Sub: Scheme for Market Promotion Agent for selling Khadi

and V.I. Products by unemployed youth from weaker

section (SC/ST/MINORITY/WOMEN).

The Commission in its 545th Meeting dated 30.05.2007 has approved the proposal of the scheme for Market Promotion Agent for selling Khadi and V.I. Products by unemployed youth from weaker section (SC/ST/MINORITY/WOMEN) and decided, i) with regard to Khadi Products a pilot project may be launched in West Bengal & Rajasthan to understand the ground realities. ii) As far as Village Industries Products the Market Promotion Agent Scheme effectively implemented through out the country.

All the State/Divisional Director of KVIC and State KVIBs are therefore requested that the concerned institutions and Departmental Sales Outlets working under their jurisdiction be apprised about the Market Promotion Agent Scheme properly for effective implementation of the scheme. The details of the Market Promotion Agent Scheme with Annexure-I and II enclosed herewith.

Annexure-I

Scheme for Market Promotion Agent for selling Khadi and V.I. Products by unemployed youth from weaker section (SC/ST/MINORITY/WOMEN).

1. OBJECTIVE: -

.To generate more employment opportunities for unemployed youths.

.To increase the sales of KVI Products through Market Promotion Agent.

.To create awareness about eco-friendly nature of KVI Products.

2. SALIENT FEATURE: -

Market Promotion Agent may be appointed for selling of KVI Products door to door on the basis of minimum cash deposit of Rs. 5000.00(refundable). The scheme will be applicable for all aided Institutions under KVIC/KVIB as well as Departmental Sales Outlets of KVIC.

Respective Bhavan Manager of DSOs under KVIC and Secretary of the Institutions may appoint Market Promotion Agent under information to the respective State/Divisional Offices of KVIC so as to regulate the Rebate Claim. Bhavan Manager of DSOs under KVIC and Secretary of the Institutions shall issue authorization certificate and identify card mentioning the specified area to the agent in the name of “Authorized Market Promotion Agent for KVI Product” after ensuring cash deposit and receipt of application in the prescribed format alongwith two copies of passport size photo. Initially the Agent will be appointed for a period of one year, which may be renewed for further period subject to satisfactory performance of the agent.

Authorized agent should be provided Khadi & V.I. Products as per market demand equivalent to their cash deposit for selling within the specified area of operation as identified by the respective institutions & DSOs.

3. ELIGIBILITY CRITERIA TO BECOME MPA: -

Male/Female unemployed candidates age of 18 years and above with a minimum educational qualification of Xth pass, who has undergone training of Salesmanship.

4. TERMS AND CONDITIONS: -

i) Authorized agents are liable to sale the Khadi & V.I. Products through cash memo

of the concerned Institutions and DSOs under KVIC.

ii) Withdrawal of cash deposit before completion of period is not permitted.

iii) Canvassing of other products and thereby affecting the image of KVIC will be dealt

severely including canceling the certificate.

iv)Compulsory one week salesmanship training programme to be attend at Institute

of Entrepreneurship Development, A-1 &2, Industrial Area, Sarojini Nagar, Kanpur

Road, Lucknow-226 008 or NISIET, Hyderabad, or NISBUD, New Delhi or

MITCON, Maharashtra with free boarding and lodging. Directorate(Marketing) and

Directorate (HRD), KVIC, Mumbai may be contact accordingly by the concerned

DSO’s and Institutions for details of the training programme.

v) Sale proceeds to be deposited in cash every week by the agent with their

respective Institutions/DSO. No credit sale permissible under the scheme.

vi) Under the scheme the agent is not entitled for any other remuneration or other

benefit. There shall not be any employer employee relationship between KVIC and

Agent. The Agent shall not be entitled to any benefit other than those mentioned

under clause 5 below.

vii) The authorized agent should sell their product within the pre- determined area of

operation to be specified in the Authority letter.

viii) Concerned Institutions/DSO appointing such agent should keep proper accounts of

purchase and sales in a verifiable manner and will maintain proper Cash Memo/Bill

Book Register. DSOs and Institutions will maintain separate sales register; by no

means sales achievement by the Sales Agent and regular sales will be clubbed.

Rebate claim will also submit separately.

ix) Label price of the products as fixed by the Institution/DSO shall be the selling

price of the sales agent to the customer. No change in the label price shall be

made by the Agent.

x) Normal rebate and special rebate as applicable on sales of Khadi & Polyvastra

Products shall be passed on to the customer by the Agent.

xi) The Sales Agent should deal with Secretary/In charge/Manager or his nominated

officials of the unit only.

xii) The Agent shall not undertake any correspondence in his capacity as sales agent

with any body/organization etc. but he is allowed to procure bulk order from any

organisation and the same may be passed on to the respective unit for which sales agent will be paid 10% commission separately.

5. COMMISSION UNDER THE SCHEME PAYABLE TO THE SALES AGENT: -

15% Commission will be paid to the agent only after receipt of sales proceed in the concerned unit. Expenditure towards commission paid to the agent will be debited in the books accounts of the respective Unit.

6. PAYMENT PROCEDURE TO THE AGENT: -

Payment of Commission to the agent can be calculated straight way on the basis of cash memo issued in respect of Khadi & V.I. Sales and the weekly/monthly payment system may be fixed so as to reduce hardship of the agent. While making payment to the Agent used Bill Book etc. to be collected immediately for settlement of rebate claims.

7.CODE OF CONDUCT:-

Every person holding license shall adhere to code of conduct specified below:-

a) Identify himself and disclose his license to the customer on demand.

b) Behave in a most courteous manner with all customers.

c) He should wear Khadi during the sales campaign period.

8.ISSUE OF DUPLICATE LICENCE:-

The authority may issue a duplicate licence, in case earlier licence lost, destroyed or mutilated on payment of fee of Rs. 100/- (Rupees Hundred only)

9.MISCELLANEOUS: -

a) KVIC reserves all rights to withdraw the operation of this of Market Promotion Agent Scheme without any notice.

b) In the event of any dispute arise out of the operation of this scheme; the same will be subject to the jurisdiction of the court in respective State/Divisional Office of KVIC and KVIB.

The agency ship will be cancelled automatically after completion of one year or prior to that if found violating stipulated norms.
