Tournament Rules

ThetournamentshallbeplayedinaccordancewiththelawsofthegameasobservedbyFIFA.AnyrulingnotcoveredbyFIFAwillbeinaccordance withtheMissouriYouthSoccerAssociation(MYSA)andUnitedStatesYouthSoccerAssociation(USYSA)withthefollowingexceptions.

Player and Team Eligibility

•ThetournamentisopentocompetitiveselectteamsandallplayersmustberegisteredwithUSYSA,USCluborUSSSAandtheirrespective stateassociationsandhavecurrentplayerIDcardswithpicture.

•AllteamsfromoutsideofthestateofMissourimusthaveatravelpermissionformfromtheirstateassociation.

•Requireddocumentation:playercards(USYSA,USClub,USSSA),yourstateassociationapprovedguestplayerloanforms(ifapplicable), copiesofthestateorNationalAssociatedverifiedrosterandanotarizedcopy(ifapplicable)ofmedicalreleaseformforeachplayermustbe presented atregistration.

•TheLouFuszSoccerClubwillkeepacopyofthestateroster,guestformsandtravelpermits.Medicalreleaseformswillbereviewedand returned.

•ThistournamentwillfollowthenewlyimplementedU.S.Soccerguidelinespertainingtofieldrangesandrostersize.

•Teamrosterswillbecomprisedofnomorethan12playersfor7v7formatgames(U9andU10).

•Teamrosterswillbecomprisedofnomorethan16playersfor9v9formatgames(U11andU12).

•Teamrosterswillbecomprisedofnomorethan18playersfor11v11formatgames.TeamsplayingU-17throughU-20canroster22players butcanonlydress18playersforanygame.Some exceptions to this rule can be made with tournament director’s approval.

•Thereisamaximumofsix(6)guestplayersallowedperteam,buttherostersizestatedabovecannot beexceeded.

•Aplayermayplayforonlyoneteamduringthetournament. Exceptions to this rule must first be approved by the tournament director.

Electronic Check In

•Teamcheck-inprocessentailsminimaldocumentationtobegiventothetournamentcommitteeandrequirestheteamstohavetheother applicabledocumentationintheirpossessionduringthetournament.

•The required documents that are to be sent to the tournament committee and subsequently retained are noted below. All other documents/passesaretobeinthepossessionoftheteams.Eachteamwillbeaskedtosignandaffirmthattheyhaveallthenecessary documentsintheirpossessioninordertocomplywiththeMidwestCuptournamentrules,MissouriYouthSoccerAssociation(MYSA)rules, andUSYouthSoccerAssociation(USYSA)rules.

•Thefollowingitemsaretobescannedthenemailedtothetournament:

1.OfficialStateRoster

2.TravelPermit(ifapplicable)

3.GuestPlayerForms(ifapplicable)

4.Thesignedcheck-inform(downloadablefromtournamentwebsite)withallappropriateitemschecked.

•Ifteamsareunabletocompletetheelectronicpre-checkin,theyarerequiredtocheckinonsiteatthetournamentonehourpriortotheirfirst game.

•AftertheteamischeckedintheymustreporttotheirfieldandcheckinwiththeFieldMarshall20minutespriortogametimeforcardreview.

•Allidentificationcardswillbecollectedandreviewed,priortothegamebytheFieldMarshall.Cardswillbeheldduringthegameand returned after thegame.

Uniforms

•Allplayersexceptthegoalkeepermusthaveanumberedjerseythathasadifferentnumberfromallotherteamplayers.

•Theteamlistedfirstwillbeconsideredthe“hometeam”.

•Thehometeamshouldwearwhiteorlightcolors,andwillberequiredtochangejerseysincaseofacolorconflict(asdeterminedbythe referee).

•Hometeamswillberesponsibletosupplythegameball.

•Allequipmentshallbesubjecttothereferee’sapproval.

•Allfansmustsitontheoppositeofthefieldastheteams.

Substitutions

•UnlimitedsubstitutionsshallbeallowedinaccordancewithUSYSArules.

•Aplayerreceivinga“yellow”carddoesnothavetobesubstitutedfor.

•Nosubstitutionswillbeallowedforaplayerorderedfromthefieldbytherefereeformisconduct.

•Anyplayerorcoachwhoreceivesa“red”cardshallnotparticipateinthenextscheduledgame.

•Ejectionswillbereviewedbythetournamentofficials,whoreservetherighttolengthensuspensionsbasedonthenatureoftheoffense.

Scheduling

•SchedulingshallbethesoleresponsibilityoftheTournamentCommittee.

Game Format & Duration

In some cases ‘Trapped’playerswillbeallowedtoplaywithteams,1yearyounger,uptotheamountofplayersallowedinthetournamentguestplayer policy.

The Tournament Director may change the duration or length of games, subject to the following: a) inclement weather, b) delay from relocation

and/orreschedulingofanygames,c)maycancelanygamesinthepreliminaryroundswhichhavenobearingondecidinggroupwinners,d)may modifyrulesfortiebreaksduetoinclementweatherdelays.

Point System

The following point system will be used to determine winners within each division throughout preliminary games:

•6pointsforawin

•3pointsforatie

•0pointsforaloss

•1pointforeachgoal(3goalmaximum)

•1pointforashutout

•10 points maximum pergameTieBreakers

In the event of teams being tied in the preliminary round standings, the following procedure shall be used to determine the group winner:

1.Winner of head-to-headcompetition

2.Goaldifferential(3goalmaximumpergame)

3.Fewest goals allowed

4.Number of shutouts

5.Penalty kicks per FIFArules

Overtime Rules

•Therewillbenoovertimeperiodsforpreliminarygames.

•Intheeventofatieinsemi-finalorfinalgames(2)twofiveminuteovertimeperiodswillbeplayed.(Nogoldengoal).

•Ifstilltiedaftertheovertimeperiods,penaltykickswillbetakentodeterminethewinner.

Game Reports

•Thecenterrefereeandanofficialfromeachteammustsignthegamereport.

•Thegamereportwillbeusedforscoreverification.

Forfeits

•Anyteamthatfailstoreportforplaytenminutesafterthescheduledgametimeshallforfeitthegame(asdeterminedbythereferee).

•Anyteamthatabandonsagamepriortoitsconclusionshallforfeitthegame.

•Ateamthatforfeitsagameshallnotbeallowedtomoveoninplay.

•Theteamdeclaredawinnerbyforfeitshallbeawardedawinbythescoreof3-0.

Ejections

•Anyplayerorcoachejectedfromagamewillbeineligiblefortheteam’snextgame.

•Anyplayerorcoachejectedforfightingcanbesubjectedtoejectionfromtheremainderofthetournament.

•Player’sandcoach’scardswillberetainedbythetournamentdirectorandreturnedafterthesuspensionhasbeenserved.

Protests

•Protestsmaybemadeonlybythedesignatedcoach.

•Protestsmustbesubmittedinwritingandsubmittedinduplicatewith$100cashtotheTournamentDirector.

•Noprotestswillbeheardconcerningjudgmentcallsmadebyallreferees.

•AnyprotestconcerningeligibilitymustbemadepriortothestartofagamebynotifyingtheFieldMarshallandReferee.

•Allprotestsmustbemadewithin60minutesaftertheendofthegameinquestion.

•ProtestswillberuledonbytheTournamentCommitteebythestartoftheparticipants’nextgame.

•Theprotestfeeof$100isnotrefundableiftheprotestisnotupheld.

General Rules

•Trophypresentationforthe1stplaceteam.

•1stand2ndplaceteamswillreceiveindividualmedals.

•Bringingofpersonalalcoholicbeveragesontournamentfieldsorattournamentfacilitieswillnotbeallowed.

•Nowarmingupinthegoalmouths.

•Pleasekeepchildrenawayfromgoals.Noclimbingongoals.

•Nopetsallowedatthecomplexes.

Refund Policy

•EntryfeedeadlineisOctober27,2017.

•Teamswhichwithdrawafteracceptancewillforfeittheirentryfee.

•Completecancellationofthetournamentshallresultinarefundof75%ifnogamesareplayed.Ifteamsplay1game,therefundwillbe50% oftheentryfee.Iftheyplaytwogames,therefundwillbe25%.

•Travelcostsincurredbyteamsacceptedintothetournamentarenottheresponsibilityofthehostclub.

•Teamstravelattheirownrisk.

Weather Contingency

•Wewilldowhateverpossibletoplayallgamesasscheduled.Shouldtherainand/orlightningbesoseverethatwemustusethisweather contingency,theTournamentCommitteemayuseanyofthefollowingrulesattheirdiscretion:

• Preliminaryroundplaygameswillbeshortenedasdeemednecessary
• Ifraindoesnotpermittimetoshortengames,then11v11FIFAstylepenaltykickstodeterminepreliminaryroundgameswillbe used.Iftiedattheendof11shootersthenthesame11willshootinasudden-deathround.(7v7and9v9gameswillfollowthe sameformat)
• Semifinalsandfinalswillbeplayedatfulllengthifatallpossible.
