PURPOSE:The Federal Emergency Management Agency in cooperation with the Pennsylvania Emergency Management Agency (PEMA) presents this “Hazard Mitigation Planning Workshop” to prepare state agencies and county/municipal county emergency management agencies and planning commissions for strengthening and revising their current FEMA/PEMA 322 multi-jurisdictional and state plan.

DESCRIPTION:This 2-day workshop discusses the Biggert Waters Flood Insurance Reform Act of 2014 and the Disaster Mitigation Act of 2000 which amend the Robert T. Stafford Disaster Relief and Emergency Assistance Act by, among other things, adding a new section, 322—Mitigation Planning. Section 322 requires local governments to prepare and adopt jurisdiction-wide hazard mitigation plans as a condition of receiving Hazard Mitigation Grant Program (HMGP) funds to “brick and mortar” mitigation projects. The Mitigation Planning Workshop for Local Governments assists representatives of local communities or multi- jurisdictional planning areas to develop a mitigation plan that meets community needs as well as the Section 322 local government planning requirements as described in 44 CFR Section 201.6. This workshop explains each of the requirements, demonstrates how FEMA’s Mitigation Planning How-to-Guides can be used to address each requirement, and provides opportunities to begin the planning process in group activities with representatives of the same community or planning jurisdiction.

TARGET

AUDIENCE:The target audience is focused on County EMA personnel who will be updating their County Hazard Mitigation Plan in the next 1 – 3 years. It also includes local government officials, Tribal leaders, State government officials, FEMA reviewers, and other stakeholders responsible for developing or reviewing hazard mitigation plans. This may include county and municipal planners, floodplain managers, emergency program managers, and other State and community-level managers or administratorsand other staff with expertise needed for mitigation projects. The Workshop is also intended for community members interested in avoiding or minimizing hazard losses, who may wish to participate in the mitigation planning process.

CEU APPROVAL: CEU’s from the Association of State Floodplain Managers (ASFPM) for Certified Flood plain Management (CFM) are pending.

DEP Laboratory Building Conference Room, 2575 Interstate Drive, Harrisburg. Please note this is not the normal location in PEMA HQs. Attendees must be present for all units to receive credit/PEMA certificate.

ADMINISTRATIVE

INFORMATION:There is no cost for in-state attendees at this course. PEMA will provide lodging for those commuting over fifty (50) miles on the evenings of May 14 & 15, 2014. Continental breakfast will be provided at the hotel selected. Lunch will be provided for non-PEMA personnel for both days. Attendees are responsible for providing their individual transportation, telephone charges, and all other meals.

NO-SHOWS:Space in most of our classes is limited which requires waiting lists of applicants to be formed. For this reason, we have a strict "no-show" policy. Studentswho have been accepted for a class and then fail to attend without notification to the State Training Officer or Program Manager will be considered last for acceptance into future classes for a period of six months. A second infraction will bar the person from all classes for six months. Please try to notify this office within 48 hours of the class for cancellation.

STUDENTS:All students should bring note-taking materials notebook and pen/pencil with them to class.

ENROLLMENT:Enrollment in PEMA courses is open to anyone with an interest in public safety who is over the age of 18 years. There is no tuition charge for any of the courses.
