  1. Introduction

The Department of Women and Child Development was created in 1995. It is also aimed at implementing different social welfare schemes meant for persons with disability, the old, infirm and indigent persons. Women & Child development Department is committed for strengthening the initiatives of Government for holistic development of Women and Child, which constitutes 49.3% and 14.6% of the Orissa’s population. This is the nodal Department for formulating plans and programmes for development of women & children in the State.

1.1Purpose

The purpose of this project is to adopt a web based software solution which can effectively manage and monitor the activities of NGO’s over a centralized platform. This will enable the department to monitor the performance of NGO’s throughout the state.

The monitoring helps the resourceful NGO to actively register themselves, Department users which includes Admin, State and Section level users, District user constitutes of District Social Welfare Officer (DSWO) and Collector Level user.

1.2Getting Started

To start with the application, enter the website URL in the browser to display the following login screen:

Here the user gets two options to sign in into the application- the one is for Govt. of India and the other for Govt. of Odisha.

For login, the NGO user has to click the Sign In option in the Govt. of Odisha section.

On doing so, the following screen is displayed-

The user is redirected to the welcome screen of NGO Project Monitoring Portal.

Here the sign in options for various users are displayed such as ‘NGO User’, ‘Department User’, ‘District User’, ‘Screening User’ and ‘Citizen User’.

1.2.1District User – Dashboard

On login with the userid and password of the District user, the following dashboard is displayed-

The name of the project is displayed along with the date of submission, status and last date.

The link to take action is active if its not yet acted upon.

1.2.2District User – Project Approval

After the proposal is submitted by the NGO, the District User i.e. the District Level Center has to view and recommend the proposal further.

For the District Level Center, in the home page, click on the Sign in link under the ‘District User’ section. Provide the username and password and click on the login button.

The user is redirected to the dashboard.

Click on the Proposal tab to view and take action against the proposals applied by the NGOs.

The user is redirected to the ‘Project Approval’ screen:

Here the user can view the NGO wise, project submitted details along with the link to take action and view details.

To view specific details;

Select the District, Scheme, Project and Status from the drop down lists and click on the Show button.

Click on the link View Details against the record to view the project submitted details.

The DLC verification is a three step process; namely ‘Document Verification’, ‘Field Verification’ and ‘Recommendation’.

For the initial action to be taken, against the record click on the link Document Verification.

In the ‘NGO Approval’ screen, the Project Details are displayed:

Select for Document Verification Completed from the options of Yes and No.

Provide concerning Remarks in the given space.

Click on the Submit button.

After document verification, the user is redirected to the approval screen. The status is shown as Document Verification Completed.

The next step is Field Verification.

Click on the link Field Verification against the record.

In the approval screen;

For field verification select the Date of Field Visit from the given calendar.

Select the Visited By from the drop down list.

Browse and Upload Document in the given space.

Click on the Submit button.

After Field verification is done by DSWO (District Social Welfare Officer), the record is redirected to the proposal screen of collector. The status is shown as Field Verification Completed.

The next step is Recommendation. The collector will recommend the project to GoO.

Click on the link Recommend against the record.

In the approval screen;

Appropriate checklist should be marked by ticking on the buttons.

Browse and upload the Committee Report in the given space.

Select the Status from the drop down list.

Give concerning Remarks in the given space.

Click on the Submit button.

Now in the Project Approval screen the Status against the project is now displayed as Recommended.

1.2.3District User – Reporting

The NGO wise, project details are displayed in terms of Project Name and Project Date.

To view complete report details, click on the View Details link against the record.

The Audit Recovery Amount (in INR) will be submitted by Section Officer.

The updated reporting status can be viewed by the NGO user under the ‘View Report’ screen.

1.2.4District User – View Feedback

The SLC and DLC users have been given the privilege of viewing the feedback submitted by the NGO User. The Feedback can be viewed all the users.

For the SLC or DLC user, log in through the portal and click on the View Feedback tab.

View ‘NGO Feedback’ screen appears as default.

Here NGO Name wise details can be viewed in terms of Feedback Type and the Feedback content.

Click the Print button to generate printout of the feedback list.

The District user can view the following Reports-

Here the user can view four different types of reports as enlisted above.
