NOTE: The content of this manual details the requirements and guidelines for F&E Ground Services LLC’s GSE Maintenance Operation.

PREFACE

These procedures are in place as guidelines for our GSE Maintenance services, while most situations are covered, managers and/or supervisors on duty have a requirement to use best judgment while operating any GSEequipment and should always keep safety in mind. Due to the hazardous conditions we encounter while working on the aircraft ramp environment; All Staff while on duty must stay alert, recognize situations that may require modification, to insure safe operation of equipment and are allowed, at their discretion, to modify these procedures to fit specific operational needs that may not have been described in this manual.

F&E Ground Services at its option, may add, change, delete, suspend, or discontinue parts of this manual in its entirety, at any time.

Manual Authority

The Ground Support Equipment Manager is responsible for the implementation of the procedures associated with this guide. The Ground Support Equipment Manager with oversight by the Director Ground Operations has the authority to establish and modify the policies, procedures, instructions, and information associated with this guide.

Distribution and Availability

The Ground Support Equipment Manual will be made available through the company website and electronically to the stations.

1Ground Support EquipmentMaintenance

1.1General

This manual will provide a single source for FEAM Ground Support Equipment and Asset management procedures.

1.1.1Objective

The objective of this document is to establish procedures to effectively manage and maintain a fleet of GSE Equipment. To properly manage a fleet, a program for maintaining the overall condition of the equipment is necessary. The primary purpose of such a program is to ensure safe, efficient vehicle performance and lengthened life span. The benefits of a vehicle maintenance program include:

a.Decrease inDowntime

i.Preventative maintenance reduces interruptions to production caused bybreakdowns.

b.AccidentReduction

i.Proper vehicle maintenance can reduce accidents caused by faulty brakes, tires, steering, and other majorcomponents.

c.OperatorMorale

i.When vehicles are kept in top condition, operators are more likely to handle the equipment withcare.

1.2FEAM Mainline Motor Vehicle and Equipment Maintenance ServiceTypes

a.On Demand Equipment Maintenance – UnscheduledService

  1. Critical component parts which impact the safe operation of the vehicle must always be maintained. They include items such as brakes, tires, steering components, lights, mirrors, windshields, windows, wipers, seats andhorn.

b.Preventative Maintenance (PM) – Scheduled Service

  1. To maintain the safety and dependability of the vehicle, it is essential that periodic inspections, maintenance and service beperformed.

1.3Out Station Contract Service Provider (CSP)

There will be occasions for smaller out stations in which a local vendor is needed for repairs. After reporting a repair and it is determined by the Ground Support Equipment Manager that the repair will need to be completed by a local vendor. The requisition and invoice will serve as the work order documentation to be kept on file at the station location and with the Ground Support Equipment Manager.

The Contract Service Provider (CSP will be a bonded, reliable and reputable shop) maintains GSE or Asset as specified by the manufacturer to assure operational reliability and performance, as specified by the manufacturer. The GSE Station Manager responsible for the outstation CSP will ensure the equipment is properly taken care of by:

a.Ensurecurrent contractualobligationsarefollowed.

b.Ensure proper manuals are on hand or available

c.Ensure proper documentation of GSE or Asset and corrective repairs are on file and accurate at the responsible station.

d.Ensure a separate work order is opened for each GSE or Asset unit

e.Ensure adequate parts and supplies are on hand or readily available to support the maintenanceneeds.

f.Ensure all GSE or Asset are in safe working order

2Responsibilities, Duties and Authority

2.1FEAM Ground Services Org Chart

2.2FEAM Director Ground OperationsExempt/Non-DOT

2.2.1Responsibilities and Duties

The Director Ground Operations reports to the President on the operations of all ground services departments. The Director Ground Operations for FEAM Ground Services is responsible for all safety, regulatory, business development and operational concerns and will be the primary point of contact for all regulatory agencies with oversight of FEAM Ground Services Operations. In the Absence of the Director Ground Operations the Ground Operations Manager will assume the responsibilities of the Director Ground Operations. The delegation will be in writing. The Director Ground Operations is responsible for:

  1. Works on the development of all FEAM Ground business, meeting customers and preparing proposal and contracts.
  2. Develops Ground Services procedures and training for all areas of the operation ensuring compliance with all regulatory agencies and promoting a safe operation.
  3. Works with Senior Management to coordinate the direction and development of Ground Services and other areas of FEAM operations as needed.
  4. Ensures proper supervision and staffing levels of all departments and services.
  5. Assures proper and timely billing and accounting for Ground Operations Services and working with the CFO works to ensure profitability.
  6. Ensures customer satisfaction with services from Ground handling, Deicing, Warehousing and GSE services.
  7. Responsible for ensuring all departments are audit ready and current with required procedures and training.
  8. Assists subordinate managers and supervisors professional development and with following proper work procedures and practices.
  9. Ensuring proper facilities and equipment are available and maintained for a safe and reliable operation.
  10. Performs audits and periodic checks of the operation to ensure compliance with procedures and practices.

NOTE: The Director Ground Operations may delegate all duties to qualified assistants as necessary. However, such delegation does not relieve the Director Ground Operations of the overall responsibilities.

2.3FEAM GSE Fleet Manager

2.3.1Responsibility and Duties

The Ground Support Equipment Fleet Manager is responsible for the operational oversight and performance of the FEAM GSE department.

Purchase or lease all GSE orassets

Contract writing andrevisions

Ensure fiscal responsibility of operatingbudgets

Asset inventory, asset movement and reassignment to differentlocations

Retirement of GSE orassets

Approval of cost over and above the scope ofthe contract

DetermineoverhaulorrefurbishmentofGSEorAssetsexceeding$1000.00

Auditing of CSP invoicing foraccuracy

ForwardingmonthlyinvoicinganddocumentationtotheAccounts Payabledepartment

Documentation to meet the finance departmentneeds

Arrange travel for CSP mechanics for sitevisits

EnsuretheCSPisoperatingaccordingtothemostcurrentcontractualagreement

Ensure all equipment is being maintained per PM schedule and corrective repairs are made as needed to assure operational reliability andperformance

Ensure the CSP maintains accurate records of maintenance in respective files to provide along with the invoicing forauditing

Ensure work orders are recorded in the FEAM Ground Services GSEprogram

2.3.2Authority

The Station Manager is responsible for the overall operational health of the GSE or Asset assigned to their station. The Station Manager must:

2.5FEAM GSE Supervisor Exempt/Non-DOT

2.4.1 Responsibility and Duties

In the absence of a FEAM GSE Station Manager, the FEAM GSE Supervisor is responsible for the overall operational health of the GSE or Asset assigned to their station. The FEAM GSE Supervisor must:

Ensure completion of the GSE-F1 (Daily Maintenance Log) on all GSE or Asset beforeoperating.

EnsurethecompletedGSE-F1form(DailyMaintenanceLog)isreceivedweeklybytheManagerofGroundOperationsSupportasinstructedontheform.

EnsureproperreportingofcorrectivemaintenanceneedstotheCSPbycompletionoftheGSE-F2 form(GSEDailyStatusDocument)eachdayandsenttotheCSPtoreportanycorrectiverepairs thatareneeded.

Ensure availability of equipment to the CSP for completion of scheduled preventative maintenance and correctivemaintenance.

2.6FEAM GSE LeadNon-Exempt/Non-DOT

2.6.1Responsibilities and Duties

The GSE Lead reports to the GSE Supervisor, and is responsible for the assisting the GSE operation and providing guidance and experience to GSE mechanics. The GSE Lead oversees the performance of all work for both internal and external customers. In the Absence of the GSE Lead a GSE Mechanic may assume the responsibilities of the GSE Lead. The GSE Lead is responsible for:

  1. Coordination of activities within the GSE department based on Supervisors direction.
  2. Ensures that personnel during their shift follow the company’s prescribed safety practices in the performance of their duties.
  3. Assist with properly training new mechanics for their job functions and performing OJT with new staff as needed.
  4. Assists with providing quality work performed by staff on their shift.
  5. Works with the GSE Supervisor to meet department goals and maintain costs.
  6. Prepares the set up for the next shift , coordinating work schedules and staffing for the GSE department.
  7. Assists with GSE mechanics professional development and with following proper work procedures and practices.
  8. Responsible for completing all associated forms and reports for GSE Services such as but not limited to billing, accidents, audits, training, service checks and inventories.
  9. Ensure the GSE shop is maintained in a neat and organized manner.
  10. Liaise with customer as required; ensuring proper work performance and customer needs are met.
  11. Works on GSE as needed.
  12. Prepares and sends out daily turnover to appropriate departments.
  13. Travel as required

Job Requirements:

  1. Able to Read and Write in English.
  2. Current Valid Driver’s License.
  3. Able to Pass Airport Security Background Checks.
  4. Lifting and carrying at least 70lbs.
  5. Works in varying weather conditions, indoors and outdoors.
  6. Works on back and under vehicles and equipment for extended periods.
  7. Works overhead on vehicles and equipment for extended periods.
  8. Works standing for extended periods of times.
  9. Travels for work as required.

2.7FEAM GSE MechanicNon-Exempt/Non-DOT

2.7.1Responsibilities and Duties

The GSE Mechanic reports to the GSE Lead and Supervisor, and is responsible for trouble shooting and repairing GSE Equipment. The GSE Mechanic is responsible for:

  1. Trouble shooting and repairs of all GSE Equipment.
  2. Following the company’s prescribed safety practices in the performance of their duties.
  3. Responsible for completing all associated forms and reports for GSE work they perform such as but not limited to Work Orders, Purchase Requests, Time Sheets, Customers Service Forms and internal tracking forms.
  4. Ensure the GSE shop is maintained in a neat\- and organized manner keeping their work area clean.
  5. Performs work as assigned.
  6. Travel as Required

Job Requirements:

  1. Able to Read and Write in English.
  2. Current Valid Driver’s License.
  3. Able to Pass Airport Security Background Checks.
  4. Lifting and carrying at least 70lbs.
  5. Works in varying weather conditions, indoors and outdoors.
  6. Works on back and under vehicles and equipment for extended periods.

3GSE Maintenance Reporting

3.1GSE Reporting Process for On Demand Repairs

It is the responsibility of FEAM equipment Operators to:

a.report into the FEAM GSE website all On Demand repairs that are needed,or if unavailable,

b.Email or Text the On Demand repair need to GSE, and any other contact the Local manager requires by phone if immediate service is required.

3.1.1.1Equipment Discrepancies

When any equipment safety discrepancy is found (a breakdown or On Demand repair), a red repair required tag (or similar) is to be attached to the piece of equipment and the unit must be taken out of service The discrepancy is required to be reported immediately to the local FEAM Station Manager and FEAM GSE Manager.

3.1.1.2Operation Critical

If service is needed right away, the equipment operators need to write the equipment up on the website and advise the local FEAM GSE manager to expedite the needed repairs.

3.1.1.3Non-operational Critical

The equipment operators will write up the equipment on the FEAM GSE Web Site to put the equipment in the data base for repair. Equipment entered in to the data base are reviewed daily and coordinated by Local GSE Manager for the requested repairs.FEAM Operators are responsible for delivery and pick up of their equipment from the GSE shop.

3.1.1.4Briefing for Outstations Repairs

Before departure for out stations, local managers or assigned personnel for the out station will provide a written explanation for the attending mechanic to plan his trip and repairs. This written briefing is to be kept on file at the outstation, home officeand reported to FEAM GSE Station Manager.

3.1.1.5Delivery/pickup responsibility

Operators will drop off equipment for scheduled services and on demand repairs and pick equipment back up from the GSE Shops.

INOP or unsafe equipment will be coordinated with GSE staff to be retrieved for repairs.
