Agenda Item 1: Welcome; agree minutes from last meetings; review action points

1.1Keitha advised that Mark Horgan has joined the DIA ICT Strategy and Planning Group and will be rejoining the Working Group.

Agenda Item 2:Update on CEs Steering Group

2.1Keitha advised that the Steering Group would be considering its membership and 2013 schedule at its meeting on 13 December. She advised that the Secretariat has been holding one-on-one meetings with Agency Data Champions following the successful Joint Steering Group/Data Champion Strategic workshop on 6 September.

Agenda Item 3:Report back onWorking Group’s discussions with Agency Data Champions

3.1Members reported on their meetings:

MfE / Need a new Data Champion. No data sets released recently
DIA / Need to confirm who is Data Champion following restructuring. New data coordinator to be selected – there is a long term plan re the location of that role. 2 of the 10 identified datasets have been released.
Statistics NZ / Has no need for a Data Coordinator. Working Group member now reports to the Data Champion.
LINZ / The Executive Leadership Team agreed to the Data Champion’s proposal to select a LINZ Data Coordinator. Person still to be selected.
MOH / Due to FTE constraints, a Data Coordinator role is not possible. They are now working out what can be achieved by current roles, and are making decisions about priorities. They have officially adopted NZGOAL, and looking to releasing data in better formats. Have identified high value data which requires preparation; metadata work has commenced in some areas.
MOJ / CC BY licences are being assigned to corporate documents. NZGOAL training needed for their web communications people due to staff turnover.
NZ Geospatial Office / Email drafted to link Data Champions with Geospatial Steering Group.

The Working Group briefly discussed its role and whether it was now moving to become a group supporting agency Data Coordinators.

Agenda Item 4:Update on ongoing one-on-one conversations with Agency Data Champions

4.1The Secretariat reported a change from the initial contact with Data Championsin early 2102. At that stage the Secretariat was providing advice on the roles. Now the Secretariat is generally listening to enthusiastic reports on what high value data agencies have released and what their plans are for 2013. Agencies are also reporting internal efficiencies from information sharing, an appetite to use others’ experiences, and this work’s link with Result Areas 9 and 10. They have strongly supported continuing these one-on-one meetings.

Agenda Item 5: Report back from Statistics NZ on workshops

5.1Linda reported on the successful Managing Data for Openness and Confidentiality workshops, noted that the two more confidentiality workshops are fully subscribed, and alerted the Working Group to a Statistical Metadata workshop planned for 11 December. Statistics NZ will review these workshops informally in January. The Working Group thanked Linda and Statistics NZ for running these workshops.

Agenda Item 6:Update on GOES (Government Online Engagement Service)

6.1Nadia reported that this proposed service supported all of government in two ways: through a syndicated contract providing online engagement tools and a shared stakeholder management system, plus support through a Good Practice Guidance Community of Practice which was launching today. Following an agency requirements survey, a flexible cost model is being developed by the agencies that indicated a high level of interest. The project has an active Working Group, and has already engaged with the market. It has identified products which would also offer a data capability. Nadia noted that the Policy Network, which had been initially considered as a key agency engagement group, is no longer operating.

Agenda Item 7:Update on ICT Strategy 2017 Task Force

7.1Keitha reported that this cross government Task Force, sponsored by the GCIO, is preparing an Strategy and Action Plan that build on the 2010 Directions and Priorities for Government ICT. Technology and Information are equally represented on the Task Force. It is expected that the proposed Strategy and Action Plan will be submitted to Cabinet in March 2013.

Agenda Item 8:Other Business

10.1Linda advised that a new Community of Practice on Security and Privacy is being led by Geoff Bascand, the Government Statistician.

10.2Alison was thanked for her role as Working Group Chair and also for her excellent work during her .5 secondment in the Secretariat in 2012.

Next meeting:

A 2013 meeting schedule will be drawn up once the Steering Group 2013 meetings are finalised. It is expected that the Working Group’s first meeting will be either late January or early February. The date will be notified as soon as possible.
