Ms. Rebecca Livengood made a motion to approve the minutes of the December 14, 2015, Regular Meeting of the City Planning Commission. Ms. Linda Henley seconded the motion. The motion passed unanimously.

Mr. James Trasher, from CHA Consulting, Inc. at 441 South Salina Street, spoke to the City Planning Commission about the proposal, which consists of combining three properties situated at 962 East Brighton Avenue and 571 East Seneca Turnpike and an abandoned portion of the 500 Block of East Seneca Turnpike, known as 565 East Seneca Turnpike, into one new Lot to facilitate the construction of a 7,200-square foot building with a restaurant and two retail spaces.

Two people spoke in favor of the proposal. Four people spoke in opposition to the proposal.

After further discussion and review, Ms. Linda Henley made a motion to approve the request with a negative SEQRA declaration. Ms. Rebecca Livengood seconded the motion. The motion passed unanimously.

Mr. James Trasher, from CHA Consulting, Inc. at 441 South Salina Street, spoke to the City Planning Commission about the proposal, which consists of establishing a Restaurant with drive-thru service in a 7,200-square foot building with two retail tenant spaces on property situated at 962 East Brighton Avenue and 571 East Seneca Turnpike and an abandoned portion of the 500 Block of East Seneca Turnpike, known as 565 East Seneca Turnpike.

Two people spoke in favor of the proposal. Four people spoke in opposition to the proposal.

After further discussion and review, Ms. Linda Henley made a motion to approve the request with a negative SEQRA declaration and with the condition that the applicant work with DPW to ensure a plan for safe pedestrian access is achieved. Ms. Rebecca Livengood seconded the motion. The motion passed unanimously.

No one spoke in favor of the proposal. Five people spoke in opposition to the proposal.

After further discussion and review, the Commission agreed to continue the Public Hearing pending receipt and review of additional information requested on December 14, 2015.
