Business Issue
Although iIt will be is necessary to continue to assign Youth ID numbers in TCIS counties, however we must determine whether assigning YID numbers ceases with MNCIS implementation. Youth IDs assigned in TCIS are retained in conversion to MNCIS. YIDs that were assigned in TCIS are retained with the party record in conversion to MNCIS and these numbers are searchable in MNCIS.
Recommended Process Change
Rely on the system identification number assigned in the person-based application. We should not continue to assign and use Youth ID numbers. We will instead rely on the unique person identification number that is automatically assigned in MNCIS to every new party.
Examples
TCIS assigns Youth ID numbers at the county level. Therefore, a child that commits offenses in county 12 and county 24 will have a unique Youth ID number in each county.
MNCIS assigns a single and unique party identification number to each new party added to the system. The party entered in county 12 will have the same identification number as the party reused later in county 24.
TCIS YID numbers are county-based identification numbers whereas MNCIS ID numbers are state-based.

Options Considered
Discontinue use of the Youth ID number and use the system ID number, modify the Odyssey system to auto-generate a Youth Identification number, or do nothing.
Rationale
Continuing the use of a youth ID number would require modification to the Odyssey system. It would also require reformatting to acknowledge the statewide database.MNCIS provides a better method of providing a complete court history by assigning a party identification number to every new party. That party record allows us to track all cases involving a person by reusing the same party for all cases. It is unnecessary to rely on a YID to provide the ability to compile a complete juvenile record and MNCIS additionally allows us to track all cases statewide as a child becomes an adult.
Impact Within Judicial Branch
Some courts relied on the party-based record created by Youth ID to facilitate person-based activities in case management (i.e. filing all petitions in one folder, scheduling one judge/one family). None.

None.
Additional Information
Family ID is a related, but separate, business need. A separate work group will address the requirements that will be needed for Tyler’s development of this functionality.
