INVITATION OF BIDS FOR PROVIDING HIRED CASH VAN SERVICES FOR CASH REMITTANCE

Sealed Tenders are invited from the Agencies/ Firms engaged in providing hired cash van for cash remittance services to Banks/ Financial Institutions. Tender documents can be downloaded from Bank’s web site or these are available from our Zonal Office Bhubaneswar between working hours from 10.00am to 5.00pm on week days and from 10.00am to 2.00pm on Saturdays. Venders are requested to submit sealed tender in envelope super scribed" TENDER FOR CASH VAN" and this envelope should contain two separate envelops super scribed as detailed below:-

ENVELOPE NO 1: Technical Bid . It will includeprofile of Company, list of clients, Proof of eligibility Criteria (as per annexure I). The acceptance of terms and conditions (as per annexure II)
ENVELOPE NO 2: Financial Bid / or Commercial Bid

The Sealed tenders should reach Zonal office ,3/1B, IRC Village, Nayapalli, Bhubaneswar-751015.

Bids will be opened on 31.01.2014 at 4.00 P.M. Bank reserves to reject any or all the bids without assigning any reason whatsoever.

TECHNICAL BID

Annexure-I

ELIGIBILITY CRITERIA OF VENDORS FOR PROVIDING

CUSTOMISED CASH VANS.

  1. Private Security Agency (PSA)/ Cash Van Providing Company (CVPC) providing Customized Cash Van (CCV) should have been in business for the last Three years as on 31.12.2013.
  2. PSA / CVPC should have a credible supervisory infrastructure and network for provision of CCVs as also for follow up with law enforcing agencies.
  3. PSA / CVPC should have a Certificate of Registration with Registrar of Companies or Registrar of Firms or have a letter of Proprietorship.
  4. PSA / CVPC should provide the latest Income Tax Assessment Order and PAN Number.
  5. PSA/ CVPC should provide the latest Audited Balance sheet.
  6. PSA /CVPC should pay the wages as per the State labour Act.
  7. PSA/ CVPC should be registered under the appropriate authority for service tax.
  8. Due weight age to be given to PSA / CVPC providing above services to PSBs and PSUs. (Proof of all the 08 eligibility criterion as mentioned above is required to be submitted along-with)

Annexture-II

TERMS AND CONDITIONS OF THE CONTRACT TO BE ENTERED IF QUALIFIED

1. The distance will be calculated from Nodal Branch office/Currency Chest or the Initial

reporting Point to place of work only. Distance covered from PSA’s / CVPC depot or overnight parking place to the Initial reporting Point will not be included. Similarly, any mileage spent for repairs etc or any other work not assigned by the Controlling/Designated Officer of the Bank will be EXCLUDED. A proper log will be maintained for each CCV. Each page will be initialed by the driver of PSA and designated officers of BO DAILY. Monthly summary will be signed by the Branch Incumbent and Authorised Officer of Agency and presented to the Paying authority along with the Bill presented by the Agency.

2. No extra mileage or additional working hours (i.e. beyond 200 hrs per month) is permitted except with the prior and written sanction of the Branch Incumbent. Delays on account of breakdowns or work assigned by the vendor will be EXCLUDED while working out the total hours done. Time of reporting and time of dispersal will be recorded daily and initialed by the Designated Official of the BO.

3. Payment will be made by the Bank within 7 working days of the presentation of the Bill. There will be no enhancement in rates/charges during the above period. No other charges shall be payable to the Agency, except the agreed amount.

4. The Agency shall ensure that the CCVs shall be placed at the time and place appointed by the

First Party fully equipped and fit to perform duties. Timings and place will be laid down in the

approved letter.

5. The Agency will ensure that the driver of the CCV and will be properly verified by the

local police. He should carry identity card issued by the Agency and wear prescribed uniform.

7. Rates include all taxes, levies, cell phone charges, fuel charges etc to the paid to the Govt. or

any other bodies or drivers or guards provided with CCV. However bank will pay for Toll Tax,

Parking charges and service tax as applicable.

8. Only the type of vehicle listed below will be provided after the approval of branch incumbent.

There will be no variation. A clear cut notice of 30 days will be provided by the first party for the

supply of new vehicle, these may be:-

12. Vehicle provided should meet the following criteria:-

a. Comprehensive insurance of CCV against all risks must be available. Vehicle must be

roadworthy. The armed guards provided will be from DGR sponsored Agency.

b. It should not be more than 3 years old on the date of commencement/renewal of the

agreement.

c. Adequate space for keeping maximum currency with two guards with weapons to sit in the

back portion.

d. Vehicle should contain adequate fuel and be available at minimum notice during working

hours of the bank.

e. All glass panes and wind screen should be covered with iron grill or wire mesh.

f. All doors should have double locks i.e. one from inside and other from outside g. Alarm

system with siren should be fitted with activation points with guard, driver and rear cabin

h. Adequate arrangements of chaining of cash boxes to the body of the vehicle.

i. Cash Van should be provided with a functional cellular/ mobile phone.

j. CCV should have a secure partition between driver cabin and cash box area.

k. CCV should have adequate portholes for observation and use of weapons by guards.

l. CCV should have anti theft/burglary central locking system for side and rear doors with auto

cut-off (as in case of cars).

m. Easy maneuverability in narrow lanes and congested areas, where applicable.

n. All essential features of an efficient vehicle requiring minimum maintenance and providing

maximum driving and riding comfort.

(o) Should conform to local laws stipulated by transport department and other government

bodies as well as pollution norms.

13. The Agency shall ensure that no familiarity develops between drivers, guards and the First Party staff. Further, the Agency shall ensure that the driver do not indulge in any activities including transactions, which may tarnish the image of the First Party.

14. The Agency shall ensure that at no point of time during the prescribed duty hours, driver will leave his place of duty. The Agency shall arrange to send a relief wherever the regular

driver(s) is (are) absent or on leave.

15. The Agency shall provide a “Checking Register” with each CCV site for the purpose of

checking carried out by the Agency and First Party authorities.

16. The Agency shall be liable to pay the salary as per the Minimum Wages Act of the Centre

and will discharge all obligations under various Labour Laws viz EPF Act, ESI Act, Gratuity, Bonus Act, Workmen’s Compensation Act, Contract Labour (Regulation & Abolition Act) etc or under any other State/Union Legislation in respect of staff engaged by the Agency. The Agency shall comply with all the provisions of laws of the land applicable while providing CCVs to the First Party.

17. The Agency shall take full responsibility of all acts of commission and/or omissions by their

drivers and will meet all liabilities arising out of such situations. The Agency will change

the driver immediately on instructions from the First Party if the performance of a particular driver is not acceptable or found physically/medically unfit and decision of the First Party is final in this regard.

18. Neither the Agency nor any of their drivers will have any claim against the First Party for any liability arising out of any commission/omissions caused by the driver while on duty except the hiring charges payable to the Agency as stated under item No.1 above.

19. In return for a fixed sum/rates, the Agency will at its own risk and cost provide services of

CCVs as per the requirement of the First Party purely on contractual basis.

20. The Agency shall be absolutely responsible for the payment of salary, all other statutory

obligations for drivers (or their dependents) employed on account of salary/wages, bonus,

arrears, employment, termination benefit, compensation or other claim whatsoever and the First

Party has no connection in relation to such matters.

21. In case of any mishap sustained by the driver of whatsoever nature (minor/major/fatal

including death during the course of their duty) the responsibility of granting compensation, if

any, on that count will be that of the Agency and not of the First Party.

22. If for any reason, compensations, costs etc, are paid by the First Party, the same shall be

reimbursed by the Agency to First Party without any demur, including interest at ruling rate till

settlement.

23. In the event of theft, robbery, dacoity or pilferage of the First Party’s property or materials,

the Agency shall actively assist the First Party for the investigation of the case and if negligence/collusion of Driver is established, such loss due to theft etc is to be made good by the

PSA.

24. In case of any property loss/injury to any one of First Party staff due to negligence of the

Agency Driver or due to dereliction of duty or inattentiveness or negligence of the driver all

liabilities arising out of such incident will be fully met by the Agency.

25. For verification of antecedent of all drivers, a system should be in place for which

an undertaking should be forwarded by the Agency for the First Party’s record.

26. The Agency shall furnish the names and permanent and local addresses of the drivers posted at First Party’s premises from time to time along with their latest photographs, thumb impression and signatures.

27. The Agency shall furnish the proof of having paid the wages to the driver(s) engaged by them, within one week of the disbursement of wages to them.

28. This Agreement with the Agency can be terminated at the discretion of the First Party at one

month’s notice without stating any reasons.

29. The Agency shall take and service the policy of fidelity insurance in respect of drivers provided at its own cost and furnish a copy to the Bank.

I hereby agree that I have understood all the terms and conditions as mentioned above and ready to enter in the contract as per the terms and conditions if qualified.

OTHER TERMS AND CONDITIONS

1. Only Service Tax and toll tax as applicable will be borne by the bank.

2. Extra mileage beyond block rate shall be calculated and billed on quarterly

basis.

3. Wherever required parking will be paid by the bank.

4. Mobile phone will be provided to the driver of each CCV by the vendor and

all the expenses in this aspect will be borne by the Vendor.
