AHOUSE RESOLUTION

TO HONOR SYLVESTER DAUGHTRY, JR., EXECUTIVE DIRECTOR OF THE COMMISSION ON ACCREDITATION FOR LAW ENFORCEMENT AGENCIES, INC., FOR HIS MANY YEARS OF DEDICATED SERVICEAND LEADERSHIP TO THE PUBLIC SAFETY COMMUNITY, BOTH LOCAL AND INTERNATIONAL, TO CONGRATULATE HIM ON THE OCCASION OF HIS RETIREMENT, AND TO WISH HIM MUCH SUCCESS AND FULFILLMENT IN ALL HIS FUTURE ENDEAVORS.

Whereas, having served the public safety community with excellence for many years, Sylvester Daughtry, Jr., executive director of the Commission on Accreditation for Law Enforcement Agencies, Inc., will soon be leaving the post he has filled with such distinction to enjoy retirement; and

Whereas, born the son of Sylvester Daughtry, Sr., and Blanche Daughtry, the young Syl grew up in Newton Grove, North Carolina, in a large family; and

Whereas, in preparation for his career, he earned a bachelor’s degree in history from North Carolina A&T State University. Mr. Daughtry is also a graduate of the one hundred fortyfifth session of the FBI National Academy and the eighteenth session of the FBI National Executive Institute. A life member of the International Association of Chiefs of Police, he served the organization as president (19931994). Other professional commitments include memberships with the Police Executive Research Forum and National Organization of Black Law Enforcement Executives; and

Whereas, Mr. Daughtry, an experienced manager and leader in the law enforcement profession, served for eleven years as chief of police for the sixhundredmember Greensboro (North Carolina) Police Department before retiring in January 1998. He dedicated twentynine years to Greensboro law enforcement, beginning as a patrol officer and working his way up through the ranks; and

Whereas, appointed to serve with CALEA in 1990, Mr. Daughtry was elected its chair in 1996. During his tenure in that office, he brought his unique brand of wisdom and leadership to the improvement of law enforcement and guided the organization through some of its most difficult years to the position of prominence it enjoys today. On January 1, 1999, he was appointed CALEA’s executive director; and

Whereas, Syl Daughtry is the recipient of numerous honors and awards, one of the most noteworthy being the prestigious William French Smith Award, presented by the United States Attorney General for outstanding contributions to cooperative law enforcement; and

Whereas, at home, Syl Daughtry and his dear wife, Millicent Daughtry, parented two fine children, Sean and Maya, who havegiven their parents the joy of five grandchildren; and

Whereas, grateful for Mr. Daughtry’scommitment to excellence, the House of Representativestakes great pleasure in recognizing his many years of service. The members wish him well as he enters retirement and trust he will find much enjoyment in the more leisurely pace of the days ahead. Now, therefore,

Be it resolved by the House of Representatives:

That the members of the South Carolina House of Representatives, by this resolution, honor Sylvester Daughtry, Jr., executive director of the Commission on Accreditation for Law Enforcement Agencies, Inc., for his many years of dedicated service and leadership to the public safety community, both local and international, congratulate him on the occasion of his retirement, and wish him much success and fulfillment in all his future endeavors.

Be it further resolved that a copy of this resolution be presented to Sylvester Daughtry, Jr.
