy Regional Director, with dotted line to Director of Supply Chain.
Regional Dimensions: Save the ChildrenInternational works in 19 countries in Middle East and Eurasia (MEE) with a large team of staff and estimated 150 million USD portfolio across the region in 2017. The role focus is primarily for support and monitoring across Middle East and Eurasia with technical line management and support to the MEE Regional Supply Chain team.
Staff directly reporting to this post: Regional Procurement Manager (once recruitment completed)Regional Roving Logistics Specialist, Regional Procurement Specialist, RO Logistics Coordinator, Cross-border Logistics Officer, Data Analysist, IT Assistant and dotted line with Country Office Logistics Leads/focal points.
KEY AREAS OF ACCOUNTABILITY:
  • Regional Supply Chain strategy development
  • In collaboration with Save the ChildrenInternational centre Supply Chain, support the development of operational structures at country level which can incorporate logistics supply planning into Country Strategic and Annual Plans and into proposal development, and which can deliver effectively and efficiently in both development and humanitarian contexts.
  • Be a key member of the global supply chain leadership team – taking ownership of key global initiatives (e.g. implementation of the project in selected countries, for selected categories of spend, Total inventory management (TIM)
  • In collaboration with Save the ChildrenInternational centre Supply Chain, support the development of the most cost efficient and effective procurement approach for the regions, including during emergencies.
  • Maintain an overview of Save the ChildrenInternational Supply Chain performance (supply planning, procurement, shipping, warehousing, fleet and asset management) across the regions and advise on improving overall performance
  • In collaboration with Save the ChildrenInternational centre and relevant members explore and develop opportunities for Supply Chain corporate partnerships
  • Input into, and support, regional and Save the ChildrenInternational finance and HR initiatives and ensure that integration of logistics and finance systems across the region
  • Management of the Regional Supply Chain team in Regional office.
  • Technical oversight of CO Supply Chains ensuring application and maintenance of Essential Standards.
  • Regional coordination of progress and supply chain performance improvement (including the cost savings at a regional level – NB: these equate to targets of $1.2m-$1.4min MEE in 2017)
  • Ensure Supply Chain Platform in Country Offices are as efficient and effective as possible
  • Maintain an overview of logistics performance (assets, procurement, fleet and stock management) across the region and advise on improving overall performance, quality assurance and donor compliance
  • In each country, review the implementation of the global logistics standards and procedures of the Save the ChildrenInternational Quality Framework to ensure countries meet our program and operations quality standards
  • Advise countries in development of local procedures, supply chain plans and fleet & asset replenishment plans specific to their context and planned programs and operations
  • Ensuring accurate and up to date regular reporting systems are maintained and Key Performance Indicators (KPI’s) are explained and actioned appropriately
  • Support the global rollout of the procurement (Procure-2-Pay) and warehouse automated systems in selected countries and the regional office
  • Provide technical support on supply chain issues and advise / assist Country Offices on all supply chain areas, providing actionable recommendations and following-up on their completion
  • Support countries in completing their Essential Standards self-assessments and in developing accountable actions to improve on any relevant areas.
  • Ensure Save the ChildrenInternational procedures and systems are correctly implemented (such as supply planning, procurement, warehousing, fleet and asset management)
  • As well as adhering to Save the ChildrenInternational procedures, ensure country logistics are aware of and adhere to donor regulations where necessary
  • Promote and facilitate cross-learning between countries
  • Develop the skills and experience of Save the Children InternationalSupply Chain staff in MEE
  • Participate in the succession planning and recruitment of senior supply chain personnel in country offices
  • Train and develop operations and Supply Chain staff in logistics and supply chain management in line with the Save the ChildrenInternational Quality Framework and good practices across the region
  • Provide advice and opportunities to senior supply chain personnel in the region to gain higher levels of knowledge and experience through secondments, emergency deployments and internal & external learning courses
  • Providing Supply Chain support in emergencies and for high risk grants
  • Review all high risk project and procurement plans, and advise Country Offices and regional office accordingly
  • Support countries in build an operational platform which can support both ongoing programming and be sufficiently flexible to effectively scale up to support an emergency response, and subsequently effectively scale down after the emergency.
  • Work with Save the ChildrenInternational Centre Supply Chain to support the determination of Supply Chain needs at the onset of an emergency
  • Support Save the ChildrenInternational centre and countries in managing emergency procurement and supply to efficiently deliver equipment and supplies to the affected areas
  • Strengthening the capacity of Country Offices
  • Training and developing operations and Supply Chain staff in the Country Offices on supply planning at strategic and tactical levels, and on logistics procedures enabling staff to gain higher level of knowledge and expertise
  • Support capacity building and training initiatives run by Save the ChildrenInternational and Save the Children members in the region, including in the sourcing of sufficient resources.
  • Maintaining and reviewing systems and procedures
  • Ensuring accurate and up to date records and reporting systems are maintained
  • Reviewing effectiveness of procedures and systems in order to make improvements
  • Supporting full spectrum programming

QUALIFICATIONS AND EXPERIENCE:
Essential
  • 5 years or more experience in Supply Chain management including 3 years managing humanitarian logistics in conflict or disaster affect countries
  • Extensive experience in Supply chain management in Humanitarian and development programmes including procurement, transport, warehouse and stock management and distribution.
  • Experience in setting up fleet management systems including planning, monitoring running costs, pooling, developing replacement strategies.
  • Experience in developing staff skills and expertise.
  • Experience in the set up communications networks and procedures including HF & VHF radio systems, satellite phones and IT systems and development of communications procedures.
  • Knowledge or working with major institutional donors, and understanding to their rules and regulations.
  • Ability to evaluate logistics structures in complex environments in order to devise appropriate and creative solutions to problems faced.
  • Appropriate training experience in developing skills
  • Experience in planning and managing budgets and projects
  • Ability and willingness to change work practices and hours in the event of major emergencies
  • Excellent computer skills, experienced in Microsoft offices systems, including PowerPoint, Excel and word.
  • Willingness to travel 40-50% of the time to attend Global meetings, carry out programme visits and assessments and assist as needed in emergency response.
  • Fluency in written and spoken English is essential, Arabic is a distinct advantage.
Desirable
  • Experience in programme logistics such as construction, water and sanitation and Cash Transfer Programming.
  • Supply chain management of specialised Food and pharmaceutical supplies.
