Naval Safety Center Emergency Vehicle (EVOC)

Program Course Perquisites

To ensure adequate qualified EVOC instructors are available to conduct command emergency vehicle training as required by DOD INST 4500.36R, OPNAVINST 5100.12J and MCO5100.19F, the Naval Safety Center (NAVSAFECEN) EVOC Program certifications will be based on justifiable need for the region in accordance with the NAVSAFECENEVOC Program Manager.

Commands are encouraged to review their current EVOCinstructor's & operators for valid certification, prospective lossesand certification expiration dates.

The following NAVSAFECEN prerequisites apply to all individuals wishing to attend Emergency Vehicle Operator Courses of instruction:

MASTER INSTRUCTORS

Prerequisites:

  1. Must have assigned duties and responsibilities in emergency vehicle operations.
  2. Meet and all the requirements set out to be an EVOC instructor and have been an active instructor and in good standing for at least the past five years.
  3. Must be an E-5 or above, or civilian equivalent. Military personnel must have at least 24 months left to serve at current duty station. All candidates must provide a Command Endorsement letter setting forth the reason for recommendation and their related duties. It is highly recommended that this individual be in a federal civilian position.
  4. Military or civilian personnel candidates must show completion in either:

1)“Master Training Specialist” program; (Navy or USMC)

2)Have background in the Navy NEC 9502, USMC TECOM (M10XRG1), or the civilian equivalent instructor training program. (i.e. Department of Criminal Justice Services DCJS, Police Officers Standards of Training POST, National Fire Protection Association NFPA Instructor Level III, or College related Instructor Training Program)

3)Successful completion of the AAA-DIP eight hour MVTS program or other NAVSAFECEN approved driver improvement training course.

4)Successful completion of ORM training.

5)Additional knowledge, skills, and abilities in other driving related areas. (i.e.; AAA, NSC, DOT, NHTSA, etc.)

  1. Master Instructors will be required to teach or participate in at least one EVOC INSTRUCTOR course each year, or risk losing their certification.
  2. Master EVOC Instructors are only certified to teach at the command/region to which they are assigned unless authorized in advance by the NAVSAFECEN EVOCProgram Manager. Qualifications as an EVOC Master Instructor are not transferable and expire upon separation from DON.
  3. The NAVSAFECENEVOC Program Manager will routinely evaluate Master EVOC Instructors on their performance in order to maintain duties as a Master Instructor. This evaluation is to include: student teaching, application of Operational Risk Management (ORM) principles and Driving Range set up, testing and evaluation techniquesand program record keeping.
  4. Commands/Regions must be aware of and agree that program application and responsibility is regional and all efforts are to be made to coordinate and administer this program to the fullest extent. Cost of printing materials, producing CD's, and other support materials will be funded by the Master EVOC Instructor’s command/region.
  5. EVOC Master Instructors are authorized to teach all emergency services units (i.e. Police, Fire, EMS & EOD) and personnel required to either take the EVOC Instructors Course or the EVOC Basic Course.

INSTRUCTORS

Prerequisites:

  1. Have assigned responsibilities in emergency vehicle operation (Police, Fire, Crash and Rescue, EOD or Ambulance).
  2. Possess a valid (state, or host nation) drivers license for the class of vehicle they operate.
  3. Possess a valid U.S. Government Motor Vehicle Operator's Identification Card (OF 346) with the proper endorsements
  4. Complete the Physical Fitness Inquiry For Motor Vehicle Operators (OF-345)
  5. Have written command endorsement letter or recommendation to maintain certification.
  6. Maintain a satisfactory motor vehicle driving record. Each candidate must supply an original current copy of his/her state's driver license record.

1)A record is considered UNSAT if a major infraction is reported within the last five years. Major infractions include, but are not limited to, DUI, Reckless Driving, any license suspension, or revocation, or three or more moving violations. Or has had an at -fault mishap, within the last three years.

2)Instructors with UNSAT records are ineligible for certification and current instructors will a UNSAT record will not be re-certified.

  1. Instructors must be in good physical condition with no medical impairments and be able to perform certain tasks related to driving range set up, vehicle mechanical inspections and other related rigorous duties will not be re-certified.
  2. Instructors must not be under the influence of any alcohol or on any prescription medication that may effect their driving.
  3. Instructors will be required to prepare and teach back a lesson plan, conduct driving range setup, exercises, and evaluations. Complete homework assignments and successfully pass a final exam.
  4. All instructors must teach or participate in at least one Basic EV course each year, or risk losing their certification.
  5. Maintain records of courses taught and supply such records to COMNAVSAFECENEVOC program manager.
  6. Attend and successfully complete a NAVSAFECEN approved Instructor recertification program every three years.

OPERATORS

Prerequisites:

  1. Must have assigned responsibilities in emergency vehicle operation (Police, Fire, Crash and Rescue, EOD or Ambulance).
  2. Possess a valid (state, or host nation) drivers license for the class of vehicle they operate.
  3. Possess a valid U.S. Government Motor Vehicle Operator's Identification Card (OF-346) or equivalent with the proper endorsements
  4. Complete the Physical Fitness Inquiry For Motor Vehicle Operators (OF-345)
  5. Operators must be in good physical condition with no medical impairments to be able to perform certain tasks related vehicle mechanical inspection and other related rigorous duties. (OF-345)
  6. Operators must not be under the influence of any alcohol or on any prescription medication that may affect their driving.
  7. In order to ensure that basic emergency vehicle drivers maintain their skills at an acceptable level NAVSAFECEN requires all emergency vehicle drivers to participate in phase/in-service or refresher training, every three years, and successfully complete 24-hours of recertification training. This training should be scheduled throughout the year and consist of at least eight hours per FY, and be conducted by a qualified and current NAVSAFECEN EV Instructor.

Training will consist of:

1)Applicable state, local or host nation laws and regulations

2)DOD, OPNAV, NAVFAC, MCO or other applicable base instructions/policies

3)Safe operating practices to include selected range exercises

4)Operator vehicle inspection

5)Applicant must successfully pass a written test.

  1. The RECERT training does not necessary need to include having the driver/operator complete the entire driver skills set portion of the original EV course.
  2. Driver skill sets or required range exercises should be conducted when:
  3. Mishap data indicates an issue.
  4. New vehicles /apparatus are placed into service.
  5. Major changes to DoD or DON policy on emergency response guidelines.
  6. Changes in roadway configuration/design or gate access/egress to the command.

REMEDIAL TRAINING

  1. Any EV operator who is found at-fault in a motor vehicle mishap shall complete remedial EVOC training. Remedial training will be completed within 30 days from the date of mishap,
  2. Supervisors may also require personnel who demonstrate deficiencies in their driving habits or attitudes to complete remedial EVOC training.
  3. Remedial training is not a punitive action. It is used to reinforce positive skills, knowledge, and behavior.
