MINUTES of aMEETING of the Silkstone Playing Fields Working Party (SPFWP) held on Thursday21st February 2008 at 6.30pm at Silkstone Lodge.

PRESENT:

RESOLVED to accept apologies from G Jones (SUFC u 11’s).

  1. DELARATIONS OF INTEREST

None

  1. MINUTES

RESOLVED to confirm the minutes of theJanuary 07 SPFWP meeting as a true and accurate record. The Chairman signed the minutes.

  1. CORRESPONDENCE

The Parish Clerk has received the third CCTV quote which will go to the Parish Council meeting on 3 March 08. A quote has also been received for the gas valve housing – further quotes are to be obtained and presented to Parish Council asap. A strimmer quote has been received and an order placed.

  1. ACCOUNTS

The Gas, Electric and Telephone have been transferred in to the Parish Council’s name. The Rates and Water are still to be transferred.

The finance files will be handed over to the Parish Clerk asap.

  1. GROUNDSMAN

It was noted that the grass has been cut early as requested.

RESOLVED that Darron Walker will arrange tractor training for anyone who is interested. Members of user groups to contact Darron Walker direct to register their interest.

  1. PAVILION MAINTENANCE/ALARM PROCEDURES

Colin Waring hours January – 6.5hours snagging, 25 hours maintenance and cleaning which included extra hours for mopping up changing rooms after flooding.

Cllr Stier updated members on the flooding which occurred in the ground floor changing rooms. Consultants have advised that this was due to surface water build up on the cricket field accessing the changing rooms over the top of the tanking due to high water table levels. The installation of additional drainage on the cricket field is to be investigated.

The Plumbing and Heating engineer will visit the Pavilion again in the Summer.

Break glass key boxes have been ordered for all fire exit doors.

RESOLVED to note that parts and keys have been delivered to repair the payphone.

  1. PAVILION BOOKINGS/HIRE

No Bookings have been received since the last meeting.

It was noted that the Rockin the Rec event planned for June will be part of the 2 villages festival. Publicity will be issued soon.

It was confirmed that Silkstone Parish Council are insured for private individuals using the pavilion community room. An hourly charge of £15 applies.

RESOLVED that the Clerk will update the Booking form.

  1. SILKSTONE RECREATION GROUND

The fields in trust presentation regarding the process for protecting the recreation ground in perpetuity will be later in the meeting.

The possibility of protective fencing along the football field banking to prevent accidents was discussed. This item will be discussed in detail at the next meeting and a solution agreed

RESOLVED that the protectective fencing be discussed at the next meeting.

FURTHER RESOLVED that Graham Wells will advise the next meeting of costs involved in planting bushes along the banking.

  1. HEALTH AND SAFETY

RESOLVED to note that an order has been placed with HiTek to carry out the installation of disabled toilet emergency alarms and to service the emergency lighting at the Pavilion.

  1. SILKSTONE COMMON RECREATION GROUND

Nothing further to report.

  1. ANY OTHER PLAYING FIELDS BUSINESS

RESOLVED to note that an order has been placed for a new strimmer.

RESOLVED to note that a No Tipping sign is to be erected at the back of the Co-op following a recent illegal tipping incident

RESOLVED to note that Simon Tucker has resigned from the Under 9’s, Glynn Jones will temporarily be the contact for this team until the end of the season.

RESOLVED to note that the floodlights are now working.

  1. FIELDS IN TRUST PRESENTATION

The meeting adjourned to hear the Fields in Trust presentation by Paul Allen. The Chairman introduced Paul Allen and the working party along with additional football representatives and 3 Parish Councillors heard the presentation which outlined the process for protecting the recreation ground in perpetuity.

Paul Allen issued the Clerk with a draft of the Deed of Dedication which is the legal document required for the protection to progress. A copy of this document will be issued to all members with the minutes.

RESOLVEDthat the working party request the Parish Council seek independent legal advice and report back to the working party about any problems with the document.

FURTHER RESOLVED that all 11 members of the user groups and 3 Parish Councillors present are in favour of the proposal to legally protect the recreation ground.

RESOLVED that CARE (Graham Wells) requests that the Parish Council arrange a meeting with representatives of CARE to discuss the possible legal protection of other open spaces in the Parish e.g. The Chestnuts and Orchard Wood.

  1. DATE OF NEXT MEETING – Monday14th April 08 at 8pm at the Silkstone Pavilion.
  1. FUTURE MEETINGS

RESOLVED that the next meetings of the working party are as follows

19 May 2008 AGM at 7pm at Silkstone Pavilion
