General Description

The Mekong Partnership for the Environment (MPE) project presents a unique opportunity to broaden stakeholder engagement to achieve increased social and environmental soundness of regional development projects in the Lower Mekong Sub-region (LMS). This USAID-funded project will take a creative approach to advance informed dialogue among governments, banks and the private sector, and non-profit associations (NPAs) and communities. The scope and nature of MPE seeks greater engagement of diverse stakeholders including NPAs both horizontally (within countries and across borders) and vertically by increasing access to regional platforms, for example ASEAN, the Mekong River Commission (MRC), and the Asian Development Bank Greater Mekong Subregion (ADB/GMS) program.

The MPE Program Officer will work collaboratively with the core management team of the Mekong Partnership for the Environment (MPE) project, as well as relevant partner staff, to ensure the smooth and efficient planning, implementation, and monitoring of project activities. The MPE Program Officer also supports the administrative and technical support needs of the project.

Specific Duties and Responsibilities

  • Conducting research and providing inputs on the country and regional context, stakeholders, and issues related to large-scale development projects
  • Providing guidance and logistical assistance for planned in-country activities
  • Supporting capacity building efforts with local partners, including monitoring of subgrants and performance as required
  • Providing content for the project’s digital platforms in coordination with media team
  • Maintaining strong working relationships and coordinating with partner organizations, project stakeholders, and development partners
  • Attending meetings and forums relevant to MPE focus areas
  • Traveling to MPE regional offices and field locations to provide project support, as needed
  • Advising on MPE project’s technical and administrative issues, including the operational environment in Myanmar/Vietnam/Cambodia and mitigation of potential risks
  • Contributing to regular project monitoring performance reporting
  • Performing other related tasks as needed and assigned

Qualification & Requirements

  • Cambodian National only
  • University degree in political science, environmental management, resource economics, international development or relevant field
  • Minimum of 4 years of relevant experience (or equivalent)
  • Experience with Cambodian and/or regional non-profit associations, ASEAN, MRC, and/or ADB/GMS preferred
  • Ability to travel regularly and at short-notice
  • Strong interpersonal and intercultural communication skills
  • Strong written and spoken English
  • Comfortable working in sensitive environments
