To All Interested Vendors:

The Department of Administration, State Procurement Bureau, is considering a request from the Health Care and Benefits Division (HCBD) to award a Sole Source contract to Reliant Behavioral Health. The services include providing a stress management coaching/mentoring pilot program. The determination of this Sole Source contract is based on the following requirements:

  1. Provide services up to 10 selected individuals employed by the Department of Corrections, Montana State Prison.
  1. The purpose of the program is to help individuals learn to respond to stressors in health ways to prevent and eliminate barriers to healthy and production living.
  1. The program will be delivered by phone or secure face-to-face video consultations. In addition, interactive tools and resources will be made available, as appropriate, to help individuals track and reach personal goals while staying connected to their coaches.
  1. Doctoral-level clinicians experienced at working with complex conditions will provide all coaching and mentoring services.
  1. In general, the program involves the following key elements:
  • Participation – voluntary or referred;
  • Incentives – earned intermittently throughout participation to maintain motivation;
  • Initial assessment – to identify stress management skills and responses and develop a customized plan;
  • Coaching (mentoring) – approximately eight to 12 sessions (about six months on average);
  • Interactive support – tools for tracking progress, setting goals, building and practicing stress management skills, and improving relationships;
  • Post-assessment – to determine outcomes (the change in stress management skills);
  • Reporting – participation, utilization, and outcomes reporting for the State (no individual data will be provided to ensure confidentiality to participants); and
  • Tune-ups – free turn-ups for past participants as needed.
  1. This pilot program will be for approximately six-months. If the pilot is successful HCBD may consider adding it to the Benefit Plan through a competitive process.
  1. The cost of this pilot program is $5,000 ($500 per individual) plus $2,000 for incentives ($200 per individual), for a total not to exceed $7,000.

The State Procurement Bureau will accept written comments from potential vendors who believe they have the ability to provide these services. This is not a request for competitive proposals. Vendors interested in providing these services to the State of Montana are invited to provide a detailed description of their company, experiences and available services. Written comments must be received by 2:00 p.m. Mountain Time, Thursday, September 25, 2014. Responses to this notice must be addressed to:

A determination by the State not to compete this proposed contract based upon responses to this notice is solely within the discretion of the State. If evidence presented reveals that more than one source is available to perform the contract, the State may issue a competitive solicitation. If no evidence is presented in the timeframe specified, the State may proceed to award a contract to Reliant Behavioral Health.
