NORTHERN VILLAGE OF GREEN LAKE

REGULAR COUNCIL MEETING

HELD ON MONDAY – DECEMBER5, 2016

IN THE VILLAGE COUNCIL CHAMBERS AT 7:00PM

PRESENT: Mayor Ric Richardson, Aldermen,Joe Gardiner, Jim

Laliberte, Darwin Lafond, George Gardiner and

Administrator Tina Rasmussen

ABSENT: None

GUESTS/DELEGATIONS: Derek Sawatsky, RCMP arrives at 7:00pm and

departs at 7:20pm; Gloria Powder, Evelyn

Morin and Fred Morin arrive at 7:00pm and

depart at 7:45pm; Harvey Morin arrives at

8:00pm and departs at 8:30pm

CALL TO ORDER: A quorum being present, the Meeting was called

to order by Mayor Richardson at 6:59pm.

ADOPT AGENDA

RES#239/16 George Gardinermoves that the Northern Village

ofGreen Lake adopt the agenda for this December5,

2016regular council meeting.

RES#240/16 Jim Lalibertemoves approval of the minutes of

theNovember 7 and December 1, 2016 meetings.

CITIZEN WELLNESS

RES# 241/16Joe Gardiner moves that a letter be sent to the

Regional Health Authority regarding the need for

mental health services for a citizen in the

community who is creating a great deal of issue due

to mental illness and no support services available

in the community. The council has concerns of the

potential for escalated violence or self-harm and

the inordinate amount of time RCMP spend dealing

with one resident.

RES# 242/16 Joe Gardiner moves acknowledgement of the

November Water and Sewer report and

acknowledges Mayor and Council reports, no

Community Police Board report, no report

received from the Fire Department and acknowledges

RCMP report for Novemberwritten andverbal.

RES #243/16 George Gardiner moves that council move into closed

session.

RES #244/16 Jim Laliberte moves that council move out of closed

session.

DISMISSAL OF TRAINEE

RES# 245/16 Joe Gardiner moves that Water and Sewer Trainee

Warren Hounsell be informed that the village will

not be offering him a permanent position based on

unsuccessfully completing his probationary period

and that he be paid to the end of the week and be

provided one week severance in accordance with the

collective agreement.

POST OFFICE

RES #246/16 George Gardiner moves that a letter be written to

the local post office with a copy to Canada Post of

the villages concern about the delay in notification

or receipt of registered mail that is time

sensitive, in this case 44 days to deliver a

registered letter.

NEW NORTH AGM

RES# 247/16 Jim Laliberte moves that Darwin Lafond attend the

Transform SK meeting in Meadow Lake on Behalf of the

village council on December 13 with mileage and

honoraria covered by the village.

CORRESPONDENCE

RES#248/16 Darwin Lafond moves the Northern Village of

Green Lake’s acknowledgement of correspondence,

Schedule A and B; as presented at this December

5, 2016 regular council meeting.

ACCOUNTS PAYABLES AND PAYROLL

RES# 249/16George Gardiner moves that the Northern Village

of Green Lake approve the Accounts Payables

numbered from 5647 to 5680 totaling $191,247.08,

and Payroll numbered from 2683 to 2697 totaling

$15,602.23.

STATEMENT OF CASH RECEIPTS, EXPENDITURES

AND BANK RECONCILIATION

RES# 250/16Jim Laliberte moves approval of bank reconciliation

and the statements of cash receipts and

expenditures for the month of October, 2016.

NORTHERN VILLAGE OF GREEN LAKE

NWC SCHOLARSHIP COMMITTEE

RES# 251/16George Gardiner moves that Joe Gardiner, Darwin

Lafond and Administrator Tina Rasmussen be appointed

as the NWC scholarship selection committee and that

Jim Laliberte attend if an alternate is needed.

Selection meeting to be held on December 14, 2016 at

1:30pm

SUMA CONVENTION

RES #252/16Jim Laliberte moves that Joe Gardiner and Ric

Richardson attend SUMA convention in Saskatoon on

February 5 to 8, 2017 with registration, hotel,

mileage, meals and honoraria covered by the village

of Green Lake.

BYLAW 01/2016

RES# 253/16 Jim Laliberte moves the first reading of Bylaw

01/2016 being a Bylaw to set Council Procedures.
