Outdoor Usage Policies

Requests for outdoor space are made with the Reservations Manager in the Student Programs’ Office. Spaces include: DurhamPark, Sanford Mall, Duckpond Field, PSU Amphitheater, Howard’s Knob Patio.

  • If Patron (University Entity) requests outdoor space for Solicitation (generally student clubs with contact tables that promote events, fundraisers, and/or club recruitment).

Patron must sign the Sanford Mall/Duckpond Field: Usage Contract for Solicitation - Campus Organizations and provide to the Reservations Manager in the Student Programs’ Office.

Patron must have aSolicitation Request form approved in the Center for Student Involvement and Leadership Office (CSIL) and providethis form to the Reservations Manager in the Student Programs’ Office.

With both forms signed and completed, a reservation confirmation is given to the organization by the Reservations Manager in the Student Programs’ Office if space is available.

  • If Patron (University or Non-University Entity) requests outdoor space for Free Speech/Peaceful Assembly.

Individuals not associated with the University may engage in unscheduled public speaking without obtaining permission at the outdoor sites listed in Section 12.2 of the Policy "Facility Use, Solicitation, Distribution of Printed Materials, Unscheduled Public Speaking Areas, and Peaceful Assembly." In addition, pursuant to Section 10.2, "[a]ny individual or group, whether affiliated with the University or not, may distribute at any open, exterior campus space, the use of which is not otherwise restricted or scheduled under this Policy, without registration or advance approval, any written materials on the condition that such materials are informational and not for commercial purposes." The policy does not authorize such activities inside University buildings.

Events that are reserved for an outside space and time have precedent over any event at that outside space and time that does not have a reservation. Unscheduled/Unreserved events may be required to leave the premise in the case that an outside area has a reserved event scheduled. It is therefore advised that availability of space is confirmed prior to event occurring.

Non-Scheduled events may not use amplified sound without approval (approval may be requested by filling out the Request for Amplified Sound/Outside Areas form – see below).

Amplified or High Volume Requests for Outdoor Events

If outdoorspace request falls under the category of a ‘High Volume’ event, then:

Patron must complete the Request for Amplified Sound/Outside Areas form.

  • This form is completed with Philip Arnold, Associate Director of Student Programs.
  • Form is faxed to Susie Greene, Dean of Students, who issues approval of the event – and then notifies the appropriate college deans & chairs. Amplified and Non-Amplified (High Volume) SoundEvents guidelines apply.

If the event requests a Band on Duckpond Field, then:

Patron must complete the Request for Amplified Sound/Outside Areasalong with the Request forDuckpond Field Band/DJ Eventform.
