Trustee Bradshaw, seconded by Trustee Granato, moved to approve the minutes of the Greater Salt Lake Municipal Services District meeting held on Tuesday, August 9, 2016. The motion passed unanimously, showing that all Trustees present voted “Aye.”

Citizen Public Input (4:24:15 PM)

Ms. Paulina Flint, Chair, Greater Salt Lake Municipal Services District (MSD) Advisory Board, spoke under “Citizen Public Input” regarding a draft organization chart of the MSD. The Utah statute noted on the chart should be 17B, not 17A. The Board of Directors needs to start hiring people in order for the district to be viable. The Municipal Services Fund was only intended for services in the unincorporated area and townships, not for General Fund uses. The Tort and Liability category needs to be transferred over to the MSD. The MSD is an entirely new world and her hope is that the advisory board will be able to give the MSD a healthy start.

Estimated 2017 Cost of Services (4:30:14 PM)

Mr. Rick Graham, Township & Metro Services Executive, Office of Township Services, reviewed the 2017 Cost of Services and Assets for the Municipal Services District (MSD). Under the interlocal agreement between the County and the MSD, the County is obligated to provide the district with an estimated cost of services for the following calendar year by September 1, 2016, and that was done. The district has no statutory requirement to adopt those numbers; they are for informational purposes only. The current fund balance is $7.3million, but that will be lower by the end of the year. The proposed numbers reflect a best case scenario. Those numbers will be trimmed during the upcoming budget process.

The interlocal agreement also states that the MSD needs to notify the County prior to October 1, 2016,that it wishes to continue to contract for County services for 2017. That letter will have to be dealt with at next week’s meeting.

Trustee Wilson stated the Council will have financial and legal questions during the budget sessions, and a more focused work session can be added to the schedule. The board needs to get more directly involved in pending action issues.

Mr. Graham stated a workshop would be very helpful. There is a lot of information to share and develop.

MSD Advisory Board’s Request for Information (4:39:54 PM)

Mr. Rick Graham, Township & Metro Services Executive, Office of Township Services, reviewed the following issues submitted by the MSD Advisory Board:

Organizational Chart

Mr. Graham reviewed a draft of the MSD organizational chart. The MSD board will consist of two County Council Members and one representative from each of the five Metro Townships. The County Mayor will serve as Chief Executive Officer. In addition to a District Manager and Assistant District Manager, the district will need to fill two statutorily required positions - a Fiscal Analyst/Treasurer, and Clerk/District Secretary. These positions can be filled by trustees or employees, but must be kept separate. The Clerk/District Secretary position is separate from the County Clerk responsibilities for providing support for public meetings and things like that. Legal counsel will also be part of the MSD administration. The Board of Trustees can assign and create other administrative positions that it feels is necessary.

Training for Future Elected Metro Township Council Members & MSD Board Members

Mr. Graham stated theOffice of Township Services is sponsoring two training sessions – one for Millcreek City candidates and another for all Metro Township candidates. This will introduce them to their role of managing County services and handling budgets. He would also like to arrange outside training for all the candidates sponsored by locally established municipal support organizations such as the Utah League of Cities and Towns and the Utah Association of Special Districts. Training should start in October and be completed prior to January 1, 2017.

Summary Report of Duties & Responsibilities of MSD Board Members

Mr. Graham stated under the interlocal agreement, the County is to provide on a quarterly basis an accounting of financial transactions relative to all the work that is being provided to the MSD. That has not been done. However, that report will be presented to the Council in October and will cover the past nine months of activity. That type of report would be very interesting and helpful to the MSD Advisory Board as well as the Council. He will commit to providing that type of information in the detail the advisory board is seeking.
