OVAE Program Memorandum FY 2004—DHSPCE—04

TO:State Directors of Vocational-Technical Education

FROM:Susan Sclafani

SUBJECT:Estimated FY 2004 State Allocations under the Carl D. Perkins Vocational and Technical Education Act

I am pleased to provide you with the estimated state allocations for FY 2004 grants under Titles I (Vocational and Technical Education Assistance to States) and II (Tech Prep Education) of the Carl D. Perkins Vocational and Technical Education Act of 1998 (Perkins III). These funds will become available beginning on July 1, 2004. These figures will be posted to our website shortly ( Please share these figures with your secondary or postsecondary counterparts, your state Tech-Prep coordinator, fiscal partners, and other appropriate individuals within your state.

  • Funds under Title I will become available at two separate times. A portion of the funds will become available for obligation on July 1, 2004, and remain available for 15 months through September 30, 2005. The remaining portion will become available on October 1, 2004, and remain available for 12 months. Table 1 shows how each portion will be divided among the states.
  • Table 1 also reflects the provisions of section 115(a) and (b) of Perkins III, which assists the outlying areas of Guam, American Samoa, and the Commonwealth of the Northern Mariana Islands and which designates specific funding for the Pacific Region Educational Laboratory (PREL). PREL also will award FY 2004 grant funds competitively to these outlying areas as well as the Republic of the Marshall Islands, the Federated States of Micronesia, and the Republic of Palau. The Republic of the Marshall Islands, the Federated States of Micronesia, and the Republic of Palau continue to be eligible for FY 2004 funds pursuant to section 105(f)(1)(B)(vi) and (ix) of PL 108-188.
  • The total appropriation for Tech-Prep state grants will be available July 1, 2004. Table 2 shows how each portion will be divided among the states.
  • With regard to distribution of secondary funds under section 131(b)(2) of Perkins III, the data for the age cohort 15 through 19—as required under statute—again will not be available for FY 2004. As in years past, we will accept alternative funding distribution formulas based on the Census Bureau’s estimate of the relative number of children in poverty aged 5 though 17 who reside in each school district, in lieu of the data specified by section 131(b)(2).
  • With regard to distribution of secondary funds under section 131(b)(1) of Perkins III, we will accept either enrollment or “membership” data compiled by the National Center for Education Statistics (NCES) or the Census Bureau’s estimate of the number of individuals aged 5 through 17 who reside in each school district, in lieu of the data specified by section 131(b)(1).
  • Updated Census data, reflecting 2001-2002 school district boundaries, must be used in FY 2004 funding distribution formulas. This data has been available since November 2003 and may be accessed at Updated NCES data may be accessed at
