Rural Community Assistance Corporation (RCAC) provides training, technical and financial resources and advocacy so rural communities can realize their goals and visions, and become vibrant, healthy and enduring places. RCAC works in rural and Native communities across 13 western states. We deliver a broad range of community development services, including support to rural water and wastewater utilities, rural housing development and program assistance, and support in leadership and economic development. In addition, the RCAC loan fund finances community and economic development efforts.

Michael Carroll has been the Director of Lending and Housing for the past four years, and was the Director of Lending for five years before that; he participated on the Senior Leadership Team as well. He has accepted another position, and we are looking to either fill his current position or to hire two directors to replace him.

Lending and Housing Director

Provide overall leadership, vision and supervision for RCAC affordable housing programs; oversee and direct RCAC’s Loan Fund in its mission to provide low-cost financing for rural development projects; develop new products and help to secure funding for program operations and loan fund capitalization; work with the assistant directors and managers to lead and support their work and ensure that strategic plan outcomes are met. Represent the organization to borrowers, local partners, funders, investors and the communities we serve.

Housing Director

The Housing Director will provide overall leadership, vision and supervision for RCAC affordable housing programs; represent RCAC housing services throughout RCAC network.Major responsibilities include but are not limited to: supervise housing management staff; participate in strategic planning and program development; manage all program activity to ensure contract compliance and to meet the strategic plan outcomes; maintain strong relationships between RCAC and other housing organizations and clients; provide high quality technical support; ensure quality services; coordinate with Grants and Contracts Administration, Regional Managers and others in the corporation; market RCAC products and services.

Loan Fund Director

The Loan Fund Director will oversee and direct RCAC’s Loan Fund in its mission to provide low-cost financing for affordable housing and other rural development projects. Major responsibilities include, but are not limited to: originating loans; managing lending programs, activities and staff; developing new lending and other financing products or programs; serving as the CEO's liaison to the Board loan committee; coordinating and communication with individual clients or networks of clients and funding sources; participating in strategic planning, program development, and marketing RCAC programs, products and services; participating in establishing major economic objectives and policies for RCAC.
