Proceduresfor Appraisalof Administrators Recommended by the Commissioner of Education

PROCEDURESFOR APPRAISALOF ADMINISTRATORS RECOMMENDED BY THE COMMISSIONER OF EDUCATION

Note: Thefollowingprocedures,whicharerecommendedbutnotrequiredbythecommissioner, maybeusedinwholeorinpart.

TheDistrictshallestablishanannualcalendarprovidingforthefollowingactivities,inwhichboththe administratorandtheappraisershallparticipate:

1.Proceduresforsettinggoalsthatdefineexpectations andsetprioritiesfortheadministratorbeing appraised.

2. Formativeconference.

3. Summativeconference.

Appropriateadministratorsshallbeinvolvedindeveloping,selecting,orrevisingtheappraisalinstrumentand process.

Beforeconductingappraisals,anappraisershallprovideevidenceoftraininginappropriatepersonnel evaluationskillsrelatedtothelocallyestablishedcriteriaandprocess.

Thedomainsanddescriptorsusedtoevaluateadministratorsmayincludethefollowing:

1. Instructionalmanagement.

2. Schoolororganizationmorale.

3. Schoolororganizationimprovement.

4. Personnelmanagement.

5. Managementof administrative,fiscal,andfacilitiesfunctions.

6. Studentmanagement.

7. Schoolorcommunityrelations.

8. Professionalgrowthanddevelopment.

9. Academicexcellenceindicatorsandcampusperformanceobjectives.

10. Forprincipals,studentperformance. Districtsusingthecommissioner-recommendedstudent performancedomainfor principalsshallmeetthefollowingrequirements:

1.Principalsandtheirappraiserswhosedistrictsadoptthecommissioner-recommended studentperformancedomainshallsatisfactorilycompleteappraiser trainingwithatrainerand curriculumapprovedbythecommissioner.Periodicretrainingshallberequired.

2.Thecommissioner-recommendedstudentperformancedomainshallbeimplementedin accordancewithproceduresapprovedbythecommissioner.

3.Theresultsonthecommissioner-recommendedstudentperformancedomainshallbe incorporatedintothelocalappraisalinstrument.

4.Theresultsofthecommissioner-recommendedstudentperformancedomainshallbea primary considerationinidentifyingaprincipalinneedofassistance.Anintervention plan shallberequiredforaprincipalwhose resultsonthisdomain fallbelow thecommissioner’s establishedstandards.

5.For a principal new to thecampusor fora newcampus,theresultsfrom thecommissioner- recommendedstudentperformancedomainshallbeonareportonly basisduringthefirst year.Dropoutandattendancedatafortheprincipalshallbeonareportonlybasisforthefirst twoyears.

Indevelopingappraisalinstruments,theDistrictshallusethelocaljobdescription,asapplicable.

TheDistrictmayimplementa processforcollectingstaffinputfor evaluating administratorsorfordeveloping plansfor professionalgrowthfor administrators. If suchaprocessis implementedfor use in the administrator’sevaluation,staffinputshallnotbeanonymous.
