The Position

The HR Systems, Compliance and Reporting Officer will undertake administrative functions relating to the Empower Human Resource Management Information System (HRMIS) used by AHL to ensure delivery of efficient and effective payroll services to AHL employees. The successful candidate will also assist with the more advanced payroll tasks, including assessment and processing of complex leave and final entitlements and the provision of information to management.

The HR Systems, Compliance and Reporting Officer will be required to apply detailed knowledge and understanding of Australian Public Service (APS) payroll matters, including employee entitlements and conditions of service.

AHL uses the Empower HRMIS. It is highly desirable that candidates have demonstrated experience using a similar HRMIS, such as SAP, Aurion or Chris21.

Duties and Responsibilities:
1 / Payroll Processing and Compliance – process fortnightly payrolls and undertake processing-related compliance activities. This includes but is not limited to data entry checking, ensuring that personnel delegations are being applied appropriately and that employee entitlements are being processed in accordance with the AHL Enterprise Agreement and other applicable legislation.
2 / Payroll reporting – generate and distribute fortnightly payroll reports, along with ad-hoc reports for AHL management, as required.
3 / Statistical reporting – prepare and analyse statistical data to support internal and legislative reporting requirements. This may include monthly and annual APS Employment Database returns, Australian Bureau of Statistics surveys, Workers’ Compensation premium data, data reporting for the AHL Annual Report and the State of the Service Report and the APS Remuneration Survey.
4 / Superannuation – review fortnightly & monthly superannuation payments to ensure contributions are balanced and correctly reported. Take appropriate action with respect to superannuation refunds.
5 / Systems administration - assist with the administration of AHL’s Empower Human Resource Management Information System, (HRMIS), including processing of fortnightly payrolls and day-to-day management of related security profiles for the Payroll and ESS (Employee Self Service) modules.
6 / Documentation - assist with the development, review, update and distribution of procedural documents etc., which support AHL’s use of its Empower HRMIS.
7 / Liaise with AHL senior management, as well as other internal divisions and sections and external agencies, as required, with regard to HRMIS compliance and reporting matters.

Selection Criteria
All criteria will be assessed in relation to the ability of candidates to perform in accordance with the APS Values and Code of Conduct, the social justice principles of equity and workplace diversity, and occupational health and safety in the workplace.
1 / RELEVANT EXPERIENCE
To have gained, from personal experience, an understanding of issues affecting Aboriginal and Torres Strait Islander people, including their culture and the diversity of their circumstances. The ability to communicate effectively and sensitively with Aboriginal and Torres Strait Islander people is also required.
2 / Demonstrated experience and knowledge of payroll administration and the application of legislation relating to employment, pay conditions and entitlements.
4 / Knowledge of superannuation and experience in the application of scheme legislation and scheme rules.
5 / Sound analytical, numeracy and financial skills, including the ability to interpret and provide advice on entitlements, legislation and policy.
6 / Well-developed administration skills, with a high level of attention to detail.
Essential
Technical Skills / Demonstrated high level experience in the operation of a contemporary HRMIS such as Empower, as well as word processing and spreadsheet software.

Hold Australian citizenship;

Satisfactory National Criminal History Check;

Satisfactory Medical Assessment; and

Satisfactorily complete a Probation period.
