AAA Contacting E15 Retailers

Most of you have heard of the efforts by AAA asking the Environmental Protection Agency (EPA) to postpone sales of E15 in the media this week, along with RFA’s rebuttal. What you might not know is that AAA is now contacting the individual retailers offering E15, likely using our website for locating them. Here is the body of the letter being sent by AAA, this one received today:

E15 at Retail – Not All the Same

Due to many concerns and challenges, more retailers are offering E15 to just flex-fuel vehicles (FFVs) than to 2001 and newer vehicles. The retailers have several reasons for this decision:

• Many are awaiting approval of their MMP adoption. The EPA is still debating the four gallon minimum purchase transaction requirement and has chosen not to approve any new requests since late August. Some of these requests for approval are on single hose configurations where E15 will not be dispensed from the same hose as other products, yet the delay has still happened. RFA remains engaged with EPA in hopes of resolving this issue with additional retailer options so that these approvals can be granted and more E15 can be dispensed soon. • Another reason retailers are opting for the other direction is the summer volatility issue, which is unresolved. Retailers know that they can sell E15 to FFVs year round without having to adjust labeling or other fuels. Until the one pound waiver issue is resolved (waiver is extended to E15 or revoked for E10), little change in opinion is expected. • Another reason is equipment configurations. Retailers are still getting bad advice from equipment suppliers. RFA was involved with one retailer during the ordering of its equipment, and yet the order was changed due to advice from its equipment supplier. The equipment that was ultimately ordered precludes E15 from being sold as part of the waiver due to hose configuration and E15 being on the flex-fuel side. • E15 is also being sold in areas where state-level approval has not happened, yet E15 to FFVs is still allowed.
