Mission report from technical visit to Slovenia

MISSION REPORT FROM TECHNICAL VISIT TO SLOVENIA

  1. The technical visit was organized mainly thanks to on-going cooperation between two national environmental protection agencies: Slovenian "Agencija za okolje"and Croatian "Agencija za zaštitu okoliša". Slovenian experts from "Agencija za okolje" expressed their readiness to pass their experience about the establishment of the national GHG emissions registry on to Croatian colleagues.Preparation for the establishment of the registry is a part of LIFE project “Capacity building for implementation of the UNFCCC and the Kyoto Protocol in the Republic of Croatia”. The meeting was held on February 3, 2006 at the premises of "Agencija za okolje" in Ljubljana.
  1. "Agencija za okolje" is Slovenianinstitution responsible for managing and maintenance of national GHG emissions registry system. In Croatia the same function was assigned to "Agencija za zaštitu okoliša".
  1. The meeting was attended by Slovenian registry administrator, Mrs. Zorana Komar, registry administrator assistant Mr. Albert Kolar, representative of Croatian "Agencija za zaštitu okoliša" Ms. Nina Morić and representatives of Ekonerg –Mr. Davor Vešligaj, Mr. Marko Lipošćak and Mr. Goran Janeković.
  1. Members of Croatian delegation explained to Slovenian colleagues what the present situation was regarding government institutions capacity building for establishing national policy on climate change and particularly regarding the registry establishment progress. One of the most important decisions that had to be made soon is whether to develop software for Croatian registry ourselves or to purchase finalized solution on the market.
  1. Mrs. Komar presented Slovenian experience gained during the establishment and functioning of the national registry system. Slovenia joined the European Union in 2004 so it had an obligation to establish registry prior to the European Trading Scheme (ETS) set-out on January 1, 2005.
  1. Slovenian experts answered the questions about managing the registry as well as establishment costs, national allocation plan and setting up legislative framework for the operation of the registry. At the end of the meeting Mrs. Komar presented the functionalities of the registry live on computer using data from testing environment.
  1. The meeting proved successful and lot of useful information was gathered that can help in establishment of Croatian GHG emissions registry.
