Gross Rental Value

General Valuations

The gross rental value (GRV) based triennial general valuation of the Perth Metropolitan

Region is currently underway. The new GRVs will come into force on 1 July 2014 and will

remain in force until 30 June 2017. Valuation rolls will be issued to the 30 current Local

Governments during April 2014 as has been the case in the past.

Interim Valuations

It is intended to continue to provide interim valuations to the existing 30 Local Governments throughout 2014-15. Issues still to be resolved concern the release of interim valuations having a date of adoption 1 July 2015 where these are processed several months in advance.
Should these be issued to existing local governments up to 30 June 2015 or to the newly constituted local governments? This will be the subject of stakeholder consultation in the coming months prior to the valuation system changes required to ensure that interim valuations will be processed correctly and directed to the appropriate Local Government whether before or after 1 July 2015.
Changes to Valuation Districts
In determining valuation districts for the purposes of determining gross rental values (GRV), the Valuation of Land Act 1978 (VLA) requires the Valuer-General to have regard to the boundaries of areas defined under the rating and taxing Acts for rating and taxing purposes. Within the Perth Metropolitan Region there are presently 30 valuation districts for the purposes of GRV, each aligned to the existing Local Government boundaries.
The proposed amalgamation of Local Governments within the Perth Metropolitan Region from 1 July 2015 will require a reconstitution of the GRV valuation districts to align with the new boundaries also having effect on 1 July 2015. To ensure that duplicate copies of valuation rolls and interim valuations having a date of adoption 1 July 2015 or later are issued to the new Local Governments, major changes to Landgate’s computer assisted valuation system ‘ValSys’ and the associated property valuation database will also be completed during 2014-15.

Unimproved Value

The VLA requires that the State is constituted into one valuation district for the purposes of determining unimproved values (UVs). This means that there is only one state wide

UV based valuation roll with extracts provided as required to all Local Governments rating

land on the UV basis.

UV based general valuations are carried out annually meaning that a new valuation roll will issue with effect 30 June 2015. For those Local Governments rating on both GRV and

UV, UV roll extracts aligned to the new boundaries will be required to be provided in April 2015 to both existing and proposed new Local Governments for the purposes of rate modelling. This will also require both major valuation system and database changes to be made during 2014 -2015.

General Comments

A significant amount of planning and execution will be required to make the necessary valuation system changes within the period following the Governor's Orders being issued for new Local Governments in August 2014 and April 2015.

Landgate will continue to engage with Local Government to ensure that any necessary changes to business processes and systems are made to avoid disruption and meet the implementation deadlines. Regular updates on progress will be provided throughout the period up to 30 June 2015.
