Hazard Mitigation Grant Program (HMGP) available statewide for both planning grants and project grants.
Dec. 1 – 17, 2007 / Severe Storms and Floods Incident Period.
Dec. 8 – 9, 2007 / President Bush declares disaster in initial counties.
Dec. 2007 – Jan. 2008 / Applicant briefings for Hazard Mitigation Grant Program conducted in declared counties.
Jan. 7, 2008 / Letters of Intent, program information and timeline – Emailed to ALLCounty and City Emergency Management Offices, Tribal Emergency Managers, State Agencies, Association of Washington Cities, and Washington Association of Counties.

Jan. 31, 2008, 5 p.m.
New Plan LOI Deadline / Letters of Intent from Counties and Indian Tribes pursuing funds for initial hazard mitigation plans must be submitted to and received by State EMD via fax, email, or postal mail. Late LOIs will not be considered. Planning application packets will be mailed by Tuesday, February 5, 2008.
Feb. 29, 2008, 5 p.m. / Letters of Intent for projects and revised hazard mitigation plans must be submitted to and received by State EMD via fax, email, or postal mail. Late LOIs will not be considered.
March 10, 2008 / Application packets mailed to eligible applicants for mitigation construction projects and/or revised hazard mitigation plans and made available on the EMD web site.
March 31, 2008, 5 p.m.
New Plan App. Deadline / New plan applications must be submitted to and received by State EMD (one hard copy, one electronic copy). Late applications will not be considered.
March – June 2008 / Technical andapplication development assistancescheduled at the written request of the applicant(not applicant’s consultant), as time allows.
Draft application reviews requested by the applicant (not applicant’s consultant), as time allows.
July 1, 2007 – June 20, 2008 / Minimum of two public notices and two public meetings must occur during this timeframe for project applications to meet program eligibility; only one public notice/public meeting required for plan applications. One public notice and one public meeting must occur after Dec. 1, 2007.
June 20, 2008 / Last day acceptable for initial public involvement (the second set of public notices and meetings must be completed by this date for the application to be considered eligible).
June 30, 2008, 5 p.m. / Applications must be submitted to and received by State EMD (one hard copy, one electronic copy). Late applications will not be considered.
All jurisdictions applying for HMGP project funds must have an adopted, FEMA-approved hazard mitigation plan prior to application deadline (June 30, 2008). No approved plan means project grant application will not be accepted.
July – Sept. 2008 / Applications reviewed for completeness and cost-effectiveness by EMD staff. Eligible applications sent to review committee for prioritization and funding recommendation.
Dec. 8, 2008 / Deadline for State to forward prioritized list of HMGP applications to FEMA for funding consideration, and environmental and historic preservation reviews.
Prior to Funding Approval / Necessary permits and the State Environmental Policy Act checklist are required. FEMA review for eligibility occurs within the first few months following application receipt. Applications that are recommended to FEMA for final review and funding approval might have from 4 to 18 months to prepare permits and SEPA checklist.
Recommended applicants must be ready to begin the project within 30 days of a signed grant agreement. Note that if there are time constraints on projects due to environmental issues, these should be identified in the grant application (e.g., jurisdiction wanted to begin construction in May, but the award timing would not allow for the competitive bid announcements and obtaining of permits to fit the exact dates of the project).
