1.Executive Summary

1.1Introduction

This should provide an overview of the project and will include key information from each section of the business plan. As a minimum it should include brief details on the area where the project is going to occur, a little about what football is currently played at the site, what the project is and how much you are asking for against the total project costs.

The HPFC 'New Venture’ provides new pitches, changing facilities and a clubhouse/kitchen at Wickham Bishops Road, Hatfield Peverel, to secure the future of HPFC.

Currently our 2 senior teams, 2 of our junior teams and our U11 9v9 team play on the village recreation ground, with the remaining 7 teams using pitches and temporary facilities at Wickham Bishops Road, Hatfield Peverel.

Using a modular building design, already approved by the planning authorities and Essex County FA, Phase 1 of the project will provide 2 new changing rooms and a clubhouse/kitchen unit. Phase 2 of the project will be to provide 2 additional changing rooms to enable us to expand our activities to support girls/ladies football and to people with disabilities as outlined in our Development Plan (see appendix 01)

The total cost of Phase 1 of the project will be £235,000 and we are seeking a grant of £100,000 from the Football Foundation.

1.2Background

How did the project come about? Start with a brief history of the organisation and give details about how football has developed at the site.

We are a small but vibrant village football club with 9 junior teams supporting nearly 100 boys and girls. We also have two senior men’s teams. We have been in existence since 1903 with our traditional homebeing the Village Recreation Ground. However, with only two pitches, twochanging rooms and a clubhouse that is over 60 years old, these facilitiesare no longer ‘fit for purpose’. Our senior 1st team is a Step 7 club playing in the Essex & Suffolk Border League Premier Division. We were recently advised that our current facilities do not meet the requirements for a Step 7 club and we therefore need to rectify this issue as a matter of urgency.

Hatfield Peverel Parish Council (HPPC) purchased land at Wickham Bishops Road, Hatfield Peverel (now known as the Keith Bigden Memorial Ground) in the late 1980’s withthe objective of moving all formal and organised sporting activitiesto the new site. HPFC has submitted various schemes to Braintree District Council (BDC) over the past 15 yearsfor a new clubhouse/sporting facility at the site (most recently in 2005),but these have either been refused or not progressed due to them beingeither too large or too expensive.

Our latest scheme is much reduced but meets the minimum foot printallowed under FA guidelines. Since 2007 HPFC and HPPC have workedin partnership to prepare the ground for playing surfaces and obtainedplanning permission for temporary toilet, changing and storage facilities,whilst maintaining an on-going dialogue with BDC with a view tosubmitting a new planning application for a sporting facility that would be acceptable to all parties.

In 2009 we were been asked by HPPC to vacate the Recreation Groundby the end of 2012 and make full use of a new site at Wickham Bishops Road.

On 6th July 2010 Braintree District Council Planning Committeegranted our planning application for the erection of new clubhouse,changing facilities and additional football pitches. We also successfullynegotiated a 99-year lease with HPPC. This project, when delivered, will allow us to re-locate fully to a new site.

During 2010 and 2011 we have been working hard on our own fundraising activities and applying for grants to enable work on new playing surfaces to commence. We secured grants totalling £25,000 from Essex County Council Communities Initiatives Fund and Essex Environmental Trust and, working with a Pitch Consultant and local contractor, (recommended by the ECFA), the new playing surfaces were seeded in September 2011. The aim is for the new pitches to be ready to play on by the start of season 2012/13.

As a dynamic and forward-thinking club we want to encourage morepeople to take part in sporting activities. We would like to increase thenumber of girls in the club and start up a separate girl’s section. We arealso keen to encourage more people with disabilities to get involved in thiswonderful sport. We are working closely with BraintreeDistrict Council (BDC) and also Essex County FA to helping us to achievethese goals.

Key aims of HPFC:

  • To offer sporting activities to the local community and promotehealthy living

2.Current Position

2.1Why is the Project Needed?

In this section you need to sell the project. What research and consultation have you done that demonstrates the need? What evidence have you got that this facility is required in this area?

The New Venture project will secure the future of Hatfield Peverel Football Club and its 160+ members. We have been asked to vacate our existing clubhouse and pitches on the village recreation ground by the end of 2012. Whilst new playing surfaces will be available by the start of season 2012/13 we still need this phase of the project to deliver a new clubhouse and two changing rooms.

Our senior 1st team play in the Premier Division of the Essex & Suffolk Border League, (Step 7). Our existing facilities no longer meet the requirements for Step 7 and we have been advised by the league that remedial action needs to be taken by March 2012 or we will be relegated to a lower division. This would have a serious impact on the club as a whole as we would probably lose many of our senior players, which would put the future of the senior teams, and the revenue they generate at risk.

Phase 2 of the New Venture project (not part of this application) will deliver a second set of changing rooms enabling us to expand our operations to support the key aims of our Development Plan, which are to set up more mini and junior soccer teams, a ladies only section, provide footballing opportunities to people with disabilities and finally, allow the village Veteran’s team to use the facility.

During the planning application process in 2010, we received over 50 letters and messages of support from club members, as well as members of the local community and other clubs around Essex who support our aims. Our support campaign on Facebook elicited over 450 supporters.

When complete, the facility will be available for other local sporting clubs to support their sporting activities. We have close links to our village school and have agreed to allow them to use the facilities for inter-school football tournaments and other sporting activities.

2.3Aims and Objectives

Provide bullet points for each aim/objective that the project has. This may begin with the actual building of the facility; include items that link back to why the project is needed.

The key aims and objectives of the HPFC New Venture Project are:

  • To secure the future of HPFC
  • To provide a new HPFC clubhouse, pitches and changing facilities to support our current and future development objectives
  • To vacate the Village Recreation Ground by 31st December 2012
  • To relocate fully to the Keith Bigden Memorial Ground by start of season 2012/13

The New Venture Project fully supports the HPFC ‘vision’ as stated in our Football Development Plan:

  • HPFC will actively seek to increase its number of female and disability players
  • HPFC will actively support the 'Respect' programme by raising standards and addressing abusive behaviour

3.Demand for the Project

3.1Catchment Area

If this is a School project provide an overview (with a map if possible) about the feeder Schools. You should also provide an indication of how far the players travel to play for the partner Club/s. For all projects you need to look at a catchment area of 10 miles. We regard this as the maximum distance that people will regularly travel to participate.

What is within this area? What are travel links like? Always provide a map of the area around the project.

Hatfield Peverel is located between Chelmsford, 7 miles to the west and Witham, 2 miles to the east and some 4 ½ miles to the northwest of Maldon. The Parish covers approximately seven square miles and is unevenly bisected by the A12 and the railway line, which runs through its northern part from the southwest to the northeast. The majority of the land area is located to the south of the A12 in an area bounded by the Chelmer valley to the south and the Blackwater vally to the east. There are two centres of population, the village of Hatfield Peverel itself and approximately ¾ of a mile to the south, Nounsley.

The most significant communication links are provided by the A12, which actually divides the village in two, and by the London-Ipswich railway line which has a village station. These links give direct access to Chelmsford and onwards to London in on direction and towards Colchester and Ipswich in the other. Bus routes serve the village with links to Chelmsford in the west, Witham and Colchester in the east and Maldon in the south-west.

3.2Analysis of player locations

Junior Players

For season 2011/12 the junior section of HPFC had 97 registered players (3 mini soccer teams / 1 9-a-side team / 4 junior teams). Of those 35 (36%) were from the parish of Hatfield Peverel, 29 (29%) were from Witham, and 17 (17%) were from Chelmsford. Although, we have players travelling from as far away as Tiptree and Hanningfield to play for HPFC.

Senior Players

For season 2011/12 the two senior men’s teams have a total of 64 registered players with an average age of 24. Of those 23 (36%) were resident in Hatfield Peverel, 19 (29%) were from Witham, and 8 players (12%) were from Maldon. Again we have players travelling from as far afield as Bury St Edmunds and Colchester to play for the club.

3.3Population Breakdown & Demographics

  • Braintree has a population of 142,742 (Mid-year estimate, Office for NationalStatistics, 2009) and is expected to grow to 158,400 by 2018 (Office forNational Statistics, 2008).
  • 4.5% of the population in Braintree come from Ethnic Minority communitiescompared to a national figure of 8.78% (Census, 2001).
  • 6.5% of the adult population (16+) participate in football for at least 30minutes once per week, as compared to a national average of 4.96% (SportEngland Active People Survey, 2010).

In terms of the Indices of Deprivation measure, which brings together a wide variety of social and economic information to assess the scale of need, Hatfield Peverel occupies a reasonably privileged position. The parish has a rank of 6,658 out of a total 8,414 English electoral wards, where the most deprived has a score of 1.

The aim of the New Venture project is to secure the future of Hatfield Peverel Football Club. We see that our operations merely complement those provided by other football clubs in the area, many of whom supported our planning application.

Phase 2 of the project will allow us to offer more mini and junior footballing opportunities if there is sufficient demand. It will also allow us to provide footballing opportunities to girls & ladies and people with disabilities, but this will be done in conjunction with the ECFA Development team and in consultation with neighbouring clubs.

3.5Links with Wider Strategies

This section should start from a national perspective, move to regional and then to local. It must include the names of the strategies that the project supports and a short description of how it supports the strategy. At a national level all projects should link in to the Sport England target of 1% increase in participation annually as well as the FA’s National Game Strategy 2008-2012. You need to be able to demonstrate how you are linking in to these strategies within the development plan. Regional level may include the Sport England Regional Facilities Strategy as well as Countywide strategies, for example, the County FA Strategy 2008-2012. At a local level we would expect to see links to the local authority’s sports strategies as well as their open space strategies if they have them.
