Purpose

Real-World Threat Background
The southern San Andreas Fault has generated earthquakes of magnitude 7.8 on average every 150 years—and on theSouthernmost section of the fault the last earthquake happened more than 300 years ago.
A study completed by Yuri Fialko – a leading geophysicist from Scripts Institute of Oceanography/University of California, San Diego – has demonstrated that the San Andreas fault has been stressed to a level sufficient for the next "big one," as it is commonly called; that is, an earthquake of magnitude 7.0 or greater. The study also concluded that the risk of a large earthquake might be increasing more rapidly than researchers had previously believed. Fialko also emphasized in his study that, while the San Andreas Fault had experienced massive earthquakes in 1857 at its central section and in 1906 at its northern segment (the 1906 San Francisco earthquake), the southern section of the fault has not seen a similar rupture in at least 300 years.
If such an earthquake were to occur it would be felt throughout much of Southern California, including densely populated areas of metropolitan Los Angeles, Orange County, San Diego, Ensenada and Tijuana, Baja California, San Luis Rio Colorado in Sonora and Yuma, Arizona.

Message 1:At approximately 3:15 PM a severe to very strong earthquake is felt throughout southern California. Initial reports claim that significant shaking lasted over 100 seconds in most areas.The United States Geological Survey (USGS) posts preliminary information indicating a 7.1 magnitude earthquake has struck southern California. USGS scientists estimate the earthquake’s epicenter south of the Salton Sea in Imperial County.
Message 2:Media outletswithin LAC are reporting moderate to heavy damage to public buildings and residential structures. Public safety is reporting power and water outages in many areas. Across the LAC OA, many phone systems, including cellular and 911, are unusable, overwhelmed by the vast number of attempted calls. Blackberry texting and twitter remains available to many.
Message 3:Of hospital and clinic buildings in Los Angeles, Orange, Riverside, and San Bernardino counties, over 40% of the buildings are nonfunctional and suffer irreparable damage. Over 85% of the buildings suffer significant non-structural damage. Most facilities have lost electrical power and water for the foreseeable future, and many external oxygen tanks have been compromised.
Damage is particularly severe at several hospitals in the Pomona Valley and Lancaster areas.These hospitals suffer structural damage including failures of joints, and wall failures, leading to leaks or ruptures of interior water and wastewater piping systems.
