879.01 Description. This work consists of performing inspection, compaction testing, documentation, and quality control for the work according to Items 203 and Item 204., supplying the and providing quality control inspection, compaction testing and documentation of the for the work and providing a detailed quality control work conforming to this supplemental specification.

879.02Contractor Quality Control Plan. Submit a Quality Control Plan (QCP) to the Engineer at the preconstruction conference.. Ensure Tthe plan will clearly describes the methods inby which the Quality Control Program will be conducted. If required due to quality assurance inspections, site conditions or other issues, update the QCP during the life of the contract. Receive the approval from the Engineer’s acceptance for all QCP changes prior to implementation.[a4]

2. [a7]Personnel Requirements. ProvideP. Provide a technician for every filling operation at all times. Provide at least one lead technician per project.

A.Provide personnel according to section 878.02 in Supplemental Specification 878. the name of the company official for the project that is responsible for project quality control and is the liaison [a8]with the Department’s personnel.

4. Field Test Methods. ProvideInclude in the QCP the methods to be used to identify the soil types for each test. Perform field test methods according to 878.03 and Section 1015.10 in Supplement 1015.

Perform inspections and compaction tests according to Supplement 1015 and use the documentation forms in the Construction Inspection Manual of Procedures, Documentation Manual, and as updated on the Office of Construction Administration’s Web site. This may require more than one inspector or compaction person per project.

  1. Forms, Documentation, Weekly and Final Reports. Provide this work according to 878.08.

For nuclear gauges, include the serial number, manufacturer, model number, calibration data, and frequency of calibrations. Include the documentation for of the 3 block calibration (Minimum every 18 months), leak tests (Minimum every 6 months), and stability tests[a35](Minimum every project) for the each gauges.

For nuclear gauges, Pperform a standard count every week and all other required calibrations during the life of the contract. Provide the Engineer standard count and calibration documentation before using or continuing to use the equipment.

Define the procedure for performing a stability check on nuclear gauges which are not within the tolerance range after the standard count and during the interval between calibrations. Standard counts derived during the stability check for stable gauges may be used in lieu of the manufacturer's standards. Gauges found to be unstable can not be used until repaired and calibrated.

5. [a36]Lot and Sub-lot [a37]Sizes. Include in the plan QCP the lot and/or [a38]sub-lot sizes to be used. During construction, obtain the Engineer’s approval to modify lot sizes may be modified if warranted to maintain a workable system. For example, two or more areas containing small quantities of embankment material might be combined into one lot.

Define a unique numbering method to identify each lot and sublot. Define the numbering procedure to be used when lot sizes are combined or modified.

Quality Control testing

Specify the maximum time for the completion of a lot of embankment material. If not able to obtain the desired lot size in the maximum time period, consider the material placed up to that time will constitute a lot and perform the specified number of tests per lot will be performed.

Perform Qquality control inspections are to be performed during all material placement and shaping operations. Perform Qquality control compaction tests are performed after the material has been shaped and final rolling has been completed. Provide accurate inspection information, tests and calculations.

6.7. [a39]Forms, Documentation and Distribution. Provide accurate inspection information, tests and calculations. Report the inspection and compaction tests on Department forms defined in S 1015. Describe how the completed forms will be distributed and define the time period after inspections, tests and measurements are completed before documentation will be provided.

At a minimum, provide the inspections, test results and measurements to the Engineer daily. At a minimum, provide a summary of the inspections, tests and measurements every 2 weeksweekly. Include all inspections, measurements and test results including failing lots, moisture checks, etc.[a40]

78.. [a41]Compaction Equipment. Provide a list of the compaction equipment and include the quantity, make, model, and weight or applied force thatat which each roller will be operated. If adding ballast to a roller, indicate the type and quantity of ballast along with the method for verifying the gross weight. Include manufacturer's specifications for the compaction capabilities for each roller. or dDefine the quality control procedures that will be used to verify the compaction capabilities of each roller and the documentation methods provided to the Engineer.

Define in the QCP the minimum size rollers that will be used for test sections.

98. [a42]Test Section. Notify the Engineer at least 24 hours in advance of performing a Test Section. Construct and evaluate the test sections according to Supplement 1015.

109. [a43]Laboratory Testing. Specify in the plan QCP the sampling frequency, place of sampling, and test procedures for material requiring laboratory testing. List the AASHTO Materials Reference Laboratory (AMRL) [a44]soils testing laboratory performing the testing. and provide the qualifications of the personnel who will perform the testing.

11[a50].2 Lift Thickness Measurements. List the quality control method(s) and frequencies of inspection for lift thickness measurement. 879.03 Quality Control Plan Acceptance. Submit the quality control plan during or before the pre-construction meeting. The Engineer will review and either accept or reject the QCP within 15 working days[a53] of the submittal. If rejected, revise and resubmit the QCP.

The Engineer may require revisions to a the QCP during construction when QA testing shows un-acceptable quality.

879.04Acceptance of Field Inspector Inspection Personnel. Before embankment construction begins or during the first quality control tests, the Department will run side by side nuclear moisture and density tests with each of the Contractor’s field density personnel. Tests results will be within the 3 percent[a54] of the Department’s readings will be considered acceptable.[a55] If results are not within acceptable range[a56], provide the means and methods for correcting the problems.

Define the procedure for performing a stability check on nuclear gauges which are not within the tolerance range after the standard count and during the interval between calibrations. Standard counts derived during the stability check for stable gauges may be used in lieu of the manufacturer’s standards. Gauges found to be unstable can not be used until repaired and calibrated.The Department will accept the field inspection according to 878.05.

879.05 Notification of Non-compliance. Immediately notify the Engineer and the Contractor when any field tests note non-compliance.

879.065Quality Assurance Testing. The Department will perform quality assurance (QA) tests to verify that the compaction conforms to Items 203 and 204. [a57]The Department will test every 5th lot for acceptance. The tested lot will be determined by random number. If the material in said lot does not require a compaction test, such as rock or hard shale and if the material is being placed according to the specifications then the material will be considered to have passed the compaction tests. Lot results will be recorded and will affect the final payment.

A[a58]. Failing Lots. If the random quality assurance lot fails, the Department will test one additional lot of the original five. If only the original lot fails, re-compact the failed lot. If the original and second lot fails, re-compact all five lots represented by the original quality assurance lot tests. Notify the Engineer when any [a59]re-compacted lot is ready for quality assurance verification. The Department will either retest[a60] the lots for acceptance or witness the testing and documentation by the field inspection personnel. If either [a61]the lots fails again the Engineer will stop construction until the leadContractor’s 5 year experienced NICET level II technician determines and resolves the problem and revises the quality control plan to eliminate future problems. The Department will perform quality assurance (QA) tests according to 878.09.

If the material does not require a compaction test, such as rock or hard shale, and it is being placed according to the specifications then the material will be given a passing test.

879.076Incentive Pay Adjustment. The Department will provide a pay adjustment to the final embankment quantities based on the total number of original QA tests for compaction and the number of original QA compaction tests with passing results. Re-test QA tests are not included in the calculation.

The formula method for calculating for pay adjustments is:

SS 878 and 879 are very similar specifications. SS-878 pays for the inspection and compaction testing as a lump sum pay item and covers Items 203, 204, 205, 206, 304, 307, 411, 503, 603 and MSE wall select granular embankment. SS-879 pays for the work as an incentive pay to the contract. The Contractor would be more responsible for the work under 879 but SS-879 only covers Items 203 and 204.
