2016 REQUEST FOR QUALIFICATIONS FOR CONSULTANT SERVICES

Question 1

Is this RFQ released to add new consultants? Do I need to reapply if I am a current consultant or on the Commission’s panel of consultants?

Answer

This RFQ is for all individuals and organizations interested, including new and existing consultants or firms/individuals already on the Commission panel of consultants. Please see the RFQ Checklist (Attachment 1) for instructions for current consultants and returning applicants.

Question 2

Can we submit one application for our firm?

Answer

Yes. A firm may submit one application to qualify their entire staff. Please indicate all applicable skill sets and experience.

Question 3

What guidance do you have for firms on the rate range, particularly if some firm members’ rates exceed the maximum of $125 per hour?

Answer

The general rate ranges are provided for reference. There is no maximum rate imposed and each proposed rate will be considered.

Question 4

What data system(s) does the Commission use for storing and reporting data?

Answer

The Commission utilizes three data reporting systems, including Persimmony, Bridges Connect (administered by NetChemistry, Inc.) and the Homeless Management Information System (HMIS) (administered by 211 with software from Adsytech).

Question 5

The RFQ indicates that the Commission collects outcomes data using two mechanisms. The descriptions of these forms indicate that these might be intake and exit forms—is that correct? Recognizing that Commission funds multiple services to a single client, are these questionnaires deployed per service or per client?

Answer

Data is collected from individual clients at intake and exit. The services provided to each client are recorded within the intake and exit forms.

Question 6

How will an evaluation consultant in the consultant pool be selected for a project or projects?

Answer

Each evaluation consultant applicant is expected to specify, in their application, experience and knowledge within the eight (8) scope of work categories in Attachment 3 of the RFQ. When scopes of work in one of the eight (8) evaluation work categories become available, evaluation consultants who have identified that expertise within their application will receive a Request for Responses (RFR). From the responses to the RFR, evaluation consultant(s) will be selected.In the event that an evaluation consultant within the Commission’s consultant pool demonstrates specific and significant experience and/or skill set in an area or subject matter for a project, that consultant will be selected for contract and no RFR is needed.

If my professional license is inactive, will this affect my application?

Answer

Please indicate all applicable professional licenses, their status (active or inactive) and whether you are a professional in good standing. All information regarding professional licenses will be considered in the selection process.
