Rationale for recommending this certificate, including need for it and its relation to college mission and Educational Master Plan: Gavilan College's 2015-2020 Strategic Plan, Strategy #1 states: "Optimize enrollment, course offerings, and services to reflect community needs and growth." With Goal #2 under that strategy stating: "Strengthen career programs …" and Goal #3 to "Increase course and program offerings, …". That is what the addition of the Real Estate program/certificate will do. The courses required for the individual wishing to take the California Real Estate Sales license exam are offered as a part of the curriculum for this Certificate of Proficiency. According to the U.S. Department of Labor, Bureau of Labor Statistics, "the employment of real estate sales agents is projected to grow 3% from 2014-2024, with that percentage improving as the real estate market improves." Population growth, which is happening within Gavilan College's district boundries will continueto stimulate the need for new real estate agents.
  1. Enrollment projection, and rationale for enrollment: 20 students. After many years of inactivity, the college's real estate courses were updated in the Fall of 2015 and the first course required for the Certificate of Proficiency, RE 160 - Real Estate Principles was offered this Spring 2016 semester with an enrollment of approximately 20. The second required course, RE 162 - Real Estate Practice will be offered in the Fall 2016 semester.

Catalog Description of the Certificate of Proficiency:

The Certificate of Proficiency in Real Estate provides the student with a thorough understanding of the California residential real estate market from a buyer's, seller's and real estate professional's perspective. Students completing the certificate meet the minimum requirements needed to take the California Real Estate Sales license examination.

Proficiency Outcomes: After completing this degree/certificate the student will be able to:

  • Explain how real property is described, acquired, appraised, financed, encumbered and leased.

  • Describe how title to real property is held in California.

  • Discuss the risks, returns, legal issues and ethical issues involved in the purchase, holding and sale of California real estate.

  • Qualify to take the California Real Estate licensing exam.
