Format: Arial, Helvetica, Palatino Linotype, or Georgia typeface in black font color, at least 11 points or larger. At least one-half inch margins on all sides. No information should appear in the margins, including the PI’s name and page numbers.

Modular budgets are applicable to certain research grant applications requesting $250,000 or less per year for direct costs, not including consortium/contractual F&A costs. Modular budgets are simplified; therefore, detailed categorical information is not to be submitted with the application. The modular budget is applicable only to applications for R01, R03, R15, R21, and R34 and their corresponding cooperative agreement activity codes.

If applicable, applications with modular budgets should submit Consortium Justification and Additional Narrative Justification, uploaded as separate attachments under the Add Attachment button.

For the Consortium Justification, provide an estimate of total costs (direct plus F&A) for each year, rounded to the nearest $1,000. List the individuals/organizations with whom consortium or contractual arrangements have been made. List all personnel, including percent effort (in person months), and roles on the project. No individual salary information should be provided. Indicate whether the collaborating institution is foreign or domestic.

For the Additional Narrative Justification, explain any variations in the number of modules requested.

NOTE: Administrative and clerical personnel salaries should normally be treated as F&A costs. However, examples of situations where direct charging of these salaries may be appropriate may be found at 45 CFR 75.403. Inclusion of such costs may be appropriate only if all of the following conditions are met:

  1. Administrative or clerical are integral to a project or activity;
  2. Individuals involved can be specifically identified with the project or activity;
  3. Such costs are explicitly included in the budget or have prior written approval of the Federal awarding agency; and
  4. The costs are not also recovered as indirect costs.

For all individuals classified as secretarial/clerical, in addition to the name, percent effort and role, provide a justification documenting how they meet all four conditions.
