FOR AN IMPLEMENTING PARTNER

PROVISION OF CARE FOR UNACCOMPANIED MINORS (UAM) REFUGEES AND ASYLUM SEEKERS IN MAKASSAR

A.  SERVICE PROGRAMMING CONTEXT

IOM is a leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental and non-governmental partners. IOM is committed to the principle that humane and orderly migration benefits migrants and society. IOM presence in Indonesia is based on the request of the Government of Republic of Indonesia to assist Directorate General of Immigration in implementing migrant care management.

As of May 2015, IOM Indonesia has recorded a total of 855 Unaccompanied Minors (UAMs) under its care. Unaccompanied Minors seeking asylum or holding refugee status, are entitled to special care, protection, and in principal, should not be kept in detention. Effective protection and assistance should be delivered to unaccompanied children in systematic, comprehensive and in an integrated manner.

In this regard, IOM seeks to engage with and support an Implementing Partner in providing care and assistance to UAMs refugees and asylum seekers.

B.  DURATION OF SERVICE

The duration of service is projected to be 1 (one) year with possibility of extension.

C.  LOCATION

All services will be carried out in Makassar, mostly inside the UAM Shelter and some activities outside of the shelter such as, but not limited to, recreational, community services, etc.

D.  SCOPE OF SERVICES

Sectors / Activities
Basic Needs
Defined as “item and service required for survival.” / Provision of items and services suitable to the developmental stage of UAMs, including:
1.  Daily dietary supplies
2.  Emergency medical assistance
3.  Regular monthly and quarterly supplies
Education
Defined as “the process of acquiring knowledge over systematic treatment.” / 1.  Assistance to access formal and/or non-formal education
2.  Provision of language training and other relevant educational trainings
Recreational
Defined as “any activity that creates the sense of fun and relax.” / Facilitation of activities under these sectors:
1.  Sports
2.  Arts
3.  Games
4.  Exhibitions
Vocational
Defined as “any skill acquirement relates to occupation or employment.” / Management of income-generating skills training that UAMs may utilize once resettled in a third country, such as knitting/sewing, handicraft, computer class, writing class, etc.
Social
Defined as “of relating to society.” / 1.  Organization of community service activities in order to encourage engagement between the UAMs with the local community in Makassar
2.  Training on social/interpersonal skills
Adult Transition
Defined as programs that will help UAMs to sucessfully transition into independent adults / 1.  Counseling
2.  Provision of life skills, e.g. communication skill, domestic skills (financial, cooking, cleaning, etc.), self-advocacy.

*activities not listed above may be proposed and discussed with IOM and DINSOS Kota Makassar.

E.  RESPONSIBILITIES

1.  Serve as a partner to the Department of Social Welfare in Makassar to undertake specialized assistance and care for the UAMs hosted at the Children’s facility such as, but not limited to: age and gender sensitive accommodation; clothing; hygiene items; individual care and counselling; medical assistance; psychosocial support; leisure activities adjusted to the age of the UAMs; access to formal and/or informal education and other basic needs for the duration of their stay after conducting an individual needs assessment for each UAM referred by the Directorate of Immigration.

2.  Ensure that the planned program activities are well implemented and provide DINSOS and IOM with suggestions for program improvement.

3.  Ensure that UAMs are provided with an adequate daily diet, commensurate with their age and any particular dietary/medical requirements.

4.  Establish and maintain Standard Operational Procedures on fire safety, vector control measures, security protocols, emergency inspection and evacuation, and urgent medical referral plans required by the local regulation and as agreed by IOM.

5.  Ensure regular maintenance inspections of dormitory and other facilities, including interior and exterior structures, water, electricity and other utilities, garbage disposal system and exterior structures of the Children’s Facility in coordination with the accommodation management.

6.  Repair and maintain all equipment and furniture, if, provided by IOM for use at the Children’s Shelter Facility to ensure that UAMs are provided with a safe and healthy living environment for the duration of their stay.

7.  Submit monthly narrative and financial reports to IOM in English and Bahasa versions.

8.  Ensure timely submission of original invoices and all documentation required for proper verification and reimbursement by IOM, and meet with IOM procurement and financial procedures.

9.  Attend joint monitoring with all parties and other related stakeholders held by DINSOS

10.  Establish 24/7 presence in the UAM shelter.

F.  QUALIFICATIONS

1.  A recognized legal institution/organization with clear organizational structure and adequate capacity in terms of staff, resources, and network to plan and facilitate the proposed activities.

2.  An institution/organization that has been established and conducted programs for at least 3 years.

3.  Previous experiences working within children/youth issues or other related programs.

4.  Previous experiences in partnerships with government agency and international organizations.

5.  Staffs hired within the organization/institution must not have criminal records especially those related to child/sexual abuse.

6.  English and/or farsi speaking staffs are an advantage.
