Section C - Scope of Duties
This position will contribute to the organisation functions and strategies by;
  • Development and implementation of Disaster Education & Awareness Programme
  • Development and implementation of training for the National Disaster Council and Provincial Disaster Committees.
  • Development and implementation of programme development such as:
  • Annual International day for disaster Risk Reduction
  • Community Based Disaster Management & Preparedness

Section D - Key Duties
*The Officer will be required to:
  • Plan and develop disaster education and awareness strategies and programmes in liaison with Provincial Disaster Committees, NGOs and other Govt. departments – especially leading up to and during the cyclone season
  • Develop and implement disaster awareness radio programme in collaboration with other support Departments and NGOs.
  • Develop and distribute as applicable disaster awareness posters, pamphlets, brochures & calendars etc,
  • Responsible for the dissemination of disaster information to communities, PDC’s and government authorities during disasters and non disaster times
  • Make presentations on disaster topics in schools, workshops, seminars and conferences etc.
  • Carry out regular visits and tour to provincial Disaster committees and assist Provincial Disaster Committees to develop disaster awareness and education at the Provincial level.
  • Evaluate effectiveness of Disaster Awareness Programmes and revise as and when necessary.
  • Assist NDMO Director in the identification of training needs of NDMO staff and development of in country training programmes
  • Co-ordinate the overview of all non government programmes in the area of community disaster preparedness/community resilience
  • Review non government organisations training materials with the Public Education & Awareness committee to ensure there is consistent and appropriate information being disseminated
  • Undertake community disaster preparedness training implementation mapping to ensure there is no duplication of delivery by government sectors non government organisations
  • Develop and implement appropriate Provincial training in line with agreed implementation schedule.
  • Develop and distribute as necessary all procedures for NDMO activities in responding to and coordinating disaster response
  • Support Provincial Disaster Coordinators on developing and implementing provincial disaster response plans
  • Provide leadership in dealing with the media in risk reduction and disaster management.
  • Complete all required research works required by the Secretary/NDC and compiles materials for counter disaster response such as reference materials, maps etc.
  • Assist in the National Emergency Operations Centre as duty officer in peace time and during times of disasters
  • Any other duties as directed by Director NDMO

Section E - Key Result Areas
*Successful performance of the duties will be indicated by:
  • National Emergency Operation Centre has effective systems for managing and coordinating disaster events with staff trained on effective implementation of the systems.
  • Standard operational procedures developed for the National Emergency Operation Centre
  • Provincial Emergency Operation Centre (PEOC) and community level management of disaster events improved with roles and responsibilities allocated to staff and emergency response players.
  • Terms of Reference and Standard Operational Procedures developed for PEOC.
  • All hazards early warning systems established in the country to support national, provincial and community preparedness
  • Systems for dissemination of early warning put in place – SIBC, SMS, HF Radio etc
  • All six (6) Disaster Management Clusters team members trained to operationalize the SIG Disaster Management cluster system
  • Standard Operations Procedures established to guide work of the clusters with members trained on how to work within the cluster system.
  • Community preparedness for disaster events elevated.
  • Disaster Information dissemination to sectors, communities and all users improved.
  • Improved relationship with the media and partner NGOs.

Section G - Selection Criteria
Experience:
(a)Substantial experience in management and public administration, preferably in the public sector
(b) Experience in managing and supervising non-established employees
(c) Capacity to foster enthusiasm and commitment in management and administration of BSU programs
Knowledge:
(a) Excellent conceptual and analytical skills and a capacity to think strategically
(b) Understanding and a commitment to the provision of reliable services to support the operations
of the National Disaster Council.
(c) Have good knowledge of Humanitarian ethics and relationships
Skills and ability:
(a) Ability to understand and comply with the requirements of the National Disaster Council and its ethics.
(b) Ability to write succinctly and prepare and present reports
(c) High level interpersonal and communication skills including the ability to convey concepts clearly and concisely and to manage relationships at NDMO with counterparts in other Ministries
Section H - Terms and Conditions
(a)Salary per fortnight: $1,686.21
(b)Salary per annum: $43,841.39
(c)Annual Leave: 42 days + travelling time
(d)Other conditions of service as outlined in the Agreement of Service upon appointment;
