Terms of Reference:
The main task of the Eurelectric and ebIX Liaison group is to investigate the possibilities of creating a harmonised retail market framework for the liberalized electricity market. In order to achieve this goal, business models have to be discussed and agreed upon jointly. EURELECTRIC will be responsible for dealing with the business issues and ebIX project teams will take care of the technical issues, such as description in UML (Unified Modelling Language).
· The Eurelectric and ebIX Liaison group will start with the switching process with focus on consumer relations.
· The ETSO, EFET and ebIX Harmonised role model will be used to solve issues in the Eurelectric switch model.
· The group will look into Core Components (CC), i.e. what kind of CCs should be prioritised for standardisation.
Work Program
The liaison group will meet 2 times before Mai 1st, 2007.
· The goal of these meetings is to come to a common understanding of the topics to be discussed, a planning thereof and the principles to be followed.
· Draft a first Eurelectric “best practices” (procedures) for Customer switching
· Creation of an example (prototype) for Customer switching model based on UMM (UN/CEFACT Modelling Methodology) and the ETSO, EFET and ebIX harmonised role model.
Meetings will take place at Eurelectric offices in Brussels. From Q2 of 2007 onwards the liaison group will meet regularly according to the needs.
Possible future extensions will be agreed spring 2007, e.g.:

· Identification issues
Liaison with other Bodies
Participants in the group will be from Eurelectric and ebIX.
If there is a common understanding between Eurelectric and Eurogas related to the Eurelectric switching model, also Eurogas will be invited to participate in the liaison group.
