PL/2014/26Discussion with Mr Merckel from LCC Highways road safety concerns and possible solutions

Green Lane Traffic Regulation Order – Mr Merckel confirmed that the temporary order has a life of 18 months and is being monitored with a view to this being a permanent order. Questions have been raised about where the parking had relocated to and LCC officers are very interested in any information from residents that confirms this. There has been an impact at Micklefield House and Cllr Ingham was asked to contact the Library Management Committee to ensure that they engage with LCC and provide information on their service user and volunteer needs.

20mph scheme – this is being monitored and has been largely successful in reducing average speeds although further measures may be needed in a couple of locations. Mr Merckel will share the speed survey data with the Parish Council.

Crossing at Rawdon Littlemoor School on A65 – the request for a crossing is being referred to the pedestrian crossing review panel as the location meets the criteria for a crossing.

SIDS – Mr Merckel explained that Pool Parish Council and Cllr Anderson have funded SID machines in their areas and that Rawdon has no sites that meet the criteria for LCC to fund these measures. The indicative costs of £2760 per SID machine were presented and Mr Merckel indicated that the Parish Council would need to budget for periodic relocation of the machines and maintenance costs.

Members thanked Mr Merckel for his informative briefing and it was resolved that the SIDS project merited further investigation.

PL/2014/30Comments on planning applications sent by Leeds City Council.

It was resolved to make the following comments

Single storey side extension / 12 Invertrees Avenue Rawdon Leeds LS19 6EP / 14/03625/FU / No objection
New pitched roof to detached garage / 12 Layton Park Avenue Rawdon Leeds LS19 6PL / 14/03872/FU / The Parish Council was not sent enough information to enable it to consider the application
Single storey side and rear extension including terrace / 9 Larkfield Avenue Rawdon Leeds LS19 6EN / 14/04523/FU / No objection
Change of use and alterations from retail unit to four self contained domestic dwellings / Yorkshire Care Equipment 6 Over Lane Rawdon Leeds LS19 6DY / 14/04498/FU / The Parish Council objects to this application as the proposals do not provide sufficient parking for four 2 bedroomed properties. The Parish Council feels this does not comply with LCC policy and would expect the developer to, as a minimum, comply with the policy but preferably exceed the minimum parking requirements.
