OVERVIEW OF THE POSITION

This position assists the Public Works Director in the overall direction and administration of the Public Works Department. The position characteristically performs duties requiring a broad knowledge of all operations of the Public Works Department in order to make decisions relative to operational and administrative matters.

The position has full technical responsibility for construction and maintenance activities of the Public Works Department and consults with the PWD on all matters pertaining to the department’s activities. The position utilizes the State statutes, the Washington State Dept. of Transportation standard specifications, the engineer’s handbook, professional engineering theories and principles in completing assignments.

This position is directly supervised by the Public Works Director.

RESPONSIBILITIES/DUTIES

Within general guidelines established by the Publc Works Director, plans, schedules and directs all work activities related to the construction or maintenance of public works facilities.

Exercises direct supervision over public works crew members

Assists PWD in preparation of yearly budget, annual road plans and six-year master street program

Makes such recommendations such as (but not limited to) projected construction of new roads, major repair or improvements of existing roads, purchase of new or replacement of equipment and vehicles, increases or decreases in staffing, and the apportionment of funds to various categories of work and operational support

Assists PWD in reviewing project plans and specifications for compliance with the design instruction and standard criteria

Attends pre-construction conferences, as needed, discussing project requirements with contractor

Meets with representatives of other agencies to coordinate City projects

Writes reports and conducts staff meetings as needed, in order to receive progress reports and give directions to public works crew

Supervises and participates in grading, patching, surfacing, graveling, sweeping, and flushing of streets and alleys

Directs the installation and repair of water mains, placing and joining cast iron pipe and attaching valve fittings to the pipe

Directs the maintenance and repair of sewers

Performs other job-related duties as required and/or directed

WORK SCHEDULE

This is an exempt position and is not covered by the Fair Labor Standard Act or Washington Minimum Wage Act overtime provisions. The normal work schedule is 40 hours per week, 8 hours per day, 5 days per week; exact schedule may be flexible, depending on work requirements. Time off may be approved if allowed by applicable policies covering illness, injury, or other personal emergency. An exempt employee is paid to perform a job, which may not necessarily be completed in a normal workweek. In recognition of the extra time demands, informal paid leave may be taken, as mutually agreed upon by the employee and the Public Works Director.

QUALIFICATIONS

Must have a high school diploma or equivalent GED

A four year degree in a technical field is preferred

Must have at least 5 years experience in public works with 3 years of progressively responsible supervisory experience

Must be able to obtain the Water Distribution Manager II, Wastewater Treatment Plant Operator III,Sewer collection Specialist II, certifications

Must obtain a first aid and CPR card within 6 months of hire

Must have a valid Washington State Driver’s license

Must be computer literate and have working knowledge of Office applications

Must have working knowledge of copiers, faxes and other business machines

PROBATIONARY PERIOD

In order to experience the full range of responsibilities and duties, the employee will serve a review and evaluation period of not less than 6 months and no more than 12 months, during which time the monthly pay for the position will be 88% of the base salary. The Public Works Director will establish exact duration of probationary period.
