  1. Commercial Availability

The Working Group reviewed the document provided by Bob Richwine (see attached). Two separate views of commercial availability resulted from the discussion. Therefore, it was decided that Bob and Vince Micali each develop a brief draft write-up for inclusion in the notes or an appendix to the draft Standard. One sentence will be added to the Scope section of the draft Standard to indicate that the Standard is recognizing the need to address commercial availability. Bob and Vince will develop their write-ups and send to the Working Group members for review.

  1. Modifications of existing equations for analyzing combined cycle

Mike Curley led the discussion. It was decided that this issue would not be included in the draft Standard. This item is still under discussion relating to its consideration in the draft Standard. Murty Bhavaraju will review the initial documents that established this Working Group to determine if any further or additional action items may be required.

  1. FORd and EFORd Write-up Revision 6

The discussion primarily focused on Table 1 and the changes shown in red in the document provided by Murty. Based on the discussion, Murty will re-draft the wording in the table related to the boundary conditions and the effects on the terms of the equations or the final FORd/EFORd values. Gary Schuck and Chris Cordes were asked to review their respective implementations of the “divide-by-zero” rules and to provide a marked up version of Table 1 indicating how their implementations would also effect the terms of the equations and/or the resulting calculated values – Gary and Chris were asked to provide their results to the Working Group by November 10, 2003.

  1. Modifications of existing equations (Sections 7, 8 & 9 of the Standard)

Jim Lofe presented his write-up for Sections 7, 8 and 9 of the draft Standard. Sections 8 and 9 will be new sections to address pooling (i.e., hours-basis and megaWatt-hour-basis respectively).

The issue of pooling EFORd and the method for calculating the various terms of the equation for the pooled data set was again discussed. The method used by NERC is shown in Appendix F of the NERC GADS Data Reporting Instructions (Equation 57 in the attachment). As there is some concern regarding the exact methodology for calculating the pooled EFORd value, it was decided that Gary Schuck and Mike Curley would review their respective methodologies and report back to the Working Group by November 7, 2003.

  1. NERC Interpretation of Scheduled Extension

Mike Curley discussed the issue of Scheduled Extensions as used in the NERC GADS Data Reporting Instructions. No action items are required.

  1. Equations excluding events outside plant management control

Mike Curley discussed the list of proposed “external” cause codes and proposed equations. (See attached document)

Next two meetings are tentatively scheduled for:

  • Friday, December 12, 2003 at 9:00 AM EST
