Measurement & Evaluation Planning Module

This module is intended to help you think through and align with your Program Officer on details regarding measurement and evaluation of your investment. It has three main sections that include questions about:

  1. Monitoring results described in the Results Tracker
  2. Planninganticipated evaluations
  3. Resources (financial, technical, and human) that you need for measurement and evaluation

You should begin working on this module after you have reached broad alignment with your Program Officer on the content in your Results Framework and Results Tracker. This module is intended to be revisited and refined over the course of your grant.

If you find that a question isnot relevant to your grant, please insert “N/A” or “Not Applicable”. If you do not have enough information or technical knowledge to answer some of the questions, work with your Program Officer to make a plan to revisit the questions at a later time. Your Program Officer may invite technical staff from the foundation to provide assistance in addressing your questions. Please contact your Program Officer or Program Coordinator if you need support on this module.

1. Monitoring Results
Does your organization already collect or have access to the indicator data listed in the Results Tracker?

  1. If YES, what systems and processes are in place to ensure the quality of the data?

  1. If NO, what systems and processes will you implementto collect the new indicator data? Will you collect the data yourself or from other sources? Please include any details relevant to ensuring that the data collection is high-quality and cost-effective.

2. Evaluation Planning
Does the investment include an evaluation? (Use the foundation’s evaluation policy as a reference when determining whether or not to include an evaluation with this investment and in guiding you to answer these questions.)

  1. What is the main purpose of the evaluation? How will the findings be used? (For example, will the findings be used to inform program decisions about how to improve execution, to advocate for policy or programmatic decisions by others about whether to scale or replicate a new or innovative effort, or to inform foundation strategy on what to do differently?)

  1. Who is the intended audience for the evaluation?

  1. Please list the main questions to be answered by the evaluation (an exhaustive list is not necessary). If applicable, describe how these questions build on existing evidence. Please also identify which outcomes from the Results Tracker, if any, will be measured through the evaluation.

  1. Describe the anticipated evaluation design or approach. (For example will the design include a counterfactual[1], will the design focus heavily on process data, will there be primary data collection, will the evaluation design assess organizational effectiveness?) Explain briefly why you chose this approach.

  1. Who will do the evaluation – will you do it internally or retain an independent evaluator? If the evaluation is independent, who will be responsible for commissioning the evaluation, you (the grantee/vendor) or the foundation?

  1. What are the respective roles for you (grantee/vendor), the Foundation PO, and any third party evaluator you anticipate contracting to conduct this evaluation (e.g. in evaluation design, review of findings and recommendations, etc.)?

  1. What is the dissemination plan for the evaluation results? How will key stakeholders be engaged so that the evidence is used? How will results be shared with a broader audience?

3. Resources
  1. Based on sections 1 and 2, please describe the resources (financial, technical, human)you need to effectively monitor resultsand/or implement an evaluation.
