Subject of procurement will be procured:

 as a whole, estimated value with VAT included-- 7.000,00 €;

VConditions for tendering

a) Mandatory conditions

Only Bidder that satisfies the following conditions can participate in tendering process:

1) registered by the authority responsible for registration of business entities;

2) dully fulfilled all obligations arising from taxes and contributions in accordance with the law or regulations of the country where it is headquartered;

3) proves that he or his legal representative has not been lawfully convicted of any of the criminal offences of organized crime with the elements of corruption, money laundering and fraud;

4) has a permit, license, approval or other act for the performance of activities subject to public procurement, if it is prescribed by a special law.

Evidence of fulfillment of mandatory conditions

Fulfillment of mandatory conditions is proved by submitting:

1. proof of registration with the authority responsible for the registration of business entities with the data on authorized persons of the bidder;
2. proof issued by the authority responsible for tax affairs that all obligations arising from taxes and contributions are timely registered, calculated and executed up to 90 days before the public opening bids, in accordance with the regulations of Montenegro or with regulations of the country in which the bidder has its headquarters;
3. proof of competent authority issued on the basis of criminal records, which must not be older than 6 months until the date of public opening bids;
4. proof of possession of a valid permit, license, approval, or other document issued by the competent authority as follows:

-Supplier list,Quality assurance questionary.

VI Deadline for submission of bids

14 days after publishing the tender on the website of Montenegro Airlines AD Podgorica.

VII Deadline and place for execution of contract

a)The deadline for the execution of contract is 365 days since the date of contract conclusion.

This implies the successive delivery of goods for purposes of contracting authority until the full financial value according to contract is spent or expiration of the validity of the Contract.

VIII Tender language:

 Montenegrin language and other language that it is in official use in Montenegro, in accordance with Constitution and the Law

IXMost favorable bid (tender) criterion:

 lowest offered price number of points 100

XTime and place for bid submission and for public opening bids

Tenders will be submitted, on working days from 08:00 until 16:00, local Podgorica time. Last date for submitting tender is 20.02.2018.until 12:00, local Podgorica time.

Tenders could be submitted:

 directly, at the address `Beogradska No. 10, Podgorica` of the “Montenegro Airlines” AD Podgorica, documents archive office,

 by registered mail with tracking option, to the address `Beogradska No. 10, Podgorica,

 by e-mail.

Submitted bid in electronic form must be signed by an advanced electronic signature.

A bid in electronic form must have a timestamp in accordance with the law regulating electronic signature.

XIDeadline for selection of the most favorable bid

Decision on the most favorable bid will be made within 3 days after public opening of bids.

Payment method: invoice payment.

XIII Note:

Company is authorized to withdraw tender at any moment without providing explanations, before opening, evaluating, during decision-making phase or before reaching decision on most favorable bid.

In case there is only one Bidder:

Company is authorized to withdraw tender at any moment, and/or,

Company will start negotiation process in order to reduce offered price.

In case Company does not find offered conditions acceptable, Company will withdraw tender.

In the previous cases, none of the Bidders has right to claim for damages against the Company (actual damage or profit loss) including expenses of preparation and submission of bid.

BIDS EVALUATION METHODOLOGY BY CRITERIA AND SUBCRITERIA

Bids evaluation by criteria of the lowest offered price will be calculated in points in the following manner:

Points for criterion of the lowest offered price will be calculated in the manner whereby the lowest offered price will be considered as the basis of the bid evaluation and it will receive the maximum number of points. The number of points for other offered prices will be calculated according to formula:
