This Order disposes of the captioned application of Shri Ramesh Gurana, SCF-15, 2nd Floor, Om Complex, Red Cross Market, Hisar- 125 001, Haryana seeking information under the RTI Act, 2005, received by the office of Central Public Information Officer (CPIO), SIDBI on May 28, 2012.
The said application is disposed of, as under:-
Information seeker is informed that in terms of GSC circular No. 09/2011-12 dated 25/11/2011, cases with ‘Reference Date’ up to September 30, 2010 were required to be submitted / resubmitted to DC[MSME] by September 30, 2011. Eligible cases received by SIDBI within the prescribed timeframe, have been processed & lodged with Office of DC[MSME].
The subsidy claim application (PLI application date 18/07/2011) in respect of M/s Shiv Ganga Stone Crusher was initially received by SIDBI on 28/07/2011 through Indian Overseas Bank (the PLI). But, the application was returned to the PLI vide GSC letter dated 02/09/2011, indicating that i) application was required to be submitted / routed through the Nodal Office of the PLI; ii) machinery details / specifications given in the application were not eligible as per the CLCSS booklet and supplements thereof; iii) as per the office of DC[MSME], Ministry of MSME, Government of India’s latest requirements, the PLI was required to furnish additional information in the form of a separate ‘Certificate’; iv) machinery specification was not matching with specification given under sub-sector No.xxxx relating to ‘Khadi & Village Industries’ and v) application form was not duly signed & stamped by the Bank Official. The application was re-submitted to GSC, SIDBI, HO by IOB on 17/02/2012. But, it was again returned vide letter dated 10/03/2012, indicating that the ‘Reference Date’, was prior to September 30, 2010 and application received by SIDBI after October 01, 2011.
The information seeker is informed that in fact, subsidy claims not submitted / resubmitted by PLIs within the prescribed timelines, are not being accepted / considered by the office of DC[MSME] for subsidy release. Therefore, the application, in question, was rejected by GSC, HO.
