NOTORIOUS GANGSTER WANTED IN THE SENSATIONAL MURDER OF DELHI POLICE CONSTABLE SUCCUMBED TO THE INJURIES SUSTAINED IN AN ENCOUNTER WITH POLICE

A desperate and notorious interstate gangster of Delhi and UP namely, Firoz @ Fauzi r/o Loni, Ghaziabad, UP, wanted in the sensational murder of police constable Shivraj Tomar on 14th July, 2014, succumbed to the injuries sustained in an encounter with the police in the wee hours today. He is involved in 17 cases of murder, attempt to murder, assault on police personnel, robbery and Arms Act.

INCIDENT

On 14th July, 2014 at about 12 PM, Ct. Shivraj Tomar, a Delhi Police constable posted at PS Jafrabad of North-East District was on his way to the Police Station, when he saw two persons on motorcycle without helmet and with no registration plate and driving fast, presumably in a bid to run away from the police.The Constable appears to have identified them as notorious criminals, whom he had known during his previous postings in Delhi. Therefore, the constable tried to apprehend them. While the person who was driving the motorcycle sped away, the pillion rider ran towards the side lane. As the constable was about to pin him down the criminal whipped out his pistol and shot the constable in his chest from point blank range. Due to his bullet injury the constablefell down and later succumbed to his injuries.

PROFILE OF CONSTABLE SHIVRAJ TOMAR

Ct. Shiv Raj Tomar wasposted in PS Jafarbad of North-East District. Earlier, he remained posted in III Bn.DAP and as such he was having very good knowledge of criminals. Due to his detective ability and criminal intelligence he was posted with a special team of PS Jafarabad to apprehend the robbers and snatchers who were committing the crime in the area with impunity. On the way he intercepted the criminal near Durgapuri chowk and subsequently laid down his life in the line of his duty. The late constable was the sole bread winner of his family and left behind his wife and a minor son. He made supreme sacrifice while performing his duties.

OPERATION

Due to gravity of the crime a special team headed by Inspr. Manoj Dixit and Inspr. Shiv Kumar under the supervision of Shri Satyaveer Singh, ACP was constituted to apprehend this wanted criminal. It was blind case with no clue about the identity of the person who killed the Constable. During the course of investigation, CCTV footages recorded in the camera installed in the lane where the incident took place, were minutely watched again and again to gain knowledge about the criminal who shot the police constable dead. Help was sought from various ‘sources’, who identified him as Firoz @ Fauzi, a notorious criminal of Loni, Ghaziabad, UP. Consequently, a massive hunt was launched to nab him. His accomplice, too, was identified as Firoz @ Billori r/o Loni, Ghaziabad. A number of persons were questioned to gather more and more intelligence about the wanted criminals. Police continue to get information about his whereabouts. He managed to hide himself in Loni, Trans Yamuna Delhi, Meerut, Yamuna Nagar, Haryana and Ajmer, Rajasthan etc.

In the meantime, Firoz @ Billori was arrested by PS Sonia Vihar on 07.08.14 after a brief encounter. Heconfirmed his involvement alongwith Firoz @ Fauzi in the murder of Constable Shivraj.

Various police teams continued to make tireless efforts to apprehend him. However, he continued to evade police dragnet. Finally, on 19th August, 2014, on the basis of a specific information, that Firoz @ Fauzi would come to meet someone from Loni on Sonia Vihar Pusta in the wee hours. A trap was laid and police team was deployed for his apprehension. At around 5 AM, Firoz @ Fauzi reached Pushta Roadon a Yamaha RX100 motorcycle having registration number UP-16-A-0730. He was identified by the team members and asked to surrender to the police. Finding himself surrounded by the police team Firoz @ Fauzi whipped out his pistol and fired on the police party.A shot fired by the Firoz @ Fauzi hit Inspr. Shiv Kumar on his bullet proof jacket and another shot hit the Gypsy. The police party fired back in self defence. The accused sustained bullet injuries and was removed to GTB hospital where he was declared brought dead.

PROFILE :-

Firoz @ Fauzi was born in a family having a long criminal history. Both, his father and mother,are active criminalsand are involved in cases of drug trafficking etc. His brother, Imran is lodged in Dasna Jail, Ghaziabad in a number of cases. Firoz @ Fauzi is co-accused in some of them. Another brother of his, Sher Khan @ Sheru is arrested in several cases of theft and cheating. Due to his criminal background, Firoz @ Fauzi was fascinated towards criminal world.

In February, 2014, he fired on a local journalist, namely, Mohd. Shahid for resisting payment of protection money by his brother. His brother owns a medical store in Loni area. Firoz @ Fauzi fired on the journalist to instill fear in him so that the protection money is paid.

In the same month, he fired on a police Sub-Inspector Azad Singh and his team, who had gone to apprehend him. He escaped after firing on the police party. In this connection a case vide FIR No.469/14 dated 7.2.14 u/s 307, 353, 186 IPC was registered at PS Loni, Ghaziabad. He fired the second time on the police party on 9th June, 2014 when the police party encountered him during a routine check. He was driving a Swift Dzire car whose registration plate was smeared with mud. A case vide FIR No. 905/14 dated 9.6.14 u/s 307/353/186 IPC was registered at PS Loni, Ghaziabad.

The details of some other cases are as below:-

  1. FIR No.282/2014 dated 25.2.2014 u/s 394/34 IPC Firoz @ Fauzi alongwith his associates robbed one Pawan Mittal r/o Gagan Enclave, Ghaziabad and decamped with Rs 9.5 lakhs cash in the process they also fired at him and victim sustained bullet injuries.
  1. FIR No. 381/2014 dated 11.3.2014 u/s 392/120-B IPC PS Loni Firoz @ Fauzi alongwith his three associates robbed a jewellery shop and decamped with jewellery worth 12 lakhs.
  1. FIR No. 1233/2014 dated 17.7.2014 u/s 307 IPC Firoz @ Fauzi alongwith his associates Sheru and Qadir fired indiscriminately at the owner of Hotel Arif on 17.7.2014 at 0100 hours. In this case one Babu Alvi and his wife sustained gun shot wounds.

A BLIND MURDER CASE SOLVED BY THE STAFF OF

P.S. DR. AMBEDKAR NAGAR.

INCIDENT:

On receipt of PCR call regarding a man lying injured in Dakshinpuri, New Delhi, local police rushed to the spot and found a dead body of a person with deep knife injury on his right shoulder. The deceased was identified as Amit (aged 28 years ) S/o Ram Shankar R/o H.No.16/124, Dakshinpuri, New Delhi, who is a garments vendor in the Weekly Bazars. A case vide FIR No.539/14 dated 11.08.14 u/s 302IPC was registered at PS Ambedkar Nagar and investigation was taken up by Inspr. S.K Sharma, SHO/Ambedkar Nagar.

TEAM & INVESTIGATION:-

A police team consisting of SI Dara Singh, SI A.K Jha, HC Ombir Singh, Const. Vineet and Const Sandeep was formed under the supervision of Inspr. S.K Sharma, and overall supervision of Sh.Jasvir Singh Malik, ACP/Ambedkar Nagar 50-60 listed criminal and ruffians residing in and around the area were identified and thoroughly interrogated. It was established that there has been an intense rivalry between the ruffians of two groups and that they have frequent quarrels. During further investigation, it was learnt that Gaurav, Nitin and Mahesh along with a juvenile were involved in the incident. It was a case of mistaken identity and they mistook deceased as one from the rival gang. All the three accused persons were arrested and sent to J.C. The juvenile has also been sent to juveniles’ observation home.

RECOVERY :-

Knife used in the commission of offence has been recovered at the instance of accused Gaurav.

The team members involved in the good work are being rewarded suitably.

Sub:-Training programme for youth on SkillDevelopment in Hospitality” by West District.

An Employment linked training programme on Skill Development in Hospitality” has been started by West District in collaboration with Gas Authority of India Limited, & School of Skill Development in Hospitality for the youth in the age group of 15-25 years at Delhi Home Guards Auditorium on 19.08.2014 at 1730 hours.

Sh. Deepak Mishra, Special CP/L & O, Delhi has been inaugurated the training programme in the presence of Sh. Tajendra Singh Luthra, Jt. CP/SWR, Delhi.There are 100 youths in the age group of 15-25 years selected from the area of various Police Stations of West District. They will be provided training in skill development in hospitality in collaboration with Gas Authority of India Limited & SSDH.The main focus of the training would be learning the various skills of all hotel industries, service industries, development personality skill and to imbibe the quality of team management, leadership, stress management, change management, etiquettes, manners etc. 15 days course would be organized at PS Mayapuri and remaining 15 days they will be imparted training at Gurgaon in the School of Development in Hospitality,DLF Phase-I, Gurgaon.

The vision of the programme is to provide livelihood opportunity to the marginalized youth. The project aims at giving a platform for the change and transformation and skills training and job placement opportunity that will not only impact their lives but the community and society as a whole.
