SECTION 341110 – RAILROAD DERAIL CONTROL

PART 1 - GENERAL

1.1RELATED DOCUMENTS

  1. Drawings and general provisions of the Contract, including General and Supplementary Conditions and Division 01 Specification Sections, apply to this Section.

1.2SUMMARY

  1. Furnish and install a derail control panel and related equipment.
  2. Design the logic and operating system.
  3. Derail control panel.
  4. Provides logic and control signals to operate an overhead door.
  5. Provides logic and power to operate interior warning equipment.
  6. Provides power to operate an exterior door indicator.
  7. Provides logic and power to roadway crossing signals on Plant property.
  8. Provides logic and power to the gate operator.
  9. Provides logic and power to operate indicators at the existing Security Office.
  10. Receives control signals from the existing Security Office.
  11. Provides logic and power to operate a Derail Lock.
  12. BP-12 provides the overhead door, control panel, operator and motor.
  13. Provide logic and control signals to substitute for the OPEN, STOP and CLOSE functions of the pushbutton station furnished with the door control panel.
  14. All other operation and safety functions of the door remain as provided with the door.
  15. Interior warning equipment.
  16. Provide warning lights and bells at train well.
  17. Exterior door indicator.
  18. Provide red and green traffic signal on exterior wall above door.
  19. Provide a door open limit switch to monitor the door full open position.
  20. Provide power from the control panel to the switch
  21. Provide wiring from the switch to the signal.
  22. Roadway crossing signals.
  23. Provide signals for roadway crossing on Plant property.
  24. Provide wire from the control panel to the signals.
  25. Gate operator.
  26. Provide power from the derail control panel to the gate operator.
  27. Provide control wire from the derail control panel to the gate operator.
  28. Control panel at Security Office.
  29. Provide control panel and integrate into existing control console in Security Office.
  30. Provide wire from the control panel to the Security Office panel.
  31. Railroad provides the Derail mechanism and electric lock.
  32. Provide power and status wires from the derail control panel to terminals in the Signal House.

1.3RELATED WORK

  1. Provide underground conduit and handholes for power and communications.
  2. Provide pull boxes for transition from underground to interior.
  3. Provide interior conduit for power and controls.
  4. Provide interior communications conduit from pull box to truss space.

1.4SUBMITTALS

  1. Product Data: Include nameplate data, capacities, weights, dimensions, minimum clearances, installed devices and features, location of each field connection, and performance.
  2. Detailed Design: Include logic and control diagrams, sequences of operations, elementary interconnection diagrams, calculations for power supply capacity, and Bill of Materials.
  3. Source quality-control test reports.
  4. Field quality-control test reports.
  5. Operation and Maintenance Data.
  6. Record drawings at project closeout according to Division1 Section "Project Closeout."

1.5QUALITY ASSURANCE

  1. Electrical Components, Devices, and Accessories: Listed and labeled as defined in NFPA70, Article100, by a testing agency acceptable to authorities having jurisdiction, and marked for intended use.
  2. Comply with NFPA70.

PART 2 - PRODUCTS

2.1MANUFACTURERS

  1. Manufacturers: Subject to compliance with requirements, provide products by:
  2. Door-Man Manufacturing Co.
  3. Western-Cullen-Hayes
  4. Approved Substitute

2.2DERAIL CONTROL PANEL

  1. Power supply and distribution
  2. Incoming power supply: 480V, 60 Hz, 3-phase, 3-wire.
  3. Provide flange-mounted operator to disconnect power in panel.
  4. Provide capacity to operate all loads connected to the panel, plus 25% spare.
  5. Provide individual fuse block or circuit breaker protection for each branch.

1)12V DC power supply

2)480V AC gate operator power.

  1. Provide transformers and power supplies with capacity to operate connected load, plus 25 percent spare.
  2. 12V DC power supply for derail UNLOCK (10 ampere) solenoid, interior warning alarms, exterior traffic signal, site roadway crossing signals, and related controls and indications.
  1. Cover-mounted devices
  2. 1 inch diameter pushbutton and indicators.
  3. Provide indicators with press-to-test feature.
  4. Provide separate indicators. Do not use illuminated pushbuttons.
  5. OPEN, pushbutton, green, normally open, momentary pressure, opens the door at any time.
  6. STOP, pushbutton, black, normally closed, momentary pressure, stops the door at point at any time.
  7. CLOSE, pushbutton, black, normally open, maintained pressure, closes the door
  8. Releasing pressure before the door is fully closed causes it to reverse and open.
  9. Derail On relay contact blocks pushbutton function unless derail is ON
  10. KEY CLOSE, key switch, normally open, maintained pressure, spring-return, closes the door
  11. Releasing the key before the door is fully closed causes it to reverse and open.
  12. Key switch contact is not blocked by Derail On relay and may close door at any time
  13. OK TO UNLOCK DERAIL, indicator, green, press-to-test feature.
  14. Pushbutton at Security panel activates relay
  15. UNLOCK DERAIL, pushbutton, momentary pressure, yellow.
  16. Pushbutton at Derail panel activates relay
  17. DERAIL UNLOCKED, indicator, yellow.
  18. 12V DC through relay contacts of OK TO UNLOCK DERAIL and UNLOCK DERAIL.
  19. DERAIL ON, indicator, green.
  20. Presence of 12V DC from Derail terminal at Signal House.
  21. DERAIL OFF, indicator, yellow.
  22. Removal of 12V DC from Derail terminal at Signal House closes relay contact.
  23. Remote devices

  25. UNLOCK DERAIL, 12V DC applied to solenoid to unlock Derail
  26. DERAIL ON, 12V DC present when Derail is ON.

  46. Overhead door control
  47. Examine the existing control diagrams of the door control and integrate into the logic design.
  48. Derail mechanism position signal
  49. Presence of 12V DC from the DERAIL terminals indicates Derail ON.
  50. 12V DC (Derail ON) at DERAIL terminals is applied through UNLOCK relay contact to start a Derail On Time Delay (0-60 minutes)
  51. 12V DC is removed when the Derail On Time Delay time expires and relay opens, de-energizing

  1. Unlock Derail solenoid power
  2. OK TO UNLOCK DERAIL pushbutton at Security panel energizes and seals-in an OK relay.

1)Apply 12V DC to OK TO UNLOCK DERAIL indicator on the cover.

  1. UNLOCK DERAIL pushbutton on MH panel energizes and seals-in an UNLOCK relay.
  2. Apply 12V DC through ON, UNLOCK, and Derail On Time Delay relay contacts to

1)Derail Unlock solenoid.

2)DERAIL UNLOCKED indicator on the cover.

3)DERAIL UNLOCKED indicator at Security panel.

  1. Derail is set to ON
  2. 12V DC (Derail ON) from the DERAIL terminals energizes a Derail On relay,

1)Remove 12V DC from warning devices inside the building

2)Remove 12V DC from site roadway crossing signals

3)Remove 12V DC from DERAIL OFF indicator on the cover.

4)Remove 12V DC from DERAIL OFF indicator at Security panel.

5)Closes a contact to permit operation of the CLOSE pushbutton on the cover.

6)Open a contact to signal the gate operator to close

7)Open a contact to signal the CCTV system at Security to return to normal display.

8)Open a contact to reset the Open Door Time Delay relay

  1. Derail is set to OFF
  2. Removal of 12V DC (Derail OFF) from DERAIL terminals de-energizes a Derail On relay,

1)Apply 12V DC to warning devices inside the building

2)Apply 12V DC to site roadway crossing signals

3)Apply 12V DC to DERAIL OFF indicator on the cover.

4)Apply 12V DC to DERAIL OFF indicator at Security panel.

5)Close a contact to signal the gate operator to open

6)Open a contact to block operation of the CLOSE pushbutton on the cover.

7)Close a contact to signal the CCTV system at Security to display the gate.

8)Close a contact to start the Open Door Time Delay relay (0-60 second)

  1. Automatic Open Door
  2. Open Door Time Delay times out, a contact closes to activate the door OPEN function.
  3. Open Door Time Delay resets, the contact opens, but does not activate the door CLOSE function.
  4. Exterior Door Signal
  5. Apply constant 12V DC through a Door Open limit switch such that signal displays RED, except GREEN when door is in full open position.

2.3ROADWAY SIGNAL ON PLANT PROPERTY

  1. Flashing Light and Bell Railroad Crossing Signal
  2. Based on Western-Cullen-Hayes Model A479
  3. Foundation - Galvanized steel
  4. Base – 9-1/2 inch by 9-1/2 inch
  5. Mast – 4 inch diameter
  6. Main Lights – 2 way, 8-3/8 inch polycarbonate lens, 12V DC, LED lamps
  7. Crossing Sign – 2 way, reflective sheeting, engineering grade
  8. Bell – Mechanical, 12V DC
  9. Stop On Red Signal Sign – 2 way, reflective sheeting, engineering grade
  10. Power from railroad door and signal control panel activates lights and bells.

2.4DERAIL MONITORING AND CONTROL AT SECURITY

  1. Provide control panel and integrate into existing control console in Security Office, to include:
  2. 1 inch diameter pushbutton, green, momentary contact.
  3. OK TO UNLOCK
  4. 1 inch diameter indicator lamp, 12V DC, press-to-test feature.
  5. DERAIL UNLOCKED, yellow
  6. DERAIL OFF, yellow
  7. RR GATE TROUBLE, red.
  8. CCTV control and programming
  9. Terminate CCTV signal wiring from derail control panel.
  10. Provide continuation to signal wiring to CCTV cameral control input.
  11. Program CCTV to display the railroad gate when the remote contact closes.
  12. Coordinate programming with Security personnel.

2.5INTERIOR (BUILDING) WARNING SIGNALS

  1. Rotating Beacon Warning Light
  2. Red lens, rotating reflector, 60 flashes per minute, 12V DC operation.
  3. Warning Bell
  4. 10 inch diameter bell, integral electric striker mechanism, 20-30 strikes per minute, 12V DC operation.

PART 3 - EXECUTION

3.1EXAMINATION

  1. Examine areas and conditions, and roughing-in of conduits and grounding systems.
  2. Proceed with installation only after correcting unsatisfactory conditions.

3.2FIELD QUALITY CONTROL

  1. Start-up and
  2. Test operation of controls and sequences by simulating derail ON and OFF.
  3. Demonstrate proper operation of controls and sequences by physically setting derail ON and OFF.
  4. Coordinate with Railroad work.
  5. Test and Demonstration Report:
  6. Prepare a checklist, identifying expected operation and indication, and certifying proper function.
  7. Submit checklist and results with Operation and Maintenance Data.
