An interstate coordination meeting aimed at strengthening cooperation and coordination in order to address various issues related to policing in NCR was held under the chairmanship of CP/Delhi today at PHQ. Senior officers of Delhi Police and their counterparts from Haryana, U.P., Punjab, J&K, Uttrakhand and Rajasthan attended the meeting.

The objective of the meeting was to share terror related intelligence and inputs about various extremist outfits & their designs. CP/Delhi stressed on increasing police presence, intensive and co-ordinated checking at vulnerable points, tenant verification, guest house checkings and sensitization of cyber café owners, second-hand car dealers, transporters, property dealers, cycle sellers, chemical dealers and STD/ISTD PCO booth owners in order to strengthen the counter terrorism measures.

Surveillance over inter-state criminals involved in heinous offences, repeat offenders and gangs was emphasized. Representatives of the state police forces shared lists of their most wanted criminals and other related information about their respective areas. It was decided to take concerted action against active inter-state criminals for curbing crime in NCR.

Issues of human trafficking, missing children and proliferation of fake Indian currency note (FICN) and smuggling of arms were deliberated upon for necessary preventive measures. Integrated joint checkings at unmanned borders in tandem with each other was stressed upon.

Traffic issues for regulating entry of commercial vehicles into Delhi were discussed. Removal of tinted films on vehicles entering Delhi with reference to women’s safety issues in the NCR region was also deliberated upon. Neighbouring states were also asked to follow the guidelines for transport vehicles prepared after the December 16th rape incident in which PSV badges, verification of staff, removal of curtains, switching on the light in buses during night were made mandatory in Delhi.

CP/Delhi stressed on the regular updation of information on Zonal Integrated Police Network (ZIPNET) regarding crime and criminals for sharing of information on real time basis.

The meeting ended with a resolution to have increased co-ordination in policing in the NCR region with emphasis on one to one interaction at all levels and units in order to provide a more secure environment to citizens of Delhi and neighbouring areas. A system of interactions with neighbouring district police chiefs and our own DCsP was also worked out.

GANG OF AUTO LIFTERS BUSTED : 2 ACCUSED ARRESTED

6 STOLEN MOTOR CYCLES RECOVERED AND 6 CASES OF M.V. THEFT WORKED OUT.

With the arrest of two auto lifters namely Kailash @ Kamal (22 years) s/o Devender r/o Sangam Vihar, Delhi (Permanent r/o Village Baimora, PS Rajpura, District Badaun, UP) and Rishipal @ Hero (22 years) s/o Kewal Singh R/o Village Munda Kajra, PS Bajoi, District Bhim Nagar, UP, staff of PS Saket, South District have recovered 6 stolen motor cycles and solved 6 cases of auto lifting.

BRIEF FACTS :

In order to prevent incidents of M.V. theft in the area of PS Saket, a team comprising SI Proshun, D-3971, SI Ravi Shanker Tyagi, D-1055, SI Jaipal Singh, D-4747, HC Raj Kumar, 1374/SD, HC Ajeet Singh, 315/SD and Ct. Suresh Kumar, 3918/SD was formed under the supervision of Inspr. Ritu Raj, SHO/Saket. The team members worked relentlessly and verified the details of jail / bail released criminals as well as geared up their resources. On 10.4.13, the team on receipt of secret information, started checking of vehicles and apprehended two motorcyclists namely Kailash @ Kamal and Rishipal @ Hero from M B Road, near Asian Market, New Delhi. On verification, the motor cycle used by them was found to be stolen from the area of Saket and wanted in case FIR No. 124/13 u/s 379 IPC. Both accused were arrested and investigation was taken up.

INTERROGATION :

During in interrogation, both accused persons disclosed that they are they used to target Discover Motor Cycles and dispose off them in Badaun, UP to one Negpal. They were taken into police custody remand and raids were conducted in different parts of Badaun and in Delhi also. On their pointing out, total 6 Motor Cycles were recovered, which were stolen from the areas of Saket, Ambedkar Nager, Govind Puri and Kalkaji.

SATTA RACKET BUSTED WHILE BETTING ON IPL CRICKET MATCH.

With the arrest of R.Tulsidhar, aged about 52 years s/o Raghvan r/o 5433, Gali No. 1, behind Bank of India, Arya Nagar, Pahar Ganj, Delhi, (2) Sunil Bhatti, aged about 31 years s/o Late Hari Singh Bhatti r/o A-1/111, IInd floor, DLF, Bhopura, Ghaziabad, UP, (3) Arvind Katyal, aged about 38 years s/o Late S.K. Katiyal r/o L-34/C, Dilshad Garden, Delhi and (4) Harjeet Singh, aged about 39 years s/o Late Jaswant Singh r/o 6002/2, Rohtas Nagar, Shahdara, Delhi, Central District has busted a satta racket while taking bets on IPL match between Delhi Daredevils and Royal Challengers Banglore on 16-04-2013. Cash Rs. 2,80,490/-, Eighteen mobile phones, one laptop, one LCD and one writing pad and other articles etc. have been recovered from their possession which were being used in commission of the crime.

INCIDENT

On 16-04-2013, a secret information was received at AATS/Central that betting on IPL match between Delhi Daredevils and Royal Challengers Banglore is going on, on a large scale at Swisston Hotel, Nabi Karim, Delhi. On receipt of this information, immediately a team was constituted under the close supervision Sh. N.S. Ghumman, ACP/Operations/C. The team acted on this information with alacrity after completing the legal formalities and raided the premises and apprehended four accused persons and seized various articles. A case vide FIR No. 68/2013 u/s 3 / 4 / 5/ 9 Gambling Act 1955 was registered at P.S. Nabi Karim in this regard.

TEAM

A team comprising of Inspr. Shri Kishan, I/C AATS/C, SI Uttam Kumar, ASI Ved Pal, Ct Dharambir, Ct Kanwaljeet, Ct Chander Prakash and Ct Umesh Sharma was constituted under the close supervision of Sh. N.S. Ghumman, ACP/Operations/C.

INVESTIGATION

On sustained interrogation, Sh. R. Tulsidhar disclosed that he has taken two ‘lines’ on the mobile phones through which they keep themselves updated about the prevailing rates on various parameters of the match. The betting amount would vary depending on the stage/positions of the teams in the match. He was taking bets with help of his three associates and running the satta racket from the beginning of this month. Further, they also disclosed that entire operation is done through mobile phones and chances of getting trapped by police is minimal more so in a secluded place such as this hotel. They also disclosed that whenever they had apprehension that the customer offering bet might win the bet, they used to transfer the same to other bookie and used to charge 3% commission from other bookie in lieu of the referral. In addition, they used to charge 2% from the customer who engages in betting.

Further investigations are going on to establish other links and apprehend the other accused persons, if any.

Cash Rs. 2,80,490/-, Eighteen mobile phones, one laptop, one LCD and one writing pad and other articles etc.

  1. R.Tulsidhar s/o Raghvan r/o 5433, Gali No. 1, behind Bank of India, Arya Nagar, Pahar Ganj, Delhi is about 52 years old. He is a graduate. He was working as Manager in Hotel Swisston Inn for the last 6 years. Since the start of IPL series in April, 2013, he started working as a ‘Satta’ operator from his hotel itself.
  1. Sunil Bhatti s/o Late Hari Singh Bhatti r/o A-1/111, IInd floor, DLF, Bhopura, Ghaziabad, UP is about 31 years old and has studied upto 8th class. He is married and has three children. He used to work as property dealer in Trans-Yamuna area.
  1. Arvind Katyal s/o Late S.K. Katiyal r/o L-34/C, Dilshad Garden, Delhi is about 38 years old and has studied upto 9th class. He is married. He used to work as property dealer in Trans-Yamuna area.
  1. Harjeet Singh s/o Late Jaswant Singh r/o 6002/2, Rohtas Nagar, Shahdara, Delhi is about 39 years old and has studied up to 12th class. He is married. He is in habit of wearing branded clothes especially caps and that too of white colour. He has a good collection of caps of almost all the famous companies.
