Energo(1) – Czech Statistical Office (CzSO) survey in households (indicators: dwellings characteristics, appliances, expenditures on different kinds of fuel and energy, energy consumption, application of renewables, cars), survey was taken only two times, in 1997 and 2004. The sample survey Energo 1997 was granted from the PHARE fund within the framework of candidate countries statistics harmonization with EU statistics, sample was 6000 households. The sample survey Energo 2004 had same indicators as the sample survey Energo 1997, indicators of renewables were added, the sample was 40 000 households. CzSO has tried to carry out this type of survey every five years, but for lack of money the CzSO is not able to guarantee five years period of this survey.

Population and Housing Census – census is provided by the CzSO, decennially (next in 2011), it is based on the national law and Regulation of European Parliament and Council No 763/2008 . Data are collected by census commissioners from all houses, flats and households in the Czech Republic in a position as per the day of census. Indicators in connection with households energy use are: type of housing, occupancy status of dwellings, floor space, hot water, type of heating, energy use of housing, number of cars, personal computers, walls material, renewables used.

Monthly Electricity balance– administrative data from the Energy Regulatory Office (incl.supply to households). Data are obtained from producers and suppliers according to the Energy law.

Monthly Gas balance – administrative data from the Balance Centre (incl.supply to the households)

Data are obtained from producers and suppliers according to the Energy law.

Collected and processed data are used for energy balance compilation, formulation of energy politics, renewable energy support politics, reformation of environmental protection tax, prediction of future economy development and other things like that.

Main data users at national level:

CzSO, Ministry of Industry and Trade, Ministry of Environment and research institutions.

2 Modelling objective:

Specify the objective of the modelling process, in particular whether:

a)The modelling process is a bottom-up estimation of the total fuel consumption in households (by fuel type and end-use). Specify the fuel(s) and end-uses (space heating / cooling, hot water, cooking, lighting and electrical appliances) modelled. Indicate any other relevant statistics (see recommended coverage in part A, point 4) which are part of the modelling output process.

b)The modelling process aims at providing disaggregated statistics by end-use, i.e. the breakdown of fuel consumption for space heating, space cooling, water heating, cooking, lighting and electrical appliances.

c)The modelling process aims at the disaggregation of electricity consumption in households by type of appliance (oven, fridge, compact fluorescent lamps, etc.)

3 Modelling methodology

Please, provide a description of the modelling methodology (including a web-link to published methodological papers). Indicate any external (independent) and internal reviews and their frequencies. Indicate frequency of modelling updates to take account of new technology (i.e. more energy efficient appliances) and new sources of data.

Consumption of biomass in households

The estimate for the consumption of biomass in households is the most significant problem for domestic statistics of renewables. The main difference of the consumption statistics compared with conventional fuels is that their sources are not fully known, and neither will they ever be. At the same time it is not possible to utilise in full any information about the sale of boilers, because the vast majority of them allow the burning of coal as well. But the current model for estimating the consumption of biomass in households provides sufficiently high-quality data for the needs of national energy statistics and for the needs of international comparison.

In our energy statistics the term "biomass in households" means firewood gained from a wood, from the maintenance of urban and rural greenery, gained by own collection or purchased from fuel traders or from businesses having this raw material. But at the same time all waste wood is also included – brush, sawdust, offcuts, old pallets or furniture, construction wood or wood otherwise previously used – i.e., everything that is made of wood and which people use for heating at home. Pellets, briquettes and plant materials represent thus far only a marginal proportion of this consumption.

The primary data is collected in the context of regular sample surveys. In 1997, in cooperation with EUROSTAT the Czech Statistical Office performed the pilot survey ENERGO 1997. The sample survey consisted of 6000 flats (0.15% of the entire population). In the item "firewood" there were estimates for the entire Czech Republic surveyed and calculated. The survey ENERGO 2004 followed-up to this survey and was performed by the Czech Statistical Office in 2004. It involved a fundamentally more extensive sample survey of energy consumption in households. The sample was selected at the level of approximately 1% of permanently inhabited houses, i.e., approximately 40 thousand flats. The processing of the sample was performed by random selection through two-stage selection according to targeted criteria: locality urban/rural, type of building, house/apartment building, method of heating remote/municipal and central/local whilst adhering to proportion of used kinds of fuel and energy. These proportions were designated according to the results of the Population and housing census in 2001. The necessity of dealing with equivalent flats replacement to ensure the necessary number of investigated flats was essential. As part of the survey, estimates of mean values of the monitored indicator for the sample were applied.
